PART 1 – GENERAL

1.1 PROJECT SUMMARY

A. Coast Guard Station Lorain is in great need of repairs to its exterior envelope. Specifically, the exterior of the main building, garage, and detached boathouse are in need of a new paint job to address weathering, peeling, and general wear that compromise the station's visual integrity and structural protection. Additionally, the interior entrance and lobby area require updates to improve functionality, aesthetics, and the welcoming environment for personnel and visitors.

These improvements are vital to preserving the station's infrastructure, enhancing morale, and ensuring the facility continues to represent the Coast Guard's commitment to excellence.

B. Exterior

The exterior scope of work includes painting all doors, door casings, and trim work on the three buildings on-site (Main Building, Garage, and Detached Boathouse). The contractor is responsible for ensuring all work complies with applicable codes, standards, and best practices.

Any conflicts in code requirements must follow the more stringent guidelines. Upon project completion, all systems or components installed as part of the work must be tested and approved as meeting installation and operational standards.

The contractor will inspect all window casings for failed caulking or sealant. Any failed caulking or sealant must be removed and replaced. All loose and peeling paint will be scraped or sanded from surfaces, and the surfaces will be cleaned to ensure proper adhesion. Once prepped, all areas of work will be primed with a rust-inhibiting primer suitable for exterior use and direct-to-metal applications.

After priming, all doors will be sanded, re-primed, and cleaned as necessary to ensure proper adhesion. Once all prep work and priming are completed, all areas of work will receive two coats of exterior-grade paint suitable for durability and adhesion in outdoor conditions. Painting must be performed under conditions that prevent flashing and ensure proper adhesion.

C. Interior

Prior to painting, the contractor will protect all floors and Coast Guard property by covering or moving items as necessary. The interior scope of work includes painting the entryway/vestibule lobby walls, the corridor leading to the kitchenette, and the room off the corridor in front of the kitchenette. Door casings will be repainted in an accent color to complement the new wall color.

All walls will be patched, filled, and sanded using a dustless sanding system to minimize airborne particles. Gaps between walls and trim work, as well as gaps in metal door casings, will be caulked with a premium interior caulking sealant. Door casings will be tested to determine the type of existing paint (oil-based or water-based). If oil-based paint is present, casings will be primed with an appropriate bonding primer before being sanded and painted with two coats of durable trim enamel in a satin finish.

Walls will be spot-primed to seal any bare drywall compound spots, ensuring proper adhesion and uniformity. After priming, walls will be sanded and cleaned before receiving two coats of interior-grade paint in the specified finish. Walls will be sanded between coats to achieve a smooth final finish. Outlet covers will be removed and reinstalled after painting.

A final walkthrough will be conducted to ensure all work meets or exceeds expectations before payment is rendered.
