About this file
This is a Standard Form 30 (SF 30) amendment to a solicitation for a federal contract. The amendment modifies solicitation W91QEX26QA007, issued by the Army Contracting Command ACC RCO Miami (0410 AQ HQ) with an effective date of 19 March 2026. The amendment number is 0001 and is identified as W91QEX26QA0070001. The contracting officer is Lian Pinzon. The amendment adds FAR clauses 52.212-1 (Instructions to Offerors—Commercial Products and Commercial Services) and 52.212-2 (Evaluation—Commercial Products and Commercial Services), both with deviations effective February 2026.
The evaluation criteria specified in the amendment establish a Lowest Price Technically Acceptable (LPTA) award methodology. Quoters must comply with all terms and conditions of the RFQ and offer items meeting all specifications outlined in the Performance Work Statement (PWS). Each specification and deliverable must be addressed by quoters to be found technically acceptable; quoters determined to be technically unacceptable are ineligible for award. Quotes will be ranked from lowest to highest price, with the lowest-priced quote evaluated first. If the lowest-priced quote is technically acceptable, no additional quotes will be evaluated. The amendment does not extend the receipt deadline for offers and requires acknowledgment of the amendment prior to the specified hour and date through one of three methods: completing items 8 and 15 and returning amendment copies, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
