STATEMENT OF WORK

Paradigm Fuel Break 2026 Disk -Four Rivers Field Office

1. Introduction: The Four Rivers Field Office of the Boise District, Bureau of Land Management (BLM) is acquiring vegetation management services to create fuel breaks along existing road systems.

2. Background: The Paradigm Fuel Breaks Project is located in Elmore County, Idaho.

Terrain: Flat to rolling sagebrush and grass hills with steep yet shallow canyons traversing project.

Slope: Typical disking/mowing areas generally will consist of slopes less than 5%.

Rock: Some rock may be present.

Vegetation: This disking entry in the treatment area is occurring in preparation for planting green strip fuel breaks. The surrounding vegetation is typical of the Snake River Plain and consists of mostly annual grasses with small sections of sage/rabbit brush.

3. Purpose: The developed fuel breaks/disking would accomplish the following objectives:

Enhance firefighters and public safety by reducing the number of fires that ignite and burn near roadways.

Provide additional and improved points for fire suppression tactics.

Reduce the size of fires that burn across the project area by compartmentalizing the project area into more defensible sections.

Reduce the number of roadside fires that burn into the adjacent rangelands.

Facilitate protection of remaining intact Big Sagebrush communities, including Slickspot Peppergrass and

Greater-Sage Grouse habitat; and Specifically reduce Russian Thistle and other noxious weed re-occurrence providing for the long-term benefit of established fuel brake systems across the project area.

Further prepare and maintain fuel breaks for seasonal treatment success.

4. Scope of Work:

FY26 Paradigm Fall Disking: Consists of 188 acres.

An approximate production rate to accomplish work in the allotted performance period is roughly 16 acres per workday. Surface rock and uneven terrain may reduce tractor speeds. Mechanical problems, flat tires, and routine periodic inspection of equipment may reduce the daily production rate. Final product needs to be bare mineral soil with no vegetation which may require more than one (1) pass with the disk.

5. Government furnished Property and Service. The BLM will supply paper maps depicting project area and provide a GIS shape file or geo-spatially referenced PDF map of the areas to be disked so the Contractor will have the boundaries (outside perimeter, avoidance areas. etc.) necessary for the work executed under the contract.

6. Location: Work under contract is located in south central Elmore County, State of Idaho, as shown on location map. Project is located between Boise and Glenns Ferry, Idaho, on existing road systems North of Interstate 84 extending to the Boise Front foothills. Project is on lands administered by the Bureau of Land Management, Boise District, Bureau of Reclamation, and the State of Idaho. The BLM has a Memorandum of Understanding (MOU) with the State of Idaho and BOR to implement this treatment.

7. Project Boundary Marker: The start and stop points of the disk areas will be flagged. It is up to the contractor to know how many passes to make to accomplish fuel break width based on how wide their equipment is.

8. Vehicle Access and Use: Project site is accessible in dry conditions with two-wheel drive, high clearance vehicle.

In wet conditions four-wheel drive high clearance vehicle may be needed. Public or private access roads damaged by the contractor, such as deep ruts shall be restored, at the contractors’ expense, to the same condition they were at the commencement of work.

If roads or any type of access become impassable or subject to damage, because of adverse weather conditions or other natural and/ or social reasons, the COR will relay information to the Contractor, and a Stop Work Order may be implemented by the CO until other access can be obtained.

Undercarriages of all vehicles will be cleaned before entering the treatment areas to avoid spreading noxious weeds. It is highly advised to thoroughly clean all vehicles upon completion of the project as there are known occurrences of invasive weeds such as medusa head and cheat grass. Thoroughly blowing equipment prior to moving to a new area of the treatments is highly recommended.

9. Notification of Cessation or Restart of Work: The Contractor will notify the Contracting Officer's Representative

(COR) at least 3 days before they plan to start operations. Contractor will also notify the COR whenever he intends to cease operations for one or more days and will notify the COR at that time when they plan to resume operations.

10. Personnel/Equipment Requirements: The Contractor must always maintain an adequate workforce to ensure timely completion of the work and is responsible for the crew knowing the requirements of the contract. The crew is also responsible for maintaining a safe working environment following OSHA standards.

The Contractor will furnish all tools, labor, supervision, equipment, materials, supplies, transportation, training and incidentals necessary to accomplish the task in accordance with the specifications provided within the designated performance time. The Contractor shall service and maintain such equipment as necessary to maintain satisfactory progress on the work.

Tractors: The Contractor shall furnish the necessary tractors with adequate drawbar horsepower, traction, and weight to accomplish the disking requirements within the time limits specified by the government. The tractors shall be of the following type: Four-wheel drive, RUBBER TIRE tractor with a MINIMUM HORSEPOWER OF 90 rated at power take-off unit. Rollover protection structures are required on equipment regardless of age, as defined in CFR1920-1000-1002. Operators skilled in the operation of the furnished tractor(s) shall also be supplied by the Contractor. Tractor(s) shall be furnished and maintained in good mechanical conditions throughout the term of the contract. The Contractor shall furnish all required fuel, oil, and lubricants for operation of all contractors furnished equipment (tractors, disks, transports).

Disk: The Contractor shall provide a heavy-duty pull type disk of sufficient size to complete the work; avoid using moldboard or bottom plows. Use of a “Towner®” or “disked” rangeland plow is recommended. Disk is required to have hydraulic capabilities that allow it to be raised and lowered for instances where roads and highways must be crossed. The equipment shall create evenly spaced, straight, regular, and complete coverage of all areas to be disked. The disk must be capable of traversing terrain and disking at least 6-8 inches beneath the soil. A minimum 30-inch disk diameter is recommended.

Motor Vehicles, Trailers, Low boys: The Contractor shall furnish motor vehicles for hauling equipment and personnel to the worksite. The Contractor shall not load tractor(s) or disk on public highways unless authorized by the Contracting Officer.

Mobilization: Includes all preparatory work and operations, including those necessary for the movement of personnel, equipment, flaggers and/or employee to move traffic signs, supplies and incidentals to the project site; and for other work and operations which must be performed, or cost incurred prior to beginning work on the various items on the project site. All costs associated with mobilization will be incorporated into the cost per acre to be mowed.

11. Contractors Representative: One (English Speaking) Contractor Representative (foreman) must be designated by the Contractor. A Contractor Representative must be on-site always directing work. This person must be fluent in English and will also serve as an on the ground contact person for the COR/PI. Failure to maintain a Contractor Representative will result in suspension of work until an acceptable on-the-ground Contractor Representative is provided. A maximum of five (5) days will be allowed to produce a qualified Contractor Representative. Failure to do so within five days may result in the Contracting Officer (CO) issuing a Suspend Work Order. CO and COR must be informed of any changes of Contractor Representative.

12. Detailed Unit Information: Access to the portions of the unit may require crossing private land. Access to the site will be secured by the BLM if necessary.

The project boundary extends between Blacks Creek Rd. to the North, Glenns Ferry to the South, I-84 and the railroad tracks to the West, and the foothills of the Boise Front Mountains to the East. Treatments are along existing roads including Mayfield Rd., Canyon Creek Rd., Teapot Rd., Ross Rd., Walker Rd., Alkali Rd., Bennett Mtn Rd., and various two track roads along the steel transmission power lines.

13. Camping: The location of any work camps established by the contractor must be approved in advance by the

Contracting Officer. Contractor shall maintain the camp in a sanitary, orderly manner, and upon vacating the camp, remove refuse and any other signs of occupancy of the site before final payment is made. In the equipment maintenance area, special precautions shall be taken to contain spilled fuel, lubricants, and wash water. All fire regulations and restrictions shall be followed.

14. Specifications for Treatment

FY26 Paradigm Fall Disking – 188 acres – Percent cover of vegetated material to be treated is estimated to be between 31 and 60 percent total cover. Slope is under 30 percent

(a) Disking shall be performed in a linear fashion along the existing 200-foot fuel break. Disking may include some mosaic areas of non-disked areas due to rock out crops, terrain, or cut banks.

(b) Disking shall be performed on both sides of the roadway. Disking only one side of a road may occur where privately owned land is adjacent to the opposite side of the disk line.

(c) Surface Conditions: Equipment shall not be operated when the soil is wet, and the equipment wheels cause a three inch or greater rut. If such conditions are encountered, the Contractor shall stop work and notify the Contracting Officer Representative.

(d) Depth of disking: The disk must be capable of a depth of at least 6-8 inches beneath the soil, creating a “clean” disk line to bare mineral soil. All vegetation shall be removed. More than one pass with the disk may be required to create a “clean” disk line.

(e) Work Hours: Disking operations shall be permitted during daylight hours unless additional working hours are authorized by the Contracting Officer.

15. Special Provisions:

Fencelines: In cases where the contractor alters range improvements (fence lines or gates) for equipment access to treatment areas, the contractor will repair range improvements back to the condition it was prior to being altered. Timely repair is expected within three days of equipment no longer needing access through the pasture and no longer that a week (7 days) following equipment moving on to the next treatment area/pasture. If contractor equipment causes damage to range improvements during operations, the contractor will be required to repair or replace damaged range improvements at their own cost. If livestock are present adjacent to an area where the contractor must gain access it is expected that the fence or gate will be immediately fixed to a level that will prevent escape of livestock.

Fire Prevention/Suppression: Contractor shall ensure all equipment, diesel and/or gas engines, are equipped with an approved spark arrester. Spark arresters shall meet the requirements of the U.S. Forest Service Spark Arrester Guide, dated May 1985. Have one shovel and a minimum of one 10-pound ABC fire extinguisher for each tractor. Shovel and fire extinguisher must be accessible to operator. If Red Flag Warning is issued or fire danger permits, the CO/COR may inform the contractor, and a Stop Work Order may be necessary but will not count against the contractor’s performance period.

The contractor shall:

(a) Comply with all applicable State and Federal laws and regulations pertaining to water quality in connection with any operations under this contract.

(b) Take every reasonable precaution not to pollute or obstruct any stream (including dry streams), lake or reservoir on or near the project area in connection with any operations under this contract. If contractor’s operations cause pollution or obstruction of any stream, lake or reservoir on or near the designated mowing area, contractor shall notify the authorized officer immediately and will correct the condition to the satisfaction of the BLM.

The Contractor, their employees and equipment operators are required to protect evidence of the Public Land Survey System (PLSS) and related Federal property boundaries in accordance with federal law (18 U.S.C. § 1858).

Boundary evidence includes, but is not limited to, General Land Office and Bureau of Land Management Cadastral survey corners, artificial and natural boundary monuments, witness corners, reference monuments, benchmarks, bearing trees and witness stones. Prior to commencing any ground disturbing activities, evidence of the PLSS and other survey corner monuments will be marked for protection. In the event of disturbance or destruction of Federal boundary evidence, the responsible party shall immediately report the incident, in writing, to the authorized official, and actual cost for rehabilitation or reestablishment will be deducted from payment due to the Contractor or responsible party.

16. Protection of Improvements: The Contracting Officer Representative may recommend to the Contracting Officer a cessation of work if vehicles are operated on roads within the work area when ground or weather conditions cause or lead to loss of traction or rutting. Such conditions usually develop where frozen ground is thawing, when snow is melting, and during or immediately following rainstorms. Ground disturbance will be reduced by tracking over an area one time and then avoiding sharp tight turns that cause the soil and vegetation to be turned up. Any soil and ground disturbance caused by equipment during and after operations will be rehabilitated.

INSPECTION, ACCEPTANCE, AND MEETINGS

Pre-work Conference:

1. A pre-work conference will be held prior to the issuance of the Notice to Proceed. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, specifications, payment, and administrative provisions of the Contract.

2. The Contractor and the persons responsible for coordination for the work (Crew Representative/Foreman) shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project and provide a schedule to meet the time frames of the project.

Progress Inspections/Meetings:

1. The Government COR and/or PI will make periodic visual inspections. Inspection will consist of documentation of the treated areas. Documentation will be based upon compliance with the specifications listed above (Item #14).

2. The Contractor shall require his or her Crew Representative to be present during the inspections. COR and/or PI will discuss all deviations from specifications with Crew Representative as soon as possible when deviations from specifications are found.

3. The Contractor shall correct any deficiencies noted and the project will be re-inspected by the COR.

Final Inspection/Acceptance:

Acceptance: Acceptance will be based upon 95% compliance with the specifications listed above. Inspection will consist of a minimum of one (1) spot check per mile treated with a tape measure from the side of the road.

Measurement and Payment: Measurement for payment for disking will be the number of acres satisfactorily completed in accordance with these specifications. Payment will be made at the unit price per acre specified in the Bid Schedule and shall include cost of all work described in these specifications. All measurements will be based on horizontal distances. Altered range improvements will be inspected by the COR. Final payment will not be recommended by the COR until altered range improvements are returned to their original state.

SITE VISIT

Prospective bidders are urged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site prior to start of contract constitute grounds for a claim after contract award.

An organized site visit will occur on Tuesday, June 2, 2026. Participants will meet at 9:30 am at the Interstate-84 Exit 71, Boise Stage Stop on the North side of the parking lot.

1452.201-70 AUTHORITIES AND DELEGATIONS SEP 2011

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction

(written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph

(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the

COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting

Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers:

Basis for Award (Comparative Evaluation)

1. General:

The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote is most advantageous to the Government, price and evaluation factors identified below. This acquisition is being conducted under the Acquisition of Commercial

Products and Commercial Services of FAR Part 12.

2. Evaluation Process:

In accordance with FAR 12.203(c)(2) (FAR Overhaul - Part 12 | Acquisition.GOV) the Government will perform a comparative evaluation of quotes. A comparative evaluation is defined as the act of comparing one quote to another in a side-by-side fashion.

No Formal Scoring: The Government will not use formal evaluation plans, precise weighting, or adjectival scoring (e.g., "Excellent" or "Blue").

Direct Comparison: IAW FAR 12.203(b), Quotes will be compared against one another to determine which provides the best value. The Government will use their professional business judgment to determine if a quote’s technical superiority or more favorable terms

(e.g., faster delivery, longer warranty) justifies a higher price. However, the Government may first perform a price analysis. If the lowest-priced quote provides the best value, the

Government may award that quoter without further comparison to other quotes.

3. Evaluation Factors:

The following factors will be used to evaluate quotes:

Technical Capability: Ability to meet the specifications in the Statement of Work.

(narrative response of no longer than 5 pages).

(A) Technical approach narrative must demonstrate the offeror’s understanding of the project requirements, the scope of work, and the contract documents. Identify and address the specific needs and unique requirements for the scope, location, and schedule of this project.

(B) Demonstrate understanding of how to organize, staff, and manage the contract, as well as the means and methods that will be used to accomplish the contract requirements.

(C) Demonstrate an understanding of project requirements for safety, sustainability, energy efficiency and risk management.

(D) Provide a schedule to show how work described in the SOW will be completed within the

Period of Performance.

Relevant Experience: Provide a list of at least two (2) jobs completed or ongoing, in the past five (5) years in which you acted as a Prime Contractor or Sub-Contractor responsible for providing similar/services. Each job description must contain the following information:

o The name of job, the job start and end dates, o A brief description of services provided and the location/size of the job o The owner of job o The owner’s Contact information o The total dollar value of the job

Price: Total evaluated price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $5.55 per hour, up to 40 hours per week, or $222.00 per week or $962.00 per month

HEALTH & WELFARE EO 13706: $5.09 per hour, up to 40 hours per week, or $203.60 per week, or $882.27 per month*

*This rate is to be used only when compensating employees for performance on an SCA-covered contract also covered by EO 13706, Establishing Paid Sick Leave for Federal Contractors. A contractor may not receive credit toward its SCA obligations for any paid sick leave provided pursuant to EO 13706.

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor, 3 weeks after 5 years, and 4 weeks after 15 years. Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. (Reg. 29 CFR 4.173)

HOLIDAYS: A minimum of eleven paid holidays per year: New Year's Day, Martin Luther King Jr.'s Birthday, Washington's Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4.174)

** UNIFORM ALLOWANCE **

If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:

The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However, in those instances where the uniforms furnished are made of """"wash and wear"""" materials, may be routinely washed and dried with other personal garments, and do not require any special treatment such as dry cleaning, daily washing, or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract, by the contractor, by law, or by the nature of the work, there is no requirement that employees be reimbursed for uniform maintenance costs.

** SERVICE CONTRACT ACT DIRECTORY OF OCCUPATIONS **

** REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE

Standard Form 1444 (SF-1444) **

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification, wage rate, and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract, a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).

2) After contract award, the contractor prepares a written report listing in order the proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the Wage and Hour Division, U.S. Department of Labor, for review (See 29 CFR 4.6(b)(2)(ii)).

4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to process the request.

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF-1444 or bond paper.

When preparing a conformance request, the """"Service Contract Act Directory of Occupations"""" (the Directory) should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember, it is not the job title, but the required tasks that determine whether a class is included in an established wage determination.

Conformances may not be used to artificially split, combine, or subdivide classifications listed in the wage determination.
