About this file
This is a Request for Quotation (RFQ) solicitation for blood bank sample services issued by the National Institute of Standards and Technology (NIST) under solicitation number 1333ND26QNB640414. NIST's Biomolecular Measurement Division seeks GMP (Good Manufacturing Practice) Leukopaks and Fresh Whole Blood samples from healthy donors, along with viral testing reports and an informed consent template. The procurement includes a base period with a requirement for up to 500 lots of samples and one option period with the same quantity. This is a 100% small business set-aside acquisition under NAICS code 621511 with a $41.5 million small business size standard. All quotations must be firm-fixed-price, include shipping costs (FOB Destination), and remain valid for 90 days from the submission date. Electronic quotations are due by 11:00 AM Eastern Time on August 28, 2026, submitted via email to the Contract Specialist (rene.edwards@nist.gov) and Contracting Officer (robert.singman@nist.gov).
NIST will evaluate quotations based on four factors in descending order of importance: Technical Capability (including demonstrated ability to collect, screen, and deliver samples within 72 hours and verification of informed consent protocols meeting NIST requirements for forensic data sharing), Experience (organizational experience providing high-quality human biological specimens to federal, academic, or forensic research institutions with demonstrated cold-chain integrity and donor data management), Past Performance (quality of product, timeliness of delivery, and business relations), and Price (reasonableness relative to requirements). Offerors with established cGMP processes or "GMP-like" quality management systems will be rated more favorably. The Government intends to make a single award without discussions based on initial quotations and reserves the right to make no award. All quoters must maintain active registration in the System for Award Management (SAM.gov) at submission and through final payment. Questions regarding the solicitation must be submitted in writing within three calendar days of the RFQ issuance date.

The non-price factors, when combined, are significantly more important than price. However, price remains a significant factor and will increase in importance if technical ratings become more equal.

An offers failure to quote all of the part numbers listed above may be considered indicative of the offerors lack of understanding of the Government’s requirements and may result in the offer being determined unacceptable.
The Government does not intend to enter discussion and may award a task order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror’s best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.

· Demonstrated ability to collect, screen, and deliver samples within the 72-hour window.
· Verification that informed consent protocols meet NIST requirements for forensic data sharing and SRM redistribution.
· Additional Consideration: Offerors that demonstrate established current Good Manufacturing Practice (cGMP) processes or "GMP-like" quality management systems for the collection and handling of human biological specimens will be rated more favorably.

The evaluation will focus on the depth and breadth of experience in maintaining cold-chain integrity and donor data management.
Factor 3: Past Performance
The Government will evaluate the offeror’s record of performing similar services/providing similar products. NIST will assess the quality of product, timeliness of delivery, and business relations. The Government may use information obtained from the offeror's quote, CPARS, or other sources. Offerors without a record of relevant past performance will receive a "Neutral" rating.
Factor4 Price: The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.
