PERFORMANCE WORK STATEMENT
Shasta Dam Issue Evaluation: Becker Drilling in Support of iBPT Investigations
01/31/2024
1.0. Introduction. The Bureau of Reclamation (Reclamation) is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River and Grand Coulee Dam on the Columbia River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US. Reclamation is organized into six regions: California-Great Basin (CGB), Missouri Basin (MB), Lower Colorado Basin (LCB), Upper Colorado Basin (UCB), and Columbia-Pacific Northwest (CPN), and Arkansas-Rio Grande-Texas Gulf (ARGTG). The Technical Service Center (TSC) is located in Denver, CO, and provides technical expertise and support services to the regions, as needed.
1.1 Facility description. Shasta Dam and Powerplant are located on the Sacramento River, approximately 9 miles northwest of Redding, California, and are major features of the Central Valley Project. The dam was designed and constructed by the Bureau of Reclamation and was completed in 1945. Principal benefits of the reservoir include power generation, flood control, irrigation, recreation, and domestic water supply. The dam impounds a reservoir with a total volume of 4,552,000 acre-feet at the top of joint-use capacity at reservoir water surface elevation 1067.
Shasta Dam is a curved concrete gravity structure that has a structural height of 602 feet, a hydraulic height of approximately 480 feet (between reservoir water surface elevation 1067 and the original streambed at the axis of the dam), a crest width of 30 feet, and a crest length of 3,460 feet at crest elevation 1077.5. The downstream face of the dam slopes at 0.8H:1V; the upstream face of the dam is vertical. There are zoned earthfill embankments (wing dams) constructed on the upstream and downstream faces of both abutments to protect the contact with the dam concrete and the excavated foundation surface. The Left Wing Dam (LWD) is the location of work performance.
The LWD extends beyond the concrete dam to the left abutment and contains a concrete core wall and five embankment zones. The LWD upstream embankment face slopes at approximately 2.4H:1V and the downstream face slopes at approximately 2.5H:1V.
Based on limited construction documentation, the source of all embankment materials in the LWD is thought to be excavation spoils from the left abutment and dam foundation excavation (i.e., colluvium, residuum, and weathered bedrock).
1.2 Site geology. Shasta Dam is underlain by the Copley Formation, a sequence of volcanic rocks of Devonian age (410 - 360 million years ago), which have been metamorphosed. The product of this metamorphism is a rock type known as ophiolite, referred to as greenstone. Numerous andesite and diorite (and other igneous rock types) dikes have been intruded into the original and metamorphosed rock mass and have been mapped within the dam foundation. Although the foundation rock is hard and competent where fresh and unfractured, regional tectonics and weathering have disrupted its integrity. The altered greenstone has numerous seams consisting of
140R8124Q0065 Page 3 of 70 weathered joints, shears, and zones of altered or crushed rock. These features were described as ranging from hairline cracks to open seams, and from fractures with no displacement to faults with considerable displacement. Some joints display clean, sharp walls, while others display fractured material or are filled with soft, weathered material. Stained joints, mud seams, and clay gouge are noted on geologic maps. Zones of cataclasts up to several feet thick exist in the larger faults in the area, although no active large faults cross the dam foundation. Despite the presence of the faults and joints in the foundation for Shasta Dam, the foundation rock is generally hard, sound, and durable.
The embankment and foundation units that may be encountered in drilling through the upstream LWD are described as follows:
Zone 1 – Embankment material described in the original construction specifications as “Upstream rock fill graded to heavy rock at outer slope - from required excavation”. Rock on outer slope is riprap comprised of Slightly Weather Copley Greenstone. The coarse riprap on the outer shell of the upstream face will be excavated to create a drilling pad for the work.
Zone 2 – Embankment material consisting of Silty to Clayey Gravel with Sand and trace Cobbles, (GM-GC)sc to Silty to Clayey Sand with Gravel and trace Cobbles, (SM-SC)gc, as observed in prior explorations of the LWD. Zone 2 underlies Zone 1 in the work area and is described in the original construction specifications as “semi-pervious material from required excavation – rolled in 8-inch compacted layers”.
Zone 3 – Embankment material consisting of Silty to Clayey Gravel with Sand and trace Cobble, (GM-GC)sc to Clayey to Silty Sand with Gravel and trace Cobble, (SM-SC)gc, as observed in prior explorations of the LWD. Zone 3 generally contains smaller gravel and fewer cobble than Zone 2 and contains lifts of lean clay with varying amounts of sand and gravel. Zone 3 underlies Zone 2 in the work area and is described in design drawing 214-D-777 as "selected impervious material of clay, sand, and gravel mixed and rolled in 6-inch compacted layers”.
Copley Greenstone - A sequence of metamorphosed volcanic rocks of the Devonian period (419 - 359 Ma). The volcanic parent rocks are comprised of pillow lavas (basalt), volcanic breccias (agglomerate), andesite flows, and minor layers of tuff. These rocks have undergone low-grade or greenschist facies metamorphism, which has essentially fused clasts and matrix such that the strength of the body of rock is estimated to be uniform (not considering discontinuities). Tectonic forces have tilted the once horizontal sequence of rocks and produced extensive discontinuities, primarily joints, shears, and foliation. Tilted layers are evident on the right abutment of the dam and have an apparent dip direction toward the upstream.

2.0 Scope of Work: This work order involves the coordination of several groups to complete the required tasks. The tasks for which the awardee will be directly responsible are:
• Provide an AP-1000 drill rig and enough standard drill casing to advance the drill string at least 150 feet in each drill hole.
• Perform Becker drilling and instrumented Becker Penetration Testing (iBPT) with an integrated data collection system (iBPT equipment to be furnished and operated by the separate iBPT contractor) attached to the drill string.
• Complete boreholes once the investigations have been concluded.
These tasks will be performed in support of a liquefaction triggering analysis of the embankment materials at Shasta Dam. The awardee will work with an iBPT contractor (under separate contract) to integrate the iBPT platform into the Becker drilling set up and coordinate the testing of specific intervals with the driving of the Becker drill string. The awardee will also work with the Reclamation CGB Region geologist to identify the testing intervals of interest. The overall investigation schedule will be coordinated with the Reclamation TSC.
2.1 Investigation Program. The investigation shall be conducted at the locations shown in Figure 1 and to the depths indicated in Table 2, with all locations and depths approximate. The order in which the boreholes are investigated will be determined in coordination with the on-site CGB Region geologist. Some boreholes may need to be relocated in coordination with the CGB Region geologist.
2.1.1 Investigation Program Scope. The investigation program consists of four boreholes (IBH- 24-01 through IBH-24-04).
2.1.2. Site Access. Reclamation will pioneer roads as required, provide access to the site, ensure that Reclamation vehicles and equipment do not obstruct the awardee’s operations, and ensure that a staging area for the required equipment is available. Figures 2 and 3 show the approximate access route and geometry to be provided and potential staging areas. Access ramps to the drilling pads will consist of gravel surfacing on a bench approximately 15 to 16 feet wide and may have grades

2.1.3 Testing Procedure. The iBPT measurements shall be performed from ground surface continuously along the entire length of each sounding interval to refusal at a depth approximately 5 feet below the Copley Greenstone bedrock contact. IBH-24-04 will be terminated at the top of mass concrete, if encountered. Table 2 shows a summary of each borehole.
2.1.4 Record Keeping. The awardee shall maintain a record of pertinent drilling notes and shall prepare a drilling summary daily. Blow counts, bounce chamber pressures, and other information relevant to the interpretation of soil strengths will be recorded by the iBPT contractor.
2.1.5 Borehole Completion. On completion of the iBPT soundings, the boreholes will be backfilled by the awardee to prevent collapse of the surrounding materials into the boreholes. This process will require that the iBPT instrumentation setup be removed from the drill string prior to hole completion. Boreholes will be backfilled with a Portland cement-bentonite slurry (or equivalent, as approved by the CGB Region Geologist).
2.1.6 Payment. Payment will be made after the work has been completed and certified, consistent with the bid amounts submitted by the awardee and any equitable adjustments that may apply.
Payment for re-drilling will be made if re-drilling is required as a result of site conditions.
2.2 Schedule. The provisional start date for the field investigations is June 1, 2024. A mutually agreed-upon start date will be identified once notice to proceed has been given. The awardee will be required to remain on site until all work required has been completed.

2.3 Becker Drilling and Testing Equipment
2.3.1 The Becker drilling equipment shall consist of a truck mounted Model AP1000 Becker Hammer drill rig manufactured by (Foremost) Drill Systems, Calgary, Alberta, Canada.
2.3.2 The rig shall be equipped with a Linkbelt (International Construction Equipment “ICE”) Model 180 Diesel Pile Hammer.
2.3.3 The hammer shall be equipped with a Pres Air rotary blower supercharger 500 Series, or equivalent connected to one or both inlet ports of the diesel pile hammer combustion chamber.
2.3.4 The Becker Hammer drill pipe outside diameter shall be 6 5/8 inches.
2.3.5 The iBPT soundings shall be advanced with a 6 5/8 inch outside diameter 8 tooth crowd-out, closed-end bit that meets iBPT specifications for the purpose of collecting blow counts to specified depths.
2.3.6 Drive shoes, Becker Hammer drill pipe and tooling that meet the specifications for iBPT testing shall be provided by the awardee.
2.3.7 A T fitting from the bounce chamber pressure gauge to allow connection to iBPT instrumentation shall be provided by the awardee. The hose between the bounce chamber and the energy monitor shall remain free of obstructions, including oil and other debris at all times. This unobstructed hose shall be maintained by blowing out the hose with compressed air or by other means prior to each Becker hole or as directed by Reclamation’s field representative.
2.3.8 The puller base shall be modified to allow for installation of a string gauge potentiometer.
2.3.9 The Becker drilling equipment shall be equipped for pull back testing devices supplied by the iBPT contractor.
3.0 Qualifications
3.1 The awardee must be State licensed.
3.2 The awardee must demonstrate prior field experience with Becker drilling operations on water retaining embankment structures.
3.3 The awardee must demonstrate prior field experience with the iBPT system.

4.0 Government-Furnished Equipment and Materials. The Government shall provide the awardee with access to the site, access to the drilling locations, and a practical source of drilling water.
5.0 Regulations/Policies. The awardee must comply with Reclamation’s Safety and Health Standards (RSHS). The awardee should review the applicable sections of the RSHS, which are available for download at: https://www.usbr.gov/ssle/safety/RSHS/rshs.html
6.0 Travel. The awardee shall use the appropriate government per diem rates as posted on www.gsa.gov/travel-resources. Travel expenses shall be approved in advance by the Contracting Officer (CO). See attached request form.
7.0 Government Vehicles. Employees of the awardee required to utilize Government vehicles (cars, trucks, heavy equipment, etc.) either as drivers or passengers shall be required to sign a “Hold Harmless” release. This includes Government-procured rental vehicles. The awardee shall use or rent their own vehicles whenever possible and practical. Signed releases are due to the Contracting Officer (CO) one day before use of a Government vehicle. See attached form.
Government vehicles are for official use only.
8.0. Security. Site access will need to be coordinated with the CGB Regional Geologist or their representative. Contact information will be provided at award.
8.1 Entry Into Secure Areas. The Project Manager or Contracting Officer’s Technical Representative (COTR) will assist with the awardee’s entry into secure areas and inform the awardee of security procedures. The awardee shall comply with all security procedures.
8.2 Sensitive Information. Reclamation has identified specific security sensitivity designations for information related to Reclamation facilities. All awardee produced and Government furnished information related to this contract is designated Official Use Only – SENSITIVE
(FOUO/SENSITIVE).
8.3 Employee Information. The awardee shall be required to supply Reclamation with the legal names and other personal information of employees who will be working under this contract.
Reclamation reserves the right to perform security checks on awardee employees.
9.0 Training. The awardee is responsible for all training for its employees except when training can only be provided by Reclamation. Requests for training by exception must be provided to and approved by the CO prior to the Government conducting training. The awardee shall sign a Hold Harmless Release for any training provided by the Government. See attached.
10.0 Deliverables. See Table 3, below.

Use of Government Vehicles
At times during contract performance, contractor employees may be required to operate or ride in Government vehicles. Contractors may only operate or ride in Government vehicles when approved by the Contracting Officer and when in direct support of performance of work authorized under Contract
In accordance with the Department of Interior Motor Vehicle Management Handbook, contractors shall ensure their employees posses a valid state/international license for the class of vehicle being operated and be at least 18 years old, or the higher age at which persons in that jurisdiction may hold an unrestricted driver's license prior to operating or riding in a Government vehicle.
In consideration for receiving permission to operate or ride in Government vehicles I hereby release, waive, discharge and covenant not to sue the Federal Government, their officers, agents, servants, or employees (hereinafter referred to as releasees) from any and all liability, claims, demands, actions and causes of action whatsoever arising out of or related to any loss, damage, or injury, including death, that may be sustained by me, or any of the property belonging to me, whether caused by the negligence of the releasees, or otherwise, while operating or riding in Government vehicles.
The contractor shall provide copies of all employee liability/hold harmless agreements to the Contracting Officer upon request or as stated by the Contract.

Government-Provided Training
At times during contract performance, contractor employees may be required to operate equipment or machinery that is unique to the Government and that requires training prior to operation. Contractors may only receive training from the Government when the equipment is unique to the Government and cannot be obtained through any other source; approved by the Contracting Officer; requested by the Government technical point of contact; and when operation is in direct support of the contract identified below. Upon receiving the appropriate training, the Contractor receiving the training is required to complete and sign the following release.

DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

52.204-13 SYSTEM FOR AWARD MANAGEMENT MAINTENANCE (OCT 2018)
WBR 1452.201-80 CONTRACTING OFFICER’S REPRESENTATIVE’S AUTHORITIES AND LIMITATIONS --
BUREAU OF RECLAMATION (MAY 2018)
a) Performance of the work under this contract shall be subject to the technical direction of the Reclamation Contracting Officer's Representative (COR). The term "technical direction" is defined to include, without limitation:
(1) Inspecting and accepting or rejecting work performed under the contract.
(2) Representing the Government in technical phases of the work. The COR is responsible for the technical administration of the contract and will provide instructions and interpretations to the Contractor on all technical matters relating to the contract. The COR will supervise or oversee all Government technical and administrative personnel assigned to assist the
COR.
(3) Reviewing and, where required by the contract, approving submittals of technical data, shop drawings, samples, literature, plans, or other data required to be delivered by the Contractor to the Government.
(b) The Contractor will receive a copy of the written COR designation from the Contracting Officer. It will specify the extent of the COR's authority to act on behalf of the Contracting Officer.
(c) Technical direction must be within the scope of work stated in the contract. Only the Contracting Officer is authorized to determine if a change is within the scope of the contract; therefore, the COR does not have the authority to, and may not, issue any technical direction that -
(1) Constitutes a direction of additional work outside the Contract requirements;
(2) Constitutes a change as defined in the contract clause entitled "Changes;"
(3) In any manner causes an increase or decrease in the total contract cost, or the time required for contract performance;
(4) Changes any of the expressed terms, conditions or specifications of the contract; or
(5) Interferes with the Contractor's right to perform the terms and conditions of the contract.
(d) All technical direction shall be issued in writing by the COR.
(e) The Contractor must proceed promptly with the performance of technical direction duly issued by the COR in the manner prescribed by this clause and within its authority under the provisions of this clause. If, in the opinion of the Contractor, any instruction or direction by the COR falls within one of the categories defined in (c)(1) through (c)(5) of this clause, the Contractor must not proceed and must notify the Contracting Officer in writing within five (5) working days after receipt of any such instruction or direction and must request the Contracting Officer to modify

(f) A failure of the Contractor and Contracting Officer either to agree that the technical direction is within the scope of the contract or to agree upon the contract action to be taken with respect to the technical direction will be subject to the provisions of the clause entitled "Disputes."

(a) The Contractor shall not require any person employed in the performance of this contract (including subcontracts) to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety.
(b) Contractor shall comply with the most current version of the Bureau of Reclamation Reclamation Safety and Health Standards (RSHS) and, if applicable, the requirements of the Accident Prevention Clause (FAR 52.236-13 ).

(c) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part

(d) In the event there is a conflict between the requirements contained in paragraphs (b) and (c) referenced herein, the more stringent requirement shall prevail.
(e) The Contractor shall submit a written proposed safety program as prescribed in the RSHS and the written specifications.
(f) The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage in accordance with the RSHS and OSHA guidelines.
(g) The rights and remedies of the Government provided in this clause are in addition to any other rights and remedies provided by law or under this contract.
(h) If the RSHS is updated or amended by Reclamation during the course of this contract, the contractor will be notified in writing. The contractor shall comply with the current RSHS immediately upon written notification. Should the contractor feel that the updated version of RSHS constitutes a substantive change to the contract, affecting price or time (or both), the contractor may request an equitable adjustment in the contract price.
