SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. Work is located at Spring Creek Powerplant approximately 6 miles northwest of

Redding, CA, in Shasta County; at Judge Francis Carr Powerplant approximately 12 miles northwest of Redding, CA, in Shasta County; and at Trinity Powerplant approximately 30 miles northwest of Redding, CA, in Trinity County.

1.02 PRINCIPAL COMPONENTS OF WORK

A. Replace nine, in-service, single-phase generator step up power transformers. Three transformers are located at each of the three power plants. The following work to be completed at each power plant:

1. Supply (manufacture, factory test, and transport) three (3) Generator Step-Up

(GSU) power transformers for in-service operation.

2. Remove and dispose of three (3) GSU power transformers from in-service operation including high voltage surge arresters.

a. Recycle or dispose of existing insulation fluid per requirements of Section

02 87 20 – Removal and Disposal of Used Oil.

b. Remove and dispose of existing asbestos wiring per requirements of

Section 02 82 20 - Removal and Disposal of Asbestos Containing

Materials.

3. Install and commission three (3) GSU power transformers for in-service operation including high voltage surge arresters.

4. Modify existing isolated phase bus for connection to new transformers.

5. Furnish and install seismic anchorage systems for new transformers.

1.03 SPECIFICATIONS REQUIREMENTS

A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.

B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.

USE OF SITE

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

1.03 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals.

B. RSN 01 14 10-1, Contractor Use of Site Plan

1. Show use location and extent of impact. Uses include but are not limited to the following:

a. Job trailers, storage areas, fuel and oil storage areas, and fabrication yards.

b. Parking areas.

c. Utilities including air, power, and water lines.

d. First-aid.

e. Areas for processing, storing, and disposing of waste materials from construction operations.

2. Describe methods to protect, and repair if damaged, existing improvements and utilities at or near jobsite.

3. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.

4. Submit revised drawings if changes are encountered during construction activities.

C. RSN 01 14 10-2, Pre-use Digital Recording.

1. Pre-use digital recording shall be in accordance with Article 3.01 of this Section.

D. RSN 01 14 10-3, Transformer Haul Plan

1. Plan for using facilities, dam, and laydown area to haul transformers to and from the construction site. Include delivery of new and removal of existing transformers.

2. Include:

a. Details of trucking and trailers to be used, including loading distribution.

1) Include axle spacing and axle loads.

b. Drawing showing transformer, truck, and trailer.

c. List and resumes and experience of transportation personnel and the transportation company.

1.04 PROJECT CONDITIONS

A. Government land, as shown in Section 01 55 00 – Vehicular Access and Parking, may be used for required construction facilities.

B. Location, construction, operation, maintenance, and removal of construction facilities on

Government land will be subject to approval of COR.

C. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.

D. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by COR.

3.01 RECORDS

A. Make pre-use digital recording of areas to be impacted by the construction in the presence of the COR.

1. Resolution: 720p, minimum.

2. Label:

a. Date the recording is made.

B. Make camera movement speed for recording such that areas can be readily identified and located as approved by COR.

C. COR will be present during preconstruction recording. Notify COR at least 3 days prior to recording.

3.02 CLEANING

A. Construction equipment:

1. Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

1.02 WORK RESTRICTIONS

A. Bureau of Reclamation operates and maintains Spring Creek Powerplant, Judge Francis

Carr Powerplant, and Trinity Powerplant.

B. Always maintain Bureau of Reclamation access to the power plants and other facilities.

C. Perform work impacting power generation during the available interruption of service windows at the power plants. Refer to Section 01 14 30 – Interruption of Service.

D. Allowable Work Hours:

1. Monday through Friday: 7:00 am to 3:30 pm, except:

a. During transformer installation, Contractor will be allowed to work up to

12-hour days, 7-days a week.

1) Start times to be no earlier than 6:00 am.

2) Finish times to be no later than 6:00 pm.

b. During transformer dryout and fluid filling, Contractor will be allowed to work 24-hour days.

2. Work outside of allowable work hours, including weekend work and night work, may be allowed but needs to be requested 48 hours in advance prior to starting work.

E. Unescorted access to work areas may be allowed as approved by the COR.

1. Access within the power plants will require a Government escort.

F. One key for each power plant gate will be provided the Contractor for gate access.

G. Access gates to the power plants shall remain locked outside of allowable working hours.

H. Notify COR 48 hours in advance of a delivery made to the power plants.

I. Photographs of the dams, penstocks, power plants, and control rooms taken within areas not accessible by the public or within controlled industrial areas are not allowed with the following exceptions.

1. Photographs to document damage, excess ware, differing site conditions with the approval of the COR.

2. Photographs for use in maintenance manuals and required submittals, requests for information, and request for proposals with the approval of the COR.

3. Contractor shall limit photographs to specific items or areas approved by the

COR.

4. The Contractor may submit a written request to the COR to have specific photographs of the Contractor’s installed equipment to be released for publication subject to written approval of the Area Office Security Manager and Construction

Contract Officer.

a. The photograph shall be limited in scope to the Contractor's equipment or work and shall not depict adjacent systems or components not related to the Contractor’s work.

b. The Government reserves the right deny photography or not to release photographs for contractor publication for any reason.

3) Trinity Powerplant: December - March.

b. Outage request to conclude a minimum of 2-weeks prior to the end of the range identified above.

5. Spring Creek Powerplant shall be the first plant for transformer replacement.

6. Interruption of service is not allowed to occur simultaneously at multiple plants.

No more than one plant can be under outage from November through March.

a. Government will not allow an outage at a second plant within the time period specified above, unless prior work is commissioned and transformer are operational for a minimum of 2-weeks.

7. Interruption of service scheduling will depend upon power demand requirements and related operating conditions.

a. Interruption of services may be scheduled during off-peak periods, nights, or weekends.

b. Government reserves right to schedule interruption of services for any period during 24-hour day, any day of week.

c. Contractor will be informed of type of interruption of services available and restrictions prior to start of construction.

B. When work cannot be performed during an approved interruption of service period, notify COR that interruption of service is not required.

3.01 IMPLEMENTATION

A. The Contractor shall be the administrator of the CDMS site. The Contractor shall maintain and manage CDMS services directly with the software provider. All data and stored information shall belong to the Contractor who has sole responsibility for the

CDMS solution.

B. The Contractor shall share access to CDMS site and data with the Government for

Contract purposes as described herein.

C. In accordance with Reclamation Directive and Standard RCD 05-01, all information received, created, or compiled by Reclamation officials, employees, contractors, and other staff (employees) is the property of the Federal Government and must be maintained in accordance with established standards. The CDMS shall not be considered as storage of official records or correspondence.

D. CDMS shall be in place and operating before Contractor transmits Contract Documents to Government, except RSN 01 31 30-1, Approval Data.

1. CDMS operation includes COR, or other authorized Government representative, having program control to assign users and user rights to Government personnel to access appropriate areas of system.

E. Contractor shall input Schedule of Submittals before making submittals. Include:

A. Prepare construction schedules using Critical Path Method outlined in AGC Manual. Use a computer software program to perform mathematical analysis of scheduling data.

1. Prepare schedule based on required sequence and interdependence of activities.

Logically sequence activities.

2. Prepare detailed activity network for accomplishing required work organized by

Work Breakdown Structure (WBS). Utilize WBS in lieu of activity codes for organization of schedule. If activity codes are utilized in addition to WBS, use unique activity code names assigned as project codes rather than global codes.

3. Activities except “Award” shall have predecessor activities and activities except

“Contract Complete” shall have successor activities.

4. Meet contract requirements; milestone(s) in accordance with the clause at FAR

52.211-10, Commencement, Prosecution, and Completion of Work; and relevant clauses and specification sections. Include interim milestone dates, Government interface dates, contract completion date, and other time or seasonal constraints specified in contract documents.

5. Include work of subcontractors, Government interfaces, and contract milestones.

6. Adjust Construction Program/schedule for seasonal weather conditions.
