1.0 GENERAL

United States Coast Guard (USCG) Station Bayfield is planning to enter negotiations with a contractor. The USCG is seeking a qualified contractor to raise and support units’ emergency generator foundation pad as well as a roughly 18 sq/ft patch of asphalt adjacent to generator pad. Prior to submitting a quote, it is mandatory to examine the SOW and it is highly recommended to visit the facility to take field evaluations and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Station Bayfield.

1.1 BACKGROUND

The unit’s emergency generator is located on the back side of the unit’s building. Its approximate weight is approximately 250 lbs. The emergency generator sits on a concrete pad measuring 54 in long, 40 in wide, 4 in thickness. The generator has flexible metal piping for natural gas. The area on one corner closest to the parking lot side has sagged a visible amount and proposes a serious risk to the stability of the generator mounting platform as well as the emergency generator itself.

The raising/leveling of the generator pad as well as the surrounding asphalt of the parking lot and the reinforcement of the generator mounting pad to prevent further settling is required to ensure stability of the emergency generator.

1.2 SCOPE

1. Contractor shall furnish all labor, materials, equipment, and appliances as necessary to raise/level generator mounting pad and asphalt area adjacent to generator and to reinforce generator pad in such a way as to prevent further settling of generator pad.

2. The asphalt area mentioned measures approximately 3ft by 6ft and is located directly adjacent to concrete generator pad. The generator mounting pad itself is placed on top of asphalt parking lot.

3. The contractor shall closely coordinate all work with the Contracting Officer’s Technical Representative (COTR) to keep disturbances to personnel and operation to a minimum.

4. The contractor is required to always have a qualified supervisor on the job any time work is being performed. The qualified supervisor must service as a point of contact for the COTR in maintaining the work specification requirements, scheduling, inspections, and maintaining safety standards. The supervisor must be able to speak and understand English.

5. The Contractor must ensure Government employees have access to rear security locked door located centerline on the south side of the building in the file://hqnas/SHARED/G-A/G-ACS/CAAT%20Team/TOOLBOX/SCOPE%20PARAGRAPHS.doc

event of emergency egress. If at any point this egress route will be blocked due to the nature of the work, the contractor will coordinate with station OOD for timeline on egress route availability.

6. The Contractor will conduct work as to limit downtime of unit’s emergency generator. If Contractor must take unit’s emergency generator offline due to work, a 72-hour notice must be given to and approved by unit’s COTR.

7. Contractor may add additional concrete to unit’s generator pad to assist with the distribution of generator weight as well as to prevent further settling of the surrounding area as mentioned above. If it is determined more concrete is needed, the details will be discussed with COTR to confirm it will not interfere or cause problems for station personnel or other facilities.

8. Government personnel are not expected to interfere with Contractor’s work or halt work unless a specifically unsafe condition is found or observed by a member at the unit. If an unsafe condition is found, COTR shall notify Contracting personnel’s supervisor and the unsafe condition must be corrected before work resumes. Unsafe conditions include but are not limited to- not using proper PPE as defined by OSHA Regulations, utilizing tools not in good working condition with all guards and safeties in place as designed by manufacture, or not abiding by safe work practices set forth in OSHA regulations.

9. The Contractor shall give the COTR a 72 hour advance prior notice to the completion of the above SOW so that the COTR may conduct the final inspection.

10. The contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris. The Contractor is expected to remove all debris and waste in a timely fashion as to not impact either Government operations or unit’s public image.

11. Contractor is responsible for the disconnecting and re-connecting of any utility services to the generator if needed for the project, including but not limited to electrical, and natural gas. In the event utilities are disconnected the contractor will reconnect and ensure there are no gas leaks or electrical faults.

1.3 OBJECTIVE

Unit requires the lifting/leveling of both the generator mounting pad as well as an approximate area of the asphalt parking lot adjacent to the generator approximately 3ft x 6ft from base of generator foundation. Unit also requires reinforcement work to ensure the future stability of the parking lot and generator mounting pad.

1.4 WARRANTY
