The contractor will supply 50 mice in the first six months, with options to provide 150 additional mice in the following 12 months and 50 mice in the last six months. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

HHSAR 352.232-71 Electronic Submission of Payment Requests (Feb 2022)

(a) Definitions. As used in this clause—

“ Payment request” means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.

(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.

(c) The Contractor may submit payment requests using other than IPP only when the Contracting

Officer authorizes alternate procedures in writing in accordance with HHS procedures.

All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR 15.304 where past performance is an evaluation factor.

The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.

The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how

Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

The contractor must provide the CDC contracting office with the name, e-mail address, and phone number of their designated CPARS representative who will be responsible for http://www.cpars.gov/ logging into CPARS and reviewing and commenting on performance evaluations. The contractor must maintain a current representative to serve as the contractor representative in

CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing

(letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.

Statement of Work

Title: Using transgenic mouse to generate human antibodies

SECTION 1 – BACKGROUND

CDC Influenza’s Division is responsible for the development of Candidate Vaccine Viruses

(CVVs) based on circulating and novel influenza strains. The CVVs are generally inoculated into mice or ferrets to produce animal antisera. The antisera are used to assess the antigenicity of the CVVs by testing them against a wide range of influenza viruses. A long-standing concern, that in recent years has become particularly significant, is that the results from the animal sera do not always align well with the results from the tests performed using human sera. This discrepancy is largely due to the antibody repertoire generated in standard animal models being different from those found in humans.

Therefore, CDC seeks to test a transgenic mouse model that is engineered with human immunoglobulin gene segments to produce humanized antibodies, with the goal of determining if the antibodies generated from that mouse model can better recapitulate the antibody repertoire from humans.

SECTION 2 – PURPOSE

Overall objective is to provide the Influenza Division with transgenic mice that express human antibody repertoire, which would be useful for assessing the efficacy of CVVs and developing antibodies.

SECTION 3 – SCOPE OF WORK

The Contractor shall provide the following:

(a) 50 transgenic mice for pilot testing

(b) 150 transgenic mice

(c) 50 transgenic mice

(d) Associated licenses, agreements, and quality documents needed to utilize mice in CVV research

SECTION 4 – TASKS TO BE PERFORMED

(a) 50 mice in the first 6 months

(b) 150 mice in the following 12 months

(c) 50 mice in the last six months

(d) License or MTA for use the animals for the influenza virus and vaccine research

VENDOR QUALIFICATIONS:

(a) Offers a transgenic mouse model that contains the entire human antibody repertoire in a single organism

(b) Proven history of using the mouse model for generating humanized antibodies

(c) The mouse model offered must be widely licensed by biotech and pharmaceutical entities that have replicated claims of humanized antibody response.

Final Deliverables must include:

(d) 50 mice in the first 6 months

(e) 150 mice in the following 12 months

(f) 50 mice in the last 6 months

(g) Quality control documentation accompanying each animal shipment

(h) License, MTA, and/or all required agreements for use the transgenic mouse model for the influenza virus and vaccine research

SECTION 5 – GOVERNMENT FURNISHED MATERIALS

The Government will not provide materials.

SECTION 6 – PERIOD OF PERFORMANCE

A. The period of performance for this requirement is as follow:

Base Period: 9/1/2022 to 2/28/2023

Option Period 1: 3/1/2023 to 02/28/2024

Option Period 2: 3/1/2024 – 8/31/2024

Supplies will be delivered upon request by the Project Officer.

Best and final proposal submissions will be evaluated based on information provided in discussions. The panel will submit their final evaluations to the

Contracting Officer, who will determine a successful offerer based on the overall "best value" to the government. In making the final determination, the technical merit of proposals will be considered more important than cost or price.
