Dear Prospective Quoter:

Subject: Request for Quotations number 191N6526Q0028, Drone light Show

Enclosed is a Request for Quotations (RFQ) for 191N6526Q0028, Drone light Show. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference at the American Center, 24 Kasturba Gandhi Marg, Connaught Place, the pre-proposal conference will be held on on April 9, 2026 at 11 Hrs. Prospective offerors/quoters should contact Kamathsp@state.gov by November 8, 2026 at 12 Hrs. for additional information or to arrange entry to the building along with following information:

2 If your company requests access for more than one person, only one individual will be allowed to carry a laptop and phone.

Quotations are due by April 16, 2026,1400 hrs. No quotations will be accepted after this time.

Proposals must be in English and incomplete proposals will not be accepted.

Last date to receive questions is April 9, 2026. To participate in this solicitation, bidders must attend the pre-quotation conference.

It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS- Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. I. PERFORMANCE WORK STATEMENT

A. The purpose of this firm fixed price purchase order is to for Drone light Show in accordance with Attachment A.

QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.

The role of the Government is to monitor quality to ensure that contract standards are achieved.

Performs all Drone light Show services set forth in the scope of work.

Attachment “a”

All required services are performed and no more than one

(1) customer complaint is received per Show

1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.

2. STANDARD. The performance standard is that the Government receives no more than one

(1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), if any of the services exceed the standard.

3. PROCEDURES.

(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.

(b) The COR will complete appropriate documentation to record the complaint.

(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.

(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.

(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.

(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.

(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.

(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.

MINIMUM AND MAXIMUM AMOUNTS

During this contract period, the Government shall place fix priced order in INR or USD.

II. PRICING

Locations & Tentative Schedule: New Delhi, Chennai, Hyderabad

III. GOODS & SERVICE TAX

GOODS & SERVICE TAX. GST is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to gst; this percentage is multiplied only against that portion.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Drone Light Show – “FREEDOM 250” Celebration

U.S. Embassy, New Delhi

1. Background

The Public Diplomacy Section of the U.S. Embassy, New Delhi, is organizing the “FREEDOM 250” celebration to commemorate the 250th anniversary of the independence of the United States of America. As part of this initiative, the Embassy will conduct a series of drone light shows across multiple cities in India to highlight American history, democratic values, and innovation.

2. Objective

The objective of this contract is to design, produce, and execute three (3) high-quality, synchronized drone light shows, each utilizing a minimum of 500 drones. The shows shall deliver a visually engaging and culturally relevant experience aligned with the FREEDOM 250 theme, incorporating both static and dynamic aerial formations synchronized with music (as applicable).

1. Key Scope Parameters

• Number of Shows: 3

• Locations & Tentative Schedule:

o New Delhi: Between May 10–25 o Chennai: Between June 20–30 o Hyderabad: Between June 20–30

• Drone Requirement: Minimum 500 drones per show

• Show Duration: Approximately 15 minutes

• Formations: 12–15 aerial formations per show

• Rehearsals: Minimum one (1) full-scale rehearsal per location

• Target Audience: Internal and external audiences

2. Thematic Requirements

The show shall reflect the theme of “FREEDOM 250”, including but not limited to:

• U.S. independence timeline (1776–2026)

• Iconic national symbols (e.g., American flag, Statue of Liberty, Mount Rushmore)

• U.S. Presidents and key historical moments

• Themes of democracy, innovation, and partnership

5. Detailed Scope of Work

5.1 Creative Development & Design

The Contractor shall:

• Develop a comprehensive creative concept aligned with the theme

• Submit for approval:

o Storyboard and narrative flow o Drone formation and transitions o Animation sequence plan o 3D simulation/preview

• Choreograph the show synchronized with music (if required)

• Revise concepts based on Embassy feedback until approval

5.2 Drone Programming & Technical Preparation

• Program drones for all approved formations

• Configure synchronized lighting and movement

• Conduct calibration, testing, and quality assurance

• Provide redundancy systems, including backup drones

5.3 Equipment Requirements

The Contractor shall provide:

• Minimum fleet of 500 drones per show

• Drones equipped with:

o High-intensity LED lighting o GPS-enabled navigation o Fail-safe and redundancy systems

5.4 Regulatory Compliance & Permissions

The Contractor shall be fully responsible for obtaining all required permissions, clearances, and approvals from relevant authorities prior to execution of each drone show, including but not limited to:

• Directorate General of Civil Aviation (DGCA)

• Ministry of Civil Aviation (MoCA)

• Ministry of Home Affairs (MHA), if applicable

• Air Traffic Control (ATC)

• Local Police Authorities

• State and Local Administrative Bodies

The Contractor shall:

• Obtain all approvals in advance

• Ensure compliance with all regulations

• Submit proof of approvals prior to mobilization

• Coordinate with authorities for flight clearances and NOTAMs ( Notice to Air mission)

• Ensure RF (Radio Frequency)-interference-free environment

Failure to obtain required approvals shall constitute a material breach of contract, and the Contractor shall bear full responsibility for any delays, cancellations, penalties, or associated costs.

5.5 Site Assessment & Technical Setup

• Conduct site surveys and feasibility assessments

• Perform GPS mapping, geo-fencing, and altitude testing

• Establish safety perimeters and exclusion zones

• Define operational parameters

5.6 Safety & Risk Management

• Develop a comprehensive safety plan

• Include emergency response procedures

• Ensure regulatory compliance

• Maintain insurance for:

o Equipment o Personnel o Third-party liability

5.7 Testing & Rehearsals

• Conduct full system testing prior to each show

• Perform at least one (1) full-scale rehearsal

• Optimized performance based on test outcomes

5.8 Show Execution

• Execute a 15-minute synchronized drone light show

• Deploy trained and certified operators

• Ensure safe and uninterrupted execution

5.9 Logistics & Operations

• Manage transportation of equipment and personnel

• Provide accommodation, meals, and logistics for crew

• Handle mobilization and demobilization

5.10 On-Ground Infrastructure

a. Storage & Preparation Area (Minimum 2 Days):

• Air-conditioned space (~1200 sq. ft.)

• Minimum 32 kW power supply

• At least 15 power outlets (16 Amp)

• Tables (12) and chairs (20)

b. Operational Setup:

• Lighting for take-off and landing zones

• Level flying surface (30m x 40m)

• Elevated base station platform

c. Security & Access:

• 24/7 security

• Continuous site access for setup and rehearsals

5.11 Post-Event Deliverables

• High-resolution video and photography

• Completion report including:

o Execution summary o Compliance confirmation o Incident report (if any)

6. Deliverables

The Contractor shall deliver:

1. Approved storyboard and creative concept

2. Drone formations, programming, and 3D animation preview

3. Fully programmed and tested drone fleet (including backups)

4. All regulatory approvals and permissions

5. Completed site preparation, testing and rehearsals

6. Successful execution of all shows

7. Post-event documentation (including photos, videos, and completion report)

7. Project Timeline

• Concept submission: Within 3–5 days of contract award

• Final programming and testing: 1–2 weeks prior to each show

8. Contractor Qualifications

The Contractor must:

• Have at least 5 years of experience in drone light shows

• Demonstrate execution of large-scale shows (500+ drones)

• Be compliant with DGCA regulations

• Employ trained and certified operators

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(a) Definitions. As used in this clause—

Foreign person means any person other than a United States person.

United States person, as defined in 26 U.S.C. 7701(a)(30), means–

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C.

7701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(c)

(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying.

In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request.
