A “not-to-exceed” estimate for proposed travel is to be included as an Information Sub-Contract Line Item Number (SLIN) for the travel related costs. All travel costs associated with the performance of this contract will be reimbursed in accordance with the Federal Travel Regulations (FTR). Costs incurred for transportation and per diem (lodging, meals and incidental expenses) will be billed in accordance with the regulatory implementation of Public Law 99-234, FAR 31.205-46 Travel Costs, and the contractor’s cost accounting system. These costs are directly reimbursable by GSA. The contractor shall notify the Contracting Officer, or his designee, via e-mail, of the requirement for reimbursement of transportation and per diem expenses, prior to traveling, as budgeted within the contract. This notification shall include a “not to exceed” estimate of these proposed costs. The Government shall not be charged G&A fees for any travel, unless other procedures are specified in the underlying schedule contract. Contractors shall be reimbursed only for incurred costs at or below the “not to exceed” estimate. Costs for transportation, lodging, meals, and incidental expenses incurred by contractor personnel on official company business are allowable subject to the limitations contained in FAR 31.205-46, Travel Costs.”
CONTRACT SOLICITATION/REQUEST
FOR QUALIFICATIONS
1.0 Introduction & History
The U.S. General Services Administration (GSA), Public Buildings Service, Region 8, Rocky Mountain Region is seeking highly qualified Architectural/Engineering (A/E) firms interested in participating in an opportunity for A/E Design Services to design a new facility which incorporates a refrigerated storage, laboratory/processing space, and support areas for the National Science Foundation (NSF) to store and process ice cores from the NSF Arctic and Antarctic study programs on the Denver Federal Center (DFC) grounds located in Lakewood, CO for the National Science Foundation. The project site occupies approximately 20,000 SF and is located within Building 810 (CO0624) at the Denver Federal Center near the intersection of 8th St and Main Ave. The NSF Ice Core Facility (ICF) will be located northwest of the main entrance in the warehouse area directly north of the existing ICF.
The Denver Federal Center (DFC) is located on the former Denver Ordnance Plant in Lakewood Colorado, and includes 44 Federal buildings of office, warehouse, lab and special use space totaling four million square feet of rental space on 623 acres. There are 28 different Federal agencies on site, making it the largest concentration of Federal agencies outside of Washington D.C. One of the major employers at the Denver Federal Center is the GSA. The GSA is responsible for delivering much of the space requirements of Federal agencies, and provides national leadership, policy direction and standards in the areas of architecture, engineering, urban development, sustainable design, fine arts, historic preservation, construction services and project management
The DFC’s new ICF for the NSF will be located in the northwest of the main entrance in the warehouse area directly north of the existing ICF. The warehouse is currently shared by various tenants including some space directly to the West of the proposed location that is currently occupied by another USGS program. Building 810 was built in the mid-1960’s and was originally used as a Federal Clearinghouse Warehouse with concrete floors and barrel-vaulted ceilings. Building 810 has housed the original NSF-ICF since 1993.
The project includes space for NSF and USGS to jointly run this facility and will serve to replace the old NSF-ICF. The plan for this area is to continue running the proposed NSF-ICF for another 30 years.
The design team shall ensure a high performing building that employs a whole building design approach which maximizes the building’s original construction and inherent characteristics to drive efficiency cost effectively. The A/E will strive to deliver a cost effective and technology advanced facility, and exhibits a high degree of ingenuity, and creativity.
The core functional area requirements can be described as follows:

● Office and Support Spaces
● Loading/Shipping Spaces
2.0 Summary of the Scope of Work
The GSA has been tasked with providing a new facility on the Denver Federal Center grounds for the NSF. The existing facility, currently located in Building 810, is outdated and no longer meets the needs for this type of cold storage facility. The new Ice Core Facility is envisioned as a facility that is an innovative cold storage facility designed to be highly reliable, meeting mission critical building system needs and redundancy (This facility contains irreplaceable ice core samples, as such redundancy is a key component to design).
Further, the completed building will foster creativity, collaboration and innovation for the scientific community on and around the DFC campus. Overall the goal is to provide a new, state-of-the-art cold storage facility that will meet the needs of the National Science Foundation (NSF) for the next 30 years. The project will also include office type support spaces. The GSA will provide a Program of Requirements. All work shall follow GSA’s Facilities Standards for the Public Building Service (PBS) P-100 (October 2021).

3.0 Instructions to Offerors

3.1 General Instructions to Offerors
Contract will be procured under the Federal Acquisition Regulation (FAR) Part 36.6, the General Services Acquisition Manual (GSAM) Part 536.6, the Brooks Act, and the GSA Office of the Chief Architect’s (OCA) Brooks Act Policies and Procedures. . The government will not allow payment for travel, living expenses, computer time or hookups for the prime or the consultants during the selection process. This is not a request for proposals.
This is a request for qualifications (RFQ) of A/E firms interested in contracting for this work.
The A/E firm hereafter, the “A/E Firm” shall be defined as the entity contractually responsible for all aspects of development and completion of the design and must be legally established as an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design.
The A/E selection will be completed in two stages as follows: In Stage I, interested designers and associated A/E firms will submit their past experience, past performance, and key personnel that establish the design capabilities of the design firm. In Stage II, shortlisted A/E teams will be interviewed and a request for proposal (RFP) will be sent to the most highly qualified firm selected.
Format of Proposals and Submission Requirements
1. All documentation will be in an 8 �⁄� x 11 format and no smaller than 10 pt font.
a. The submission should include the following:
i. A cover letter referencing the www.Sam.gov announcement;
ii. A brief description of the A/E Firm and its location, organizational makeup, and noteworthy accomplishments
iii. Standard Form 330 Architect Engineer Qualifications Part I & II (provide an initial 330 for Stage I and another more detailed one later for Stage II if selected); and
iv. Credentials of designing a facility in accordance with items outlined in the statement of work
b. Responses to the submission requirements and evaluation criteria listed.
c. Emailed proposals must be received by the Government by the proposal closing date and time specified in the RFQ.
d. Number of Copies: 1 electronic copy must be submitted; all submissions shall be emailed to Joseph Dorsey at Joseph.Dorsey@gsa.gov and Tito Register at Tito.Register@gsa.gov with a CC to christopher.theisen@gsa.gov by the proposal closing date and time specified in the RFQ and/or interview letter.
Items to Consider for Evaluation Factors
1. Definition of Similar Scope, Size and Complexity Project A Similar Project is defined as:
a. A cold storage facility with a total installed value of $5,000,000 or above; or
b. A project that includes redundancy in mission critical building systems (This facility contains irreplaceable ice core samples, and, as such, redundancy is a key component to design).

2. The Government's sources of information for evaluating experience and past performance may include, but are not limited to, any and all information the Government becomes aware of (whether or not before or after the deadline for proposals and whether or not the sources are provided by the Firm). While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate and complete experience and past performance information by the deadline for initial offers rests with the offeror and its references presented. GSA may also contact and question the experience/past performance references directly.
3. It is the Government’s intention to award a single contract to the A/E Firm whose proposal conforms to the RFQ requirements and is most highly qualified to the government based on Stage I and Stage II factors to perform the work, and with whom a mutually satisfactory contract can be negotiated. The A/E Firms will be evaluated and assessed based on the factors specified in the solicitation. The award will be made to the A/E Firm whose proposal is identified as most highly qualified based on the evaluation criteria. The evaluation criteria outlined below are equally weighted. Negotiations will be held with the most highly qualified A/E Firm. If the Contracting Officer negotiates a fair and reasonable price within funding limitations, award will be made. Otherwise, negotiations with the most highly qualified firm will cease and negotiations with the next most highly qualified firm will commence.
4. In Stage I qualifications will be evaluated to determine which A/E Firms will move on to Stage II. A minimum of three (3) A/E Firms will be short-listed and invited to participate in Stage II.
5. The shortlisted firms will be invited to participate in Stage II of the selection process.
Shortly after sending the shortlist letters and announcing the shortlisted firms, a detailed interview letter will be sent to each shortlisted firm. This letter will specify the date, location, and time limitation of the interview, the Stage II submission requirement(s) (including evaluation criteria for Stage II), the cutoff date for the submission, and the types of materials that may be used for the presentation, required handouts, and key presentation and interview issues. The Stage II evaluation criteria apply to both the written and qualification interviews.
6. The services to be procured are Architectural/Engineering (A/E) services pursuant to the rules under FAR subpart 36.6. Once the most highly qualified firm is selected, negotiations with the selected Firm will commence for an A/E services contract for the work. The contract will include hourly rates for anticipated disciplines at various levels for use in negotiating potential future modifications. The Government has the right to go to the second most highly qualified Firm if the Government is unable to come to fair and reasonable pricing with the highest qualified A/E Firm.
Stage II
After evaluations of Stage I criteria are complete, a minimum of three (3) of the most highly qualified A/E Firms will be identified and shortlisted. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement.
3.2 Qualifications Information to be Submitted
3.2.1. In order to be considered for Stage II and award, Stage I qualification proposals conforming to the requirements of the Solicitation must be emailed to the addresses below. Each offeror interested in competing for this contract shall submit one complete package via email to the attention of the Contracting Officer at joseph.dorsey@gsa.gov and tito.register@gsa.gov by 3:00 PM MST on November 03, 2021, with qualifications presented to perform services as described in the A/E Statement of Work to the following location:

3.2.2. The period for government acceptance of the submission is 60 business days following the final submission. Please ensure that your submission is valid for at least 60 business days.
These services and materials are being procured as a Full and Open competitive procurement pursuant to Federal Acquisition Regulation (FAR) The services to be purchased are Architectural/Engineering (A/E) services under FAR Part 36, Subpart 36.6, GSAM Subpart 536.6. Once the most highly qualified firm is selected, negotiations with the selected Firm will commence for the work. Both the FAR and the General Service Administration Acquisition Regulations (GSAM) are available for review at:

3.2.3. This request for qualifications does not commit the Government to award a contract or to pay any costs incurred in submission preparation. 3.2.4. Availability of Funds: Issuance of this Request for Qualifications does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Request for Qualifications in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award.
3.2.5. GSA's objective is to select the most highly qualified firm. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. It is advised that firms submit qualifications that represent the firm’s best terms from a technical standpoint since the Government intends to award this contract to the most highly qualified firm. The evaluation factors are past experience, past performance, and key personnel. Price will be evaluated and negotiated with the most qualified firm.
3.2.6. Interested firms are cautioned to submit adequate and sufficient information to enable the Government to fully ascertain its capability to perform all of the requirements of this acquisition. The data submitted with each submission should be complete and concise but not overly elaborate.
3.2.7. Utilizing the format prescribed below, Firms are to provide the requested information making every effort to present information clearly and concisely.
Lengthy narratives containing extraneous information are discouraged. All information shall be submitted in English. Submissions that do not follow these Instructions, or otherwise include documentation that is difficult to read/decipher, may result in disqualification or a lower evaluation rating. Technical submissions for Stage I shall be submitted in Electronic Volumes in the following format:

Drawings that will be used during commissioning may contain Controlled Unclassified Sensitive Building Information and must be handled pursuant to GSA Order 3490.3, applicable GSA policy, laws, and regulations.
This RFQ does not commit the Government to pay any costs incurred in the preparation and submission of the initial and any subsequent submissions or for any costs incurred prior to execution of a formal contract. Stipends for submission costs incurred during this RFQ shall not be paid by the Government.

4.0 Selection Process
4.1 Evaluation Factors and Relative Importance
Submission will be evaluated as set forth in this Request for Qualifications (RFQ). All responses will be evaluated against the following factors for this contract award:
● Go/No Go Criteria: At least one project that contains Transcritical CO2 Refrigeration Systems
● Factor 1: Past Experience on Design and Technical Competence
● Factor 2: Past Performance on Design
● Factor 3: Key Personnel
Evaluation factors are equally weighted.
4.2 Evaluation Factors and Standard for Evaluation
Go/No Go Criteria: In order to be eligible for consideration, the A/E firm should submit a project for which its design was completed and the project fully constructed in the last ten
(10) years that featured Transcritical CO2 Refrigeration Systems.
Factor I: Past Experience on Design and Technical Competence
Submission Requirements The A/E firm should submit a portfolio of at least two, but not more than five (5) Similar Projects for which its design was substantially completed and fully constructed in the last ten (10) years (maximum of five pages per project) since issuance of the solicitation. The portfolio should demonstrate experience in the following;
(a) Transcritical CO2 refrigeration design;
(b) Redundancy in mission critical building systems;
(c) high-density type storage solutions;
(d) Cold storage envelope efficiency;
(e) Refrigeration life cycle costs analysis and energy conserving technologies;
(f) Design of installations within existing building
Standard for Evaluation The standard for this factor is met when the A/E Firm submits a portfolio addressing at least three of the below items on at least two (2) Similar Project examples for which the design and the construction was substantially completed within the last ten (10) years, narratives of which address how the firm designed a cold storage or other facility as follows:
(a) Project(s) includes Transcritical CO2 Design;
(b) Redundancy in mission critical building systems;
(c) Whether the firm has designed at least one, and preferably greater than one, facility with high-density type storage solutions.
(d) Cold storage envelope efficiency in the project
(e) Expertise in refrigeration life cycle costs analysis and energy conserving technologies
(f) Demonstration of Design of installations within existing buildings
Note: Contractor proposals may be evaluated more favorably to the extent they demonstrate experience in more than three of the subfactors above and that the Contractor has performed work as a Prime Contractor or as a subcontractor on more than two Similar Contracts/Task Orders meeting the listed characteristics of work within the last ten years prior to issuance of the solicitation.
Contractor proposals may also be evaluated more favorably to the extent that the Similar Contract/Task Order that the Contractor has performed as a Prime Contractor or as a subcontractor within the last ten years prior to issuance of the solicitation exceeds the characteristics identified above.
Factor II: Past Performance on Design
Submission Requirements This Factor considers the firm’s past performance as the prime contractor for each of the Similar Projects that firm provided in response to Factor I. No other questionnaires will be accepted (i.e., questionnaires for projects NOT submitted for Factor I).
For each Similar Project, the firm must provide a Past Performance Questionnaire for Similar Projects, as defined above via the * Google Form. The form is to be provided to each reference for the Similar Projects submitted for Factor 1. All completed questionnaires are due and must be received by the Request for Qualifications due date.
Note: In addition, the Government may also consider Contractor past performance information it obtains on its own from other sources regarding the Contractor’s past performance as a Prime Contractor or as a subcontractor performing Similar Contract work on contracts other than those submitted for the experience factor within the last ten years prior to issuance of the solicitation.
The Government may use a variety of methods to obtain past performance information including but not limited to personal knowledge of the offeror’s performance, information contained in the Past Performance Information Retrieval System (PPIRS), CPARS, or other information received.

Factor III: Key Personnel
Submission Requirements
(A) Firms should identify primary design personnel, including their resumes, for the following roles: Project Manager, Project Architect/Lead Designer, and Primary Technical Expert.
(B) Firms should also describe for each of the key personnel:
(a) Professional experience on the Similar Projects that the firm included in response to Factor 1.
(b) Individual’s responsibilities for each Similar Project that the firm included in its response to Factor 1.
(C) Each Resume for Key Personnel must address the following:
(a) Relevant education, certification, membership, and licensing – include name of organization, type and date of certification, degree, license (copy of certificates may be provided). Note: the organization issuing the certification, license, or degree may be contacted to verify validity.
(b) Capacity/availability/commitment of each key personnel to be assigned or committed to work on this project.
*Note: If key personnel project experience relates to projects submitted for Factor 1 above, the experience of that key personnel may be rated more favorably.
Resumes for the Contractor’s proposed Key Personnel will be evaluated to determine applicable experience based on relevant experience to this project. Proposals may be evaluated more favorably when the Key Personnel resumes indicate education and/or experience that are directly applicable to relevant cold storage projects.
Standard for Evaluation The standard for this factor is met when the A/E Firm submits documentation in accordance with the following:
1. The firm Identifies key primary design personnel and provides their resumes, for the following roles: Project Manager, Project Architect/Lead Designer, and Primary Technical Expert
2. The firm demonstrates its key personnel’s professional experience in the design of projects that have similar characteristics to the Similar Projects listed in response to Factor I; and
3. The firm demonstrates its key personnel’s design responsibility for projects that have similar characteristics to the Similar Projects identified in Factor I.
Note: To the extent that a Key Personnel’s relevant experience is directly related to the Similar Project(s) identified in Factor 1, such experience may be rated more favorably..
5.0 Safeguarding Sensitive Data And
Information Technology Resources In accordance with FAR 39.105, this section is included in the contract. This section applies to all users of sensitive data and information technology (IT) resources, including awardees, contractors, subcontractors, lessors, suppliers and manufacturers. The contractor and subcontractors must insert the substance of this section in all subcontracts.
6.0 Contractor Performance Information
(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.
CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is http://www.cpars.gov Completed CPARS evaluations are used by Federal acquisition community for use in making source selection decisions. CPARS assists acquisition officials by serving as the single source for contractor past performance data.
(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (http://www.cpars.gov/allapps/cpcbtdlf.htm) and updated as needed.
(4) Contractor Representative (CR) Role: All evaluations will be sent to the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s http://www.cpars.gov evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
7.0 HSPD-12 Security Information
1. SUITABILITY DETERMINATIONS
(a) All contract employees requiring routine unescorted access to Federally-controlled facilities and/or information systems for more than 6 months (Regular Employees) will be required to undergo a suitability determination before a facility identification card is issued.
Prior to the time that an identification card is issued, such Regular Employees will be required to comply with normal facility access control procedures, including sign-in, temporary badging, and escorted entry, as applicable.
(b) Failure of a Regular Employee to receive a favorable suitability determination shall be cause for removal of the employee from the work site and from other work in connection with the Contract.
(c) Contract employees working less than 6 months (Temporary Employees) may, at the Government's option, be required to undergo a lesser form of suitability determination.
Prior to the time that an identification card is issued, if at all, such Temporary Employees will be required to comply with normal facility access control procedures, including sign-in, temporary badging, and escorted entry, as applicable.
(d) Temporary Employees who have not received a favorable suitability determination shall be escorted at all times while in non-public space, as directed by the Government.
(e) The Government, at its sole discretion, may grant temporary suitability determinations to Regular or Temporary Employees. However, the granting of a temporary suitability determination to any such employee shall not be considered as assurance that a favorable suitability determination will follow.
(f)The Contracting Officer or his/her designated representative shall provide the Contractor with required forms for obtaining necessary clearances. The Contractor shall be required to cause such forms to be returned to the Government for processing not later than 14 days following being provided by the Government.
(g) The Contractor shall be responsible for planning and scheduling its work in such a manner as to account for facility access issues. Difficulties encountered by the Contractor in gaining access to facilities by its employees and subcontractors shall not be an excuse to any Contractor performance under the Contract.
2. COMPLIANCE WITH SECURITY REQUIREMENTS
(a) The Contractor shall comply with all GSA and tenant agency security requirements in the building(s) where work is being performed.
(b) When a controlled personnel identification access system is used by a tenant agency at a site where work is performed, the tenant agency will be responsible for providing any required access credentials. Credentials shall be displayed at all times or as otherwise required by the tenant agency.
3. IDENTIFICATION CREDENTIAL
(a) Upon receipt of a favorable suitability determination, each Regular or Temporary Employee shall be issued an identification credential (Credential) permitting regular access to the building(s) were work is being performed.
(b) Regular or Temporary Employees with Credentials shall be required to comply with all applicable access security screening procedures applicable to Government or other personnel possessing similar Credentials.
(c) All Contractor or subcontractor employees possessing Credentials shall visibly display their Credentials at all times while in the building(s) where work is being performed.
(d) The Contractor shall be responsible for ensuring that all identification credentials are returned to the Government when a particular Contractor or subcontractor employee will no longer be providing service under the Contract at the building(s) covered by the Credential.
(e) The Contractor will notify the Government when Credentials are lost. In that event, the Contractor will be responsible for reimbursing the Government for its cost in issuing a replacement Credential.
4. STANDARDS OF CONDUCT
The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity and shall be responsible for taking such disciplinary action with respect to its employees as may be necessary.
5. REMOVAL FROM CONTRACT WORK
(a) As provided in the clause entitled "Qualifications of Employees", the contracting officer or a designated representative may require the Contractor to remove any employee(s) from GSA controlled buildings or other real property should it be determined that the individual(s) is either unsuitable for security reasons or otherwise unfit to work on GSA controlled property. This shall include, but not be limited to, instances where an employee is determined, in the Government's sole discretion, to be incompetent, careless, insubordinate, unsuitable or otherwise objectionable.
(b) A contractor employee may also be removed where the continued employment of the contractor employee in connection with the Government work is deemed, in the Government's sole discretion, contrary to the public interest, inconsistent with the best interests of security, or a potential threat to the health, safety, security, general well being or operational mission of the facility and its population.
(c) Where a contractor employee is granted a temporary suitability determination, and an unfavorable final suitability determination is later rendered, the Government may insist on the employee's removal from the work site and from other work in connection with the Contract.
(d) The Contractor shall be responsible for providing replacement employees in cases where contract employees are removed at no additional cost to the Government.
6.CONTROLLED UNCLASSIFIED INFORMATION (CUI) BUILDING INFORMATION
Dissemination of sensitive but unclassified paper and electronic building information shall be made on a "need to know" basis in accordance with GSA Order PBS P 3490.1, a copy of which will be made available upon request.
