About this file

This is a Revised Solicitation for Blood Bank Sample Services issued by the National Institute of Standards and Technology (NIST), Biomolecular Measurement Division (BMD) under solicitation number 1333ND26QNB640414. Amendment 0001 updates the CLIN structure, revises the Not-to-Exceed (NTE) unit quantity from 500 to 250, updates the Statement of Work, provides responses to industry questions, and extends the due date for offers.

NIST's Biomolecular Measurement Division seeks to procure blood bank sample services to support its mission of providing measurement science, reference materials, reference data, and technologies that advance biotechnology, DNA forensics, biomedical and bioscience research, and healthcare. The essential biological starting materials supplied through this contract will be used for forensic DNA testing, Standard Reference Material (SRM) production, inter-laboratory studies, and publication of allele frequencies. The revised solicitation reflects adjustments to contract line item structure and reduced quantities to better align with NIST's current requirements.

If the Quoter uses a different format (font size, margin, etc.), the government reserves the right to adjust the proposal to fit the parameters of the format as stated in the RFQ, and if this results in the proposal exceeding the page limitations in any one area, the government will not consider those excess pages.

(X) 52.212-2 EVALUATION CRITERIA

The Government intends to award a single firm-fixed price purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with RFO Part 12. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.

The non-price factors, when combined, are significantly more important than price. However, price remains a significant factor and will increase in importance if technical ratings become more equal.

The Government does not intend to enter discussion and may award a task order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror’s best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.

The Government will evaluate the offeror’s technical approach to fulfilling the requirements in the Statement of Work (SOW). This includes:

· Demonstrated ability to collect, screen, and deliver samples within the 72-hour window.

· Verification that informed consent protocols meet NIST requirements for forensic data sharing and SRM redistribution.

· Additional Consideration: Offerors that demonstrate established current Good Manufacturing Practice (cGMP) processes or "GMP-like" quality management systems for the collection and handling of human biological specimens will be rated more favorably.

Factor 2: Experience

The evaluation will focus on the depth and breadth of experience in maintaining cold-chain integrity and donor data management.

Factor 3: Past Performance

The Government will evaluate the offeror’s record of performing similar services/providing similar products. NIST will assess the quality of product, timeliness of delivery, and business relations. The Government may use information obtained from the offeror's quote, CPARS, or other sources. Offerors without a record of relevant past performance will receive a "Neutral" rating.

Factor4 Price: The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.
