FY26 Paradigm Disking - Amendment 0002
The purpose of this amendment is to change the evaluation process outlined in 52.212-2.
52.212-2 Evaluation Factors are as follows:
Lowest Price Technically Acceptable
1. Past Performance
The offeror shall provide recent and relevant contracts for the same or similar work, including contract numbers, points of contact, telephone numbers, and other relevant information. The Government may evaluate past performance information obtained from the offeror, CPARS, and other sources available to the Government. Offerors with Marginal or
Unsatisfactory CPARS ratings shall provide an explanation of the issues encountered and corrective actions taken. The Government will consider the relevancy, severity, and recency of the issues, as well as the effectiveness of corrective actions, in determining whether the offeror¿s past performance is acceptable or represents unacceptable performance risk.
2. Technical Proposal
The quote shall include a description of the contractor¿s technical approach, anticipated schedule, staffing plan and crew size, supervision, personnel, and equipment proposed to complete the project. The contractor shall demonstrate that the proposed staffing and crew size are sufficient to complete the work within the required timeframe and shall identify the project manager and/or crew foremen responsible for on-site supervision and coordination with the COR/PI regarding technical aspects of the work. The quote shall also describe the qualifications and relevant experience of the contractor, project manager, and key personnel necessary to successfully perform the tasks identified in the Performance Work Statement
(PWS), and identify the equipment to be used, demonstrating that it is suitable for the work and maintained in good mechanical condition to minimize delays and support timely completion
