The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessaty. In the event that discussions are held, a competitive range determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of quotes that would otherwise be in the comeptitive range exceeds the number at which an efficeint competition can be conducted, the Contracting Officer may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotes.
The evaluation criteria shall not exceed 10 pages.
(3) Evaluation Criteria:
The quotes will be evaluated under three (3) evaluation factors: Technical Expertise, Past Performance, and Price.
(i) Technical Expertise – Quoters will describe their relevant experience in support of this requirement. Experience obtained as a Subcontractor or work performed as part of a team or joint venture may also be considered in the absence of relevant experience in your company’s current state. The description must include the following:
(a) Describe experience as either the prime or partner/subcontractor with projects of similar nature, size, time, and complexity.
(b) Provide a description of the project(s) in which this experience was gained, including dates, nature, size, and complexity, customer supported (i.e. DoD, Commercial, state, local, etc.).
(c) Describe how the relevant experience will directly transfer to successful satisfaction of the performance described in the Performance Work Statement.
(d) Include the information below for each contract and/or subcontract submitted:
(1) Contract number and period of performance
(2) Contract type (i.e. firm fixed price, cost-plus-award-fee, etc.)
(3) Total contract value
(4) Description of scope of work
(5) Technical representative/COR’s name, telephone number, and email address
(e) In evalauting this element, the assessment will concentrate on the quoter’s experience in performing this requirement to ensure they have the depth and breadth of experience necessary to satisfactorily perform the requirements. The quoter’s quote must demonstrate technical expertise associated with the requirement. Failure to provide technical expertise similar to the requirement may result in a determination that the quoter’s quote is unacceptable. The quote is acceptable when the quoter’s quote demonstrates experience in meeting or exceeding the PWS requirements without introducing unacceptable risk to the project.
(f). The Technical Factors will receive one of the adjectival ratings defined below.
Quote risk is used to portray the evaluation of weaknesses in the quoters’ quotes. the subfactor ratings will be used to determine an overall rating for the factor. Any subfactor that receives a marginal or unacceptable rating will result in an overall marginal or unacceptable rating for the factor.
ADJECTIVAL DEFINITION
RATING
Acceptable Acceptable qualifications and meets minimum PWS requirements necessary for satisfactory contract performance. Quote contains no deficiencies or significant weaknesses, and any identified weaknesses do not impact the probability of meeting minimum requirements. Fair probability of success with low to moderate degree of risk.
Unacceptable A quote that fails to meet minimum PWS requirements necessary for acceptable performance. Where discussions are contemplated, the quote contains weaknesses, significant weaknesses, and deficiencies that cannot be corrected without a major rewrite of the quote. The degree of quote risk is high to very high.
(ii) Past Performance – The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in performing the solicitation’s requirements as indicated by that quoter’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the quoter’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Quoters are cautioned that in conducting the performance risk assessment, the Government may use data provided in the quoter’s quote and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists. Past performance areas of evaluation include:
(1) Past Performance History: Quoter must provide evidence of successfulperformance on contracts similar in nature, NAICS code, magnitude, and complexity to this requirement, that are presently in progress or were completed or terminated within the past three (3) years. Performance references must include name, address, point of contact, phone number, contract number, amount, and description.
(2) If the quoter has no past performance history then past performance data may be provided concerning key personnel of the quoter.
(3) Recency Assesment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. Past performace information that fails this condition will not be evaluated.
(4) Relevancy Assessment. The Government will conduct an evaluation of all recent performance information obtained to determine if it is same or similar in nature, size, and complexity to the services/products being procured under this solicitation. A relevancy determination of the quoter’s past performance will be made. In dermining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the quoter or subcontractor whose contract is being reviewed and evaluated. The past performance information provided in the quote and information obtained from other sources will be used to establish the degree or relevancy of past performance. Quoters without a record of relevant past performance or for whom information on past performance is not available will not be evlauted favorably or unfavorably on past performance, and as a result, will receive a “Neutral” rating for the past performance factor.
(5) Assigning Ratings. Quoters will receive a rating of Acceptable (low moderate risk), Unacceptable (high risk), or Neutral (unknown risk) for Past Performance. A quoter whose quote demonstrates no past performance will be rated “Neutral.” Risk definitions are provided below:
(a) Low risk: Little doubt exists that the quoter will successfully perform the required effort based on its performance record.
(b)Moderate risk: Some doubt exists that the quoter will successfully perform the required effort based on performance record. Performance Risk Level: Moderate toHigh.
(c) High risk: Significant doubt exists that the quoter will usccessfully perform the required effort based on its performance record. Performance Risk Level: Very High (Note: A final rating of high risk is not eligible for award.)
(d) Neutral: The quoter has little/no relevant past performance upon which to base a meaningful performance risk prediction Performance risk level: Unknown
(iii) Price Evaluation – The Government will evaluate quoters for award purposes by adding the total price for the requirement. Price may be assessed for completeness and reasonableness as follows:
(1) Completeness. To be complete, the quoter must provide all pricing informaiton for all of the established Contract Line Items (CLINS) set forth in Price Schedule of the solicitation, and the pricing supports the technical solution. Quotes received for less than the stated number of items listed in the Price Schedule will considered ineligible for award The Government will assess the extent to which the price complies with the content and format requirements set forth in the solicitation.
(2) Price Reasonableness and Price Realism., The quoter’s proposed prices will be evaluated to determine if any unreasonable high or low in relation to proposed prices received in response to the solicitation, and are in line with the market value for services currently being performed and the Independent Government Estimate (IGE). Unreasonably/Unrealistically low proposed prices may be grounds for eliminating a quote from competition either on the basis that the quoter does not understand the requirement or the quoter has made an unreasonable/unrealistic quote that incurs high risk
Technical and past performance, when combined, are approximately equal to cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
