Performance Work Statement
Title: Installation, Configuration, Software Upgrade, Preventive Maintenance, and Repair Services for the Government-Owned Sci-Print VXL/VXQ Automated Tube
Labeling System
SECTION 1 – BACKGROUND
The Chronic Viral Diseases Branch (CVDB), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), supports national surveillance and laboratory activities that depend on accurate specimen identification, traceability, and efficient laboratory workflows. The Government owns a Sci- Print VXL automated tube labeling system with an associated VXQ tube feeder that was transferred from another CDC laboratory for continued operational use.
Although the Government-owned Sci-Print VXL provides the primary automation platform, it must be reconfigured with existing Government-owned laboratory components to meet current operational requirements. Specifically, the Universal Robotic Gripper Arm from the Government's legacy Sci-Print VX2 system must be installed on the VXL to support the laboratory's specimen-handling workflow. In addition, the existing barcode verification scanner must be integrated into the VXL configuration to verify that each barcode label has been properly applied to the specimen vial before processing. These components are necessary to achieve the functional capabilities required for routine laboratory operations.
Before the system can be placed into routine laboratory service, it must be properly installed, configured, calibrated, validated, and verified for operational readiness. The Government's requirement is to place this Government-owned equipment into reliable operational service and maintain it in a manufacturer-supported operating configuration throughout the period of performance to ensure continued reliability and performance.
This Statement of Work establishes the Government's minimum functional and performance requirements for installation, software configuration, preventive maintenance, technical support, and repair services. It defines the Government's operational needs and required outcomes and does not prescribe a specific commercial service package or contractor methodology.
Failure to properly install, configure, calibrate, validate, and maintain the system could result in equipment malfunction, labeling errors, reduced specimen traceability, increased laboratory downtime, and disruption of critical laboratory workflows. Accordingly, the Government requires contractor support capable of maintaining the system in a manufacturer-supported operating configuration and restoring the equipment to reliable operating conditions whenever maintenance or repair is required.
SUBSECTION A – Definitions
CDC: Centers for Disease Control and Prevention.
CVDB: Chronic Viral Diseases Branch, National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Centers for Disease Control and Prevention.
Government-Owned Equipment (GOE): The Sci-Print VXL automated tube labeling system, including the associated VXQ tube feeder and any Government-owned accessories covered under this contract.
Operational Configuration: The hardware, software, firmware, and system settings necessary for the Government-owned equipment to perform its intended laboratory functions.
Manufacturer-Supported Operating Configuration: An operational configuration maintained using approved software, firmware, replacement components, technical documentation, and maintenance practices necessary to ensure the equipment continues to operate in accordance with the manufacturer's supported specifications.
Operational Verification: Testing performed following installation, software configuration, preventive maintenance, or repair to confirm that the Government-owned equipment is functioning as intended and is ready for laboratory use.
Preventive Maintenance (PM): Scheduled inspection, testing, calibration, adjustment, cleaning, lubrication, and other maintenance activities intended to maintain reliable operation and reduce the likelihood of equipment failure.
Corrective Maintenance: Troubleshooting, repair, replacement of defective components, software restoration, and other activities required to return the Government-owned equipment to normal operating conditions following a malfunction or failure.
Onsite Services: Services performed at the CDC Roybal Campus or other Government-designated location where the Government-owned equipment is installed. Because of the size, complexity, and laboratory integration of the equipment, routine maintenance and repair activities are expected to be performed onsite unless otherwise authorized in writing by the Contracting Officer.
SECTION 2 – PURPOSE/OBJECTIVE
The purpose of this acquisition is to obtain certified technical services to install, integrate, configure, verify, maintain, and support the Government-owned Scinomix Sci-Print VXL/VXQ automated tube labeling system to ensure uninterrupted, high-throughput sample processing for the CDC Chronic Viral Diseases Branch (CVDB).
To satisfy the Government's minimum operational requirements, the contractor shall:
1. System Recommissioning & Calibration: De-crate, set up, calibrate, and verify the mechanical and electrical integrity of the relocated Government-owned Sci-Print VXL/VXQ system at the designated CDC laboratory facility.
2. Subsystem & Hardware Integration: Safely integrate existing Government-owned auxiliary components—specifically the Universal Robotic Gripper Arm and 2D barcode verification scanner—into the primary system architecture without degrading instrument precision or manufacturer tolerances.
3. Software & Firmware Environment Configuration: Install, configure, and validate all necessary control software, communication protocols, and firmware updates to ensure compatibility with designated CDC workstations and established laboratory information management workflows.
4. Pre-Operational Validation & Acceptance Testing: Conduct comprehensive end-to-end operational verification runs (tube feeding, printing, labeling accuracy, scanning verification, and robotic sorting) to obtain formal Government acceptance prior to placing the instrument into routine production.
5. Scheduled Preventive Maintenance (PM): Execute certified preventive maintenance at scheduled intervals, including full optical alignment, mechanical lubrication, sensor diagnostics, and replacement of routine wear components to prevent unplanned downtime.
6. Corrective Emergency Repair & Restoration: Provide prompt on-site diagnostic and corrective repair services, utilizing OEM-certified replacement parts, to restore the system to full operational status within established response-time standards upon notification of a system failure.
7. Continuous Software & Firmware Lifecycle Support: Furnish and apply all subsequent software patches, firmware revisions, and configuration updates necessary to sustain system security, operational stability, and manufacturer supportability throughout the period of performance.
8. Field Documentation & Technical Reporting: Provide comprehensive, written service and validation reports detailing all installation parameters, configuration baselines, maintenance actions, diagnostic test results, and component replacements within five (5) business days following the completion of any on-site service.
9. Operator & Technical Orientation: Provide on-site technical guidance and operational instruction to designated CDC laboratory personnel covering routine operation, basic user maintenance, error recovery, and system safety procedures upon completion of installation.
SECTION 3 – SCOPE OF WORK
The contractor shall provide all appropriately trained, technically qualified, and where applicable, certified personnel, supervision, labor, equipment, tools, replacement parts, software support, technical expertise, travel, documentation, and incidental services necessary to install, configure, maintain, troubleshoot, and repair the Government-owned Sci-Print VXL automated tube labeling system and associated VXQ tube feeder throughout the period of performance.
All installation, preventive maintenance, corrective maintenance, software configuration, calibration, operational verification, and repair services shall be performed onsite at the Centers for Disease Control and Prevention (CDC) Roybal Campus in Atlanta, Georgia, unless the Contracting Officer provides prior written approval for an alternative approach.
The Government-owned system is a large, integrated laboratory instrument that has been permanently installed within the laboratory environment. Due to its physical size, system configuration, and installation requirements, routine shipment of the equipment to an off-site repair facility is not operationally feasible and would create unnecessary risk of equipment damage, extended laboratory downtime, disruption of specimen processing activities, and additional Government expense. Accordingly, the Government requires that all routine service activities be performed onsite whenever practical.
The contractor shall perform all services necessary to maintain the equipment in a manufacturer-supported operating configuration and restore the system to fully operational status following installation, preventive maintenance, software updates, or corrective maintenance activities.
Following completion of any service activity, the contractor shall verify that the system performs in accordance with the applicable manufacturer-supported operating specifications before returning the equipment to Government use.
The contractor shall provide personnel possessing the technical knowledge, training, experience, and qualifications necessary to install, configure, calibrate, validate, maintain, troubleshoot, and repair the Government-owned automated tube labeling system. Personnel performing these services shall be qualified to work on the specific system configuration installed at CDC.
