Services must be performed during normal business hours (6:00 AM to 6:30 PM, Monday through Friday, excluding federal holidays) and comply with OSHA 29 CFR 1910 and 1926, manufacturer recommendations, and federal and state codes.

Key deliverables include a Maintenance Procedures List (due four weeks before the first service visit), Maintenance Reports (due within five business days of each visit), a Safety Plan (due two weeks after award), a Quality Control Plan (due two weeks after award), and a Certificate of Insurance (due five business days after award). All technicians must have at least two years of experience servicing similar sensors or transmitters and must be OEM manufacturer technicians or demonstrate equivalent experience. The solicitation is designated for Women-Owned Small Business (WOSB) eligible entities under the Women-Owned procurement program. Proposals are due by 10:00 AM Eastern Time on Wednesday, September 9, 2026, submitted electronically to Contracting Officer Helen Wesley at helen.wesley@nist.gov. Questions must be submitted by 10:00 AM Eastern Time on Thursday, August 27, 2026. Contractor personnel requiring unescorted access to NIST require Personal Identity Verification (PIV) badges, with background checks potentially taking up to 120 days. The Government will implement a Quality Assurance Surveillance Plan (QASP) to monitor contractor performance, and invoicing shall follow completion of work for each semi-annual service period with draft invoices submitted to the Contracting Officer's Representative for review.

1.0. Background

The Center Utility Plant (CUP) or Steam and Chilled Water Generation Plant (S&CWGP) is a 24/7 operation that delivers steam, chilled water and compressed air to the National Institute of Standard and Technology (NIST) at the Gaithersburg, Maryland Campus. The building 302 CUP was originally built in 1964 and is a total of approximately 163,765 gross square feet. There are six (6) steam boilers, one (1) Combined Heat and Power (CHP) turbine system in the building 302 Boiler steam plant, and seven (7) water-cooled centrifugal 134a chillers in the building 302 Chiller plant.

Around September 2024, a new refrigerant monitoring alarm system (sensors, transmitters and gas control monitoring panel) was installed in the chiller plant to comply with ASHRAE 15-2016 (Safety Standard for Refrigeration Systems). A separate monitoring system was installed during the same period of time in the Boiler plant and the Secondary Pump room, where systems did not previously exist. The Boiler plant installation included Carbon Monoxide (CO), Natural Gas (Combustible), and Oxygen depletion sensors and transmitters, and a gas control (monitoring) panel. An oxygen depletion sensor and transmitter was also installed in the secondary pump room lower level, and connected to the Boiler plant gas control (monitoring) panel.

2.0. Place of Performance

All services take place at the National Institute of Standards and Technology (NIST) main campus at the CUP facility, located at 100 Bureau Drive, Gaithersburg, Maryland.

3.0. Period of Performance

The period of performance for this requirement is base year with up to four (4) one year option periods.

• Base Year - Performance Period October 1, 2026, thru September 30, 2027

• Option Year 1 - Performance Period October 1, 2027, thru September 30, 2028

• Option Year 2 - Performance Period October 1, 2028, thru September 30, 2029

• Option Year 3 - Performance Period October 1, 2029, thru September 30, 2030

• Option Year 4 - Performance Period October 1, 2030, thru September 30, 2031

4.0. Scope of Work

The contractor shall provide all labor, materials, supplies (including certified calibration gas bottles), transportation, insurance and equipment (including a 30-foot manlift) to service and calibrate the NIST building 302 three (3) Carbon Monoxide (CO), four (4) Natural Gas (Combustible), three (3) Oxygen depletion, and thirty (30) 134a Refrigerant sensors and transmitters, and service two (2) Gas Control (Monitoring) panels.

Please reference Attachments 1 through 5 for drawings and manuals that provide the type and approximate location of all the sensors and transmitters, as well as service and calibration information.

All the sensors and transmitters appear to be manufactured by Honeywell. The Carbon Monoxide (CO) sensor cartridge part numbers are Honeywell XNXXSC1SS, and the transmitters are Honeywell XNX- UTSE. The Combustible Gas sensors are Honeywell MPD – UTCB1, and the transmitters are Honeywell XNX-UTSV. The Oxygen Depletion sensor cartridge part numbers are Honeywell XNXXS01SS, and the

Performance Work Statement Gas Detection Maintenance transmitters are Honeywell XNX-UTSE. The Refrigerant sensors are Honeywell Manning AirScan iR-F9- R134a-0, and the transmitters are Honeywell XNX-UTSI.

All services shall be performed by OEM manufacturer technicians or technicians that can demonstrate experience servicing equipment similar to the specified NIST Honeywell sensors and transmitters here in.

The three (3) oxygen depletion sensors and transmitters (in the Boiler Plant and the Secondary Pump room lower level) and the 14 refrigerant units (in the Chiller Plant) are in non-permit required confined space areas. Although not identified as a permit-required confined space areas, the Government recommends the contractor to wear a portable oxygen sensor, while calibrating the Oxygen Depletion sensor #1 (O2 #1) and transmitter located in the fuel oil pump pit.

The four (4) combustible sensors and transmitters are near the ceiling of the Boiler plant, and one (1) will require a 30-foot manlift, so that the contractor can access the unit.

Repairs that go beyond minor adjustments or cannot be fixed immediately while the technician(s) are onsite, will be classified as "Corrective Maintenance." This includes labor and materials to replace failed sensors, transmitters, or related devices, or additional service calls requested by the NIST COR. These “Corrective Maintenance” type items will be funded through a separate, dedicated drawdown Contract Line-Item Number (CLIN), with amounts determined by the Government at the time of award and for each option year.

Once the contract is awarded and the Notice to Proceed (NTP) has been issued by the Contracting Officer (CO), the primary point of contact shall be the NIST Contracting Officer’s Representative (COR).

4.1. Service Schedule

The Contractor shall perform all services and calibrations in accordance with the manufacturer’s recommendations and shall be performed semi-annually (twice each performance period).

The Contractor shall perform the replacement of all EC type sensors for each applicable unit (such as CO and O2) within the Base Period, Option Period 2 and Option Period 4. This represents a 24-month period between replacements.

The Contractor shall perform the replacement of the LEL sensors within the Base Period, Option Period 2 and Option Period 4. This represents a 24-month period between replacements.

The Contractor shall provide five (5) Manning Airscan IR-F9 units for the Government to keep in stock as spare parts. The Contractor shall be responsible for swapping out Airscan units if deemed necessary to maintain calibration. The Government shall be responsible for maintaining the spare part stock once provided.

Normal hours of operation for this contract shall be between 6:00 AM and 6:30 PM, Monday through Friday, unless otherwise agreed to.

4.2. Federal Holidays

The following are the present national holidays observed and recognized by the Federal Government in accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97. This list may increase or

decrease at the discretion of the President of the United States. These dates and any added by the President shall be scheduled off, unless approved in advance by the NIST COR:

5.0. General Responsibilities and Requirements

All work shall be performed in accordance with the contract documents, manufacturer’s recommendations, Federal and State of Maryland codes, and industry standards.

The Contractor shall

• Notify the COR of all proposed maintenance dates at least five (5) business days in advance, to allow required notification to staff and site registration.

• Check in with the COR when arriving and leaving site. All maintenance services shall be performed during normal site hours of 6:30 AM to 6:30 PM Eastern Time, Monday through Friday, excluding Federal holidays and NIST campus closures.

• Provide replacement parts as specified within this scope and incorporated attachments.

Substitutions are not permitted unless previously approved by the COR in writing. If the contractor determines that incorrect materials, etc. have been specified or previously installed, the contractor shall notify the COR of the issue and identify what may be installed to correct the event. Correction shall not proceed until approved by the COR.

• Be responsible for the safety of all NIST employees, guests and visitors within the immediate work site while performing contracted work, including slipping and tripping hazards. The Contractor shall adequately secure the immediate work site to prevent unauthorized individuals from entering or accessing the work site. If the Contractor finds unsuitable conditions due to the actions of the Government or any other party, the contractor shall notify the COR for guidance and possible remedial actions by the Government.

• Be responsible for the removal and disposal of any trash or other debris produced in the performance of these services.

The “Guidelines for Contractors and A/E Firms Performing Site Investigations and Field Work at NIST” document (Attachment 5) incorporated herein may include guidance that varies from the requirements

of this Scope of Work. If there are any contradictions, please request clarification from the COR or the strictest version will be adhered to as part of this contract.

The words the “Government” and “National Institutes of Standards and Technology (NIST)” may be used interchangeably throughout this Scope.

5.1. Certificate of Insurance

The Contractor shall provide and maintain a Certificate of Insurance during the performance of this contract.

6.0. Specific Requirements (Tasks)

6.1. Task 01 (CLIN X001)

Calibrate and service Boiler Plant three (3) Carbon Monoxide (CO), four (4) Natural Gas (Combustible), two (2) Oxygen depletion sensors and transmitters, and service the Gas Control (Monitoring) panel.

6.1.1. Review the Honeywell XNX Universal Transmitter manual and develop maintenance and calibration procedures for all the Boiler Plant sensors and transmitters. Reference Attachment 2.

6.1.1.1. The developed maintenance procedures list (Reference Section 8.1.) shall be submitted to the COR for review and acceptance (Reference Section 12.0.).

6.1.1.2. The Contractor shall record and report initial and final conditions of all Boiler Plant sensors and transmitters in the maintenance report(s) (Reference Section 8.2.).

6.1.2. Review the RC System ViewSmart 6400 manual and develop activities to service the gas control (monitoring) panel for the Boiler Plant. Reference Attachment 4.

6.1.2.1. The developed maintenance procedures list (Reference Section 8.1.) shall be submitted to the COR for review and acceptance. (Reference Section 12.0.).

6.1.2.2. The Contractor shall check the Gas Control (Monitoring) panel for the Boiler Plant, and work to clear the alarms found on the unit.

6.1.2.3. The Contractor shall generate a report that denotes all initial conditions and alarms found, and final conditions, including any alarms that may remain following service. This shall be included in the maintenance report(s). (Reference Section 8.2.).

6.2. Task 02 (CLIN X001)

Calibrate and service Chiller Plant thirty (30) 134a Refrigerant sensors and transmitters, the one (1) Oxygen depletion system, and service the Gas Control (Monitoring) panel.

6.2.1. Review the Honeywell XNX Universal Transmitter manual and develop maintenance and calibration procedures for all the Chiller Plant sensors and transmitters. Reference Attachment 2.

6.2.1.1. The developed maintenance procedures list (Reference Section 8.1.) shall be submitted to the COR for review and acceptance (Reference Section 12.0.).

6.2.1.2. The Contractor shall record and report initial and final conditions of all Chiller Plant related sensors and transmitters in the maintenance report(s) (Reference Section 8.2.).

6.2.2. Review the RC System ViewSmart 6400 manual and develop activities for the service of the gas control (monitoring) panel for the Chiller Plant. Reference Attachment 4.

6.2.2.1. The developed maintenance procedures list (Reference Section 8.1.) shall be submitted to the COR for review and acceptance (Reference Section 12.0.).

6.2.2.2. The Contractor shall check the Gas Control (Monitoring) panel for the Chiller Plant, and work to clear the alarms found on the unit.

6.2.2.3. The Contractor shall generate a report that denotes all initial conditions and alarms found, and final conditions, including any alarms that may remain following service. This shall be included in the maintenance report(s) (Reference Section 8.2.).

6.3. Task 03 (CLIN X002) Corrective Maintenance

Repairs identified from Task 01 and Task 02 shall be referred to as “Corrective Maintenance.”

The Contractor shall submit a detailed quote/estimate for the proposed repairs to be performed, to the COR for review and approval. The quote/estimate shall include all costs including labor and materials necessary for completion of the repairs.

All Corrective Maintenance shall be approved by the Contracting Officer’s Representative (COR) prior to any performance or repair. Performance prior to approval may put the Contractor at risk of non-payment.

7.0. Staffing

The Contractor shall provide qualified staff in the performance of these services, inclusive of a Service Technician(s) who will be responsible for all field related services referenced within this Scope of work.

The Service Technician(s) shall have at least two (2) years of experience servicing similar sensors or transmitters or meters.

Contractor personnel shall be capable of accessing and utilizing all specified equipment in performance of the required services on the lower (below grade) levels and near the ceiling, inclusive of any manlifts and non-permit required confined space areas, without assistance from the Government personnel.

Any permit-required confined space areas will be identified, and performance will be coordinated with the COR, as deemed necessary.

7.1. Removal of Personnel

The Government reserves the right to direct the Contractor to remove any employee or subcontractor from the work site for conduct determined to be detrimental. The COR or CO may require that the Contractor remove, from the NIST Campus, any employee or subcontractor that endangers persons, property, environment; violates EEO or federal workplace policies; creates a hostile work environment;

or is derelict in performing their duties.

8.0. Reporting

8.1. Maintenance Procedures List

The contractor shall provide for NIST review and acceptance, a maintenance procedures list (MPL) for the service and calibration activities necessary in the performance of service for the sensors, transmitters and gas control (monitoring) panels for the Boiler and Chiller Plant.

The MPL shall include a chronological checklist of service activities required for each piece of equipment. The MPL shall be organized into separate sections for each of the two planned service visits, detailing the specific equipment to be serviced during each visit.

The MPL shall be provided for NIST review within four weeks of award for the first visit. The maintenance list shall be approved by the COR prior to the contractor performing services on the equipment.

Any revisions to the MPL shall be submitted for COR review and approval.

8.2. Maintenance Report

The Contractor shall provide to the COR a full written report of all work performed, and time spent for each visit. All operating system data required to be recorded, and equipment deficiencies shall be included in this report.

This report must be submitted to the COR within 5 business days of each visit.

9.0. Safety

All work shall be performed in accordance with OSHA 29 CFR 1910 and 1926 requirements.

9.1. Safety Plan

The Contractor shall develop, implement, and maintain an approved Safety Plan during the performance of this contract, with an Activity/Job Hazard Analysis. The Safety Plan shall be tailored to this specific requirement and address performance of each task detailed herein. Any changes to the Safety Plan after approval shall be submitted to the COR for review and approval prior to implementation.

The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.

The Contractor shall update the Safety Plan as necessary throughout the life of the contract to reflect personnel or procedural changes and shall ensure all corrective actions are documented and tracked to resolution.

If any area of the Safety Plan is identified as insufficient or outdated, the COR or CO shall require the Contractor to submit a revision.

10.0 Quality

The Performance standards shall require that failure to meet response time requirements, reporting deadlines, database update timelines, or regulatory compliance obligations shall not exceed one documented deficiency per quarter without formal corrective action.

10.1. Quality Control Plan

The Contractor shall develop, implement, and maintain an approved Quality Control Plan (QCP) during the performance of this contract. The QCP shall be tailored to this specific requirement. Any changes to the QCP after approval shall be submitted to the COR for review and approval prior to implementation.

At a minimum, the QCP shall identify the Contractor’s quality control organization and lines of authority;

designate a qualified Quality Control Manager independent of production activities; describe inspection and testing procedures; outline document control and recordkeeping processes; establish procedures for identifying, documenting, and correcting deficiencies; include internal audit and performance monitoring methods; and define communication protocols with the COR.

The Contractor shall document all Quality Control inspections, their findings, and corrective actions for review by the Government as the CO’s or COR’s request.

The Contractor shall update the QCP as necessary throughout the life of the contract to reflect personnel or procedural changes and shall ensure all corrective actions are documented and tracked to resolution.

If any area of the QCP is identified as insufficient or outdated, the COR or CO shall require the Contractor to submit a revision.

10.2. Quality Assurance Program

The Government shall implement a Quality Assurance Surveillance Plan (QASP) to monitor Contractor performance under this contract. The QASP establishes the Government’s oversight framework to ensure all work performed at the NIST Campus located in Gaithersburg, MD complies with applicable federal, state, and local regulations, and all contract requirements.

The Government may conduct surveillance through a combination of document review, field observation, inspection of ongoing work activities, review of submittals and reports, verification of equipment calibration records, and validation of deliverables for technical accuracy and completeness.

Surveillance may include announced and unannounced site visits, review of emergency response performance, confirmation of response times, evaluation of training documentation, and assessment of compliance with approved work plans, safety plans, and Quality Control Plans (QCP).

The QASP is a “living document” and may be revised by NIST OFPM at any time during the period of performance to address evolving project risks, regulatory changes, or operational needs.

Implementation of the QASP does not relieve the Contractor of responsibility for quality control or compliance with all contract requirements, laws, or regulations.

11.0. Security

NIST is a federal facility, and access is controlled at all entrances to the campus. Only Government employees may grant access to non-Government employees. All non-Government employees, without “PIV” or “FAC” badges, must be registered with security prior to site access. The Contractor shall notify the COR a minimum of 72 hours prior to site access, to obtain a “paper” badge. The Contractor shall provide COR with first, middle, and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a. Green Card). If any individuals are here on a work visa, they will need to complete a NIST 1260 form and return to the COR. Please refer to the following website for additional Visitor Information: http://www.nist.gov/public_affairs/visitor/

Any changes to the security process detailed in this section due to Federal requirements, inclusive of Executive Order of the President, will be communicated to the Contractor and shall be take precedent over the language herein. If necessary, a modification will be issued.

11.1. Homeland Security Presidential Directive (HSPD)-12

The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M-19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.5. Roster

The Contractor (and/or any subcontractor) shall submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).

The roster shall be submitted to the COR and/or CO within 14 days of the effective date of this contract.

Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description and the Government will determine the appropriate suitability level.

11.2. Badging

The contractor shall submit completed badge applications for all employees (and/or subcontractor employees) who require “frequent” access to NIST for field services, and who do not already have a valid NIST badge. The Point of Contact or technician(s) associated with this project, and who require more than 10 days of access to the NIST site under this contract, will need to obtain a NIST site “PIV” badge from the NIST Emergency Services Office with unescorted access privileges. Completion of security requirements for unescorted access includes a background check (forms, fingerprints, photos, etc.). The badging process may require at least two (2) trips to the NIST campus. Once the background check is complete, the Contractor’s employees or subcontractors will need to make an appointment to receive the Personal Identity Verification (PIV) credential badge. The background check may take up to 120 days to complete. A temporary “FAC” badge may be provided for a one-year period, if more than 10 trips onsite are required in less than a year span of time. “Paper badges are available for individuals who infrequently visit the NIST site, for less than 14 trips per 365 days.

11.3. Automobile & Personnel Access

Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 6:00 am-5:00 pm. Once in possession of a valid NIST badge, workers may enter via the Main Gate or Gate “F” and proceed to the project site. Note that all automobiles are subject to a random inspection.

11.4. Trucks

All Trucks are to enter NIST via “F” Gate along Muddy Branch Road, between 6:00 am and 3:30 pm daily, and at the main gate off West Diamond Avenue between 3:30 pm and 4:30 pm. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and tractor center. Trucks arriving through Gate F will be directed to the Truck Inspection Station. At Truck inspection, trucks will be registered, inspected, and the drivers will be granted access. Any truck which exits the installation will have to be re-inspected upon re-entry. A vehicle dashboard placard will be placed within the truck. Placards change daily.

NIST Truck Inspection Stations hours are:

6:00am -3:30pm at Gate F

12.0. Deliverables

The Contractor shall provide all deliverables in accordance with the overall project requirements. The Safety Plan, Quality Control Plan, and Certificate of Insurance shall be submitted within the dates listed below and approved by the COR prior to issuance of the Notice to Proceed.

Any changes to the deliverables shall be submitted to the COR for review and approval prior to acceptance or implementation of any revisions.

13.0. Invoicing

Prior to the submission of any invoices, a draft (pencil) copy shall be submitted to the COR for review.

The Contractor shall invoice following the completion of work per each semi-annual service and calibration. Invoices shall be accurate, up-to-date, free of duplications, and include the information listed under NIST Local Clause Billing Instructions in this contract.

2. Solicitation Questions Questions shall be submitted via email and are due at 10AM ET on Thursday, August 27, 2026. The government will review all offeror questions and comments; however, the government will only publish answers when it is determined the answer will have a material effect on the offeror’s understanding of the solicitation and/or approach to developing the offer.

3. Solicitation Response Proposals are due at 10AM ET on Wednesday, September 9, 2026. Proposals shall be submitted electronically via email to the Contracting Officer, Helen Wesley at helen.wesley@nist.gov.

4. Payment of Postage and Fees All postage and fees related to submitting information, including forms, reports, etc., to the Contracting Officer or the Contracting Officer's Representative shall be paid by the contractor.

5. Marking All information submitted to the Contracting Officer or the Contracting Officer's Representative shall clearly indicate the Contract Number of the contract for which the information is being submitted.

6. Ordinances, Taxes, Permits, and Licenses Without additional expense to the Government, the Contractor shall fully comply with all Local, City, State, and Federal laws, regulations, and ordinances. The Contractor will also be liable for all applicable Federal, State, and Local taxes and shall obtain and pay for all permits and licenses governing performance under the Contract.

7. Discrepancy in the Specifications In any case of discrepancy in the specifications, the matter shall be immediately submitted to the CO. The decision of the CO as to the proper interpretation of the specifications shall be final in accordance with the Disputes Clause of this Contract.

8. Compliance with Federal, State, and Local Codes The Contractor shall comply with all applicable Federal, State and Local laws, regulations and codes. The Contractor is responsible for determining which requirements are applicable and complying appropriately; the Contractor may ask advice of the CO or their designee in this regard. The Contractor shall ask the advice of the CO or their designee when such issues arise.
