About this file

This is a Request for Proposal (RFP) for toilet cleaning services at the Cle Elum Ranger District of the Okanogan-Wenatchee National Forest in Washington. The contract is a firm-fixed price requirements contract with one base year (05/01/2026–04/30/2027) and four optional one-year periods, for a potential five-year duration. Actual cleaning services will occur from 05/20 through 09/11 of each year. The contractor must provide all labor, equipment, supplies, permits, transportation, and licenses necessary to clean 20 toilet facilities across four geographic areas: Interstate-90 (2 sites), Cle Elum Valley (8 sites), Teanaway Valley (5 sites), and Manastash/Taneum area (5 sites). Services include interior and exterior cleaning of vault toilets, walls, floors, and doors; removal of graffiti and pests; maintenance of toilet paper dispensers (with specific roll quantities per location); and trash container management. The contractor must use a minimum 120-gallon water tank and 50 feet of hose, ensure toilets are cleaned by 2 PM on scheduled days, and notify the Contracting Officer's Representative within 24 hours of any damage or maintenance issues. Speelyi Beach requires three cleanings per week; other sites receive weekly or twice-weekly service. The contract is 100% set-aside for small business and is a rated order under the Defense Priorities and Allocations System.

Offers are due by March 25, 2026, at 2:00 PM PDST and must be submitted electronically to jorge.somoza@usda.gov. The solicitation number is 1240BD26Q0024. One award will be made to the offeror providing the best value based on three evaluation factors: technical capability, price, and past performance. Offerors must have an active registration in the System for Award Management (SAM) and submit a complete quotation package including the SF-1449 form, completed Schedule of Items with unit and total prices for all base year and option year items, 1–2 pages of company experience with janitorial services, relevant past performance information for the last four contracts (contract number, period of performance, final amount, scope, and owner contact information), and key personnel details (names, locations, years of experience). The solicitation incorporates FAR and AGAR clauses, including Service Contract Labor Standards requiring payment of $25.39 per hour for non-supervisory workers and $32.24 for supervisory workers, plus fringe benefits of $5.55 per hour. The Department of Labor Wage Determination No. WA 2015-5557 applies. Offerors must comply with anti-discrimination laws, biobased product requirements, Buy American provisions, and other federal contracting requirements. Quotation packages submitted with multiple attachments, math errors, missing information, or documents not requested will be excluded from consideration.
