About this file

This document is a solicitation for vacuum pumps and inlet filter assemblies issued by the Defense Logistics Agency Land and Maritime for Norfolk Naval Shipyard. The solicitation (Number 51392995-96) seeks to acquire 10 Busch 3HP vacuum pumps (model R5 RA 0063 F 506 EMXZ) and 10 corresponding inlet filter assemblies, with a brand name justification citing direct replacement requirements. The total procurement is a firm-fixed price contract with a delivery date of 17-NOV-2025, and the items are specifically designated for use at Norfolk Naval Shipyard, Building 276 in Portsmouth, VA. The vacuum pumps feature specific technical specifications including 230/460V power, 1800 RPM, premium efficiency, TEFC design, and include certifications such as cCSAus and cULus for 460V operation.

The solicitation includes detailed shipping and handling instructions, requiring palletization for items over 40 lbs, specific labeling requirements, and mandating two forms of identification for delivery drivers. Notably, material from specific manufacturers (NUFLO, Inc. and Synergy Flow Systems) is prohibited from delivery to the shipyard. The contract incorporates numerous standard federal acquisition regulations and provisions, including requirements for item unique identification, electronic funds transfer, and various compliance certifications. The procurement appears to be a straightforward replacement of existing equipment with precise technical and logistical specifications tailored to the naval shipyard's specific operational needs.
