PERSONNEL CATEGORY DESCRIPTIONS

MANAGEMENT, SCIENCE, AND ENGINEERING LABOR CATEGORIES

Below are a list of management, science and engineering non-key personnel labor categories for the contract. EPA has the discretion, at the task order level, based on the task order project needs, to require different mixes of education and experience for these categories. The basic guidelines are included below for different staff levels for these personnel, if applicable. The purpose of these guidelines is to provide general guidance regarding the differences between junior, mid, and senior level staff. All personnel should be qualified for the labor category performed even if utilizing a different mix of education and experience.

SENIOR Staff

- Generally has ten years’ experience.

- Generally maintains an advanced degree.

- Operates with wide latitude and has final decision authority.

MID-LEVEL Staff

- Generally has six years’ experience.

- Generally has a master’s degree or combination of education and experience that equals a master’s degree.

- Operates under the general supervision of the project manager and may oversee assignments of less senior people.

JUNIOR Staff

- Generally has one year experience.

- Generally maintains baccalaureate degree.

- Operates under the general supervision of the project manager.

The management, science and engineering non-key personnel labor categories for the contract are the following:

Program Manager

The Program Manager will be responsible for the overall management of the contract including cost, schedule and technical quality. The Program Manager shall be competent, experienced and knowledgeable in the full range of Superfund remedial activities as identified in the contract statement of work. The Program Manager shall demonstrate experience in managing large, complex projects and contracts including oversight of staffing, finding, and resources to ensure project completion within budget and schedule. The Program Manager shall demonstrate the ability to manage available, experienced and fully trained personnel at all skill levels, disciplines and quantities to perform the potential volume of work. The Program Manager shall demonstrate experience and competence in developing innovative technical and management approaches, tools and technologies, minimizing costs, and streamlining schedules.

Project Manager – Senior and Mid-Level

Provides relevant technical expertise along with project management skills to ensure cost effective project delivery. Responsible for all activities of the project. Requires organizational development and project delivery skills. Responsible for planning, conducting and supervising assignments on a project basis while under the general supervision of the program manager.

Good oral and written communication skills are essential.

Primary technical and managerial project contact and provides overall technical vision for the project. Responsible for managing the project budget and schedule and ensuring customer satisfaction with the project delivery.

Construction Quality Control (CQC) Manager

Responsible for overall management of the construction quality control for a project and insuring compliance with requirements in the statement of work and the EPA-approved construction quality control plan. Has the authority to act in all construction quality control matters for the project. The CQC Manager should have appropriate education and experience in the specialized areas identified in the task order statement of work.

Quality Assurance Officer Responsible for generating and managing compliance with the Quality Assurance Project Plan

(QAPP) and Field Sampling Plan (FSP) for the task order. Has the authority to act in all QA matters for the project. The QA Officer should have appropriate education and experience in the specialized areas identified in the task order statement of work.

Health and Safety Officer

Responsible for managing safety and occupational health at hazardous waste site cleanup projects. The Health and Safety Officer possesses the authority to shut down the site work if/when health and safety becomes an issue. Responsible for developing, maintaining and overseeing implementation of the Site Health and Safety Plan (HASP). If necessary, conducts project specific training. The Health and Safety Officer should have appropriate education, certification, and experience in the specialized areas identified in the task order statement of work.

Engineer – Senior, Mid-Level, and Junior

The broad category of Engineers includes Civil, Structural, Environmental, Geo-technical

Engineers.

Engineers are required to evaluate, select and apply standard engineering procedures and techniques. Experience with remediation and remediation systems is imperative, as well as the ability to provide clear written communication and documents.

Senior and Mid-Level Engineer Additional Requirement:

Holds P.E., PLS, or Architect license or equivalent professional certification.

Junior Engineer Additional Requirements:

Holds Engineer in Training (EIT) or an Engineer Intern (EI) designation.

Hydrogeologist – Senior, Mid-Level, and Junior

Hydrogeologists study the movement and distribution of groundwater in the subsurface. They use their expertise to solve problems in the areas of groundwater quality. Performs environmental site investigations, environmental sampling (soil, surface water, and groundwater) site remediation monitoring, data management, data analysis and interpretations, hydrogeologic modeling, permitting, and report writing. Understands the underlying geology and how the geology impacts the fate and transport of contaminants in the subsurface. Ensures all related investigations, sampling, monitoring and other activities are performed in accordance with accepted professional and company practices and standards. Provides clear written communications and documents.

Scientist – Senior, Mid-level, and Junior

The general category of Scientists may include Geologists, Biologists, Ecologists, Chemists, Toxicologists, Environmental Scientists, and Radiation Specialists.

Scientists evaluate, select and apply standard scientific procedures and techniques. Provide assessments including data collection, field investigations and observations, sample collection, data evaluation and report preparation. Responsible for preparing clear written communication and documents.

TECHNICAL SUPPORT LABOR CATEGORIES

EPA recognizes that some task order projects will require the contractor to execute work using labor categories that are subject to the Service Contract Labor Standards or Davis Bacon Wage

Rate Requirements. EPA will identify the applicable wage determinations in the task order request for offer.

Below is a list of technical support personnel labor categories for the contract. EPA has the discretion, at the task order level, based on the task order project needs, to require different mixes of education and experience for these categories. The basic guidelines are included below for different staff levels for these personnel, if applicable. The purpose of these guidelines is to provide general guidance regarding the differences between junior, mid, and senior level staff.

All personnel should be qualified for the labor category performed even if utilizing a different mix of education and experience.

SENIOR Staff

- Generally has six years’ experience.

- Generally maintains a bachelor’s or equivalent education and experience.

- Holds industry certifications where appropriate.

MID-LEVEL Staff

- Generally has four years’ experience.

- Generally has an associate degree or combination of education and experience that equals an associate degree.

JUNIOR Staff

- Generally has one year experience

- Generally has some post high school education

The technical support non-key personnel labor categories for the contract are the following:

Site Superintendent – Senior and Mid Level

Responsible and has appropriate authority to direct work performed under each Task Order.

Responsibilities include management and execution of all site activities in accordance with the approved task order statement of work, approved work plans, and all applicable federal, state, and local laws and regulations.

Technician – Senior, Mid-Level, and Junior

Performs standardized assignments, does routine troubleshooting usually associated with activities such as field sampling, field testing, drafting, and graphics. Includes such areas as

Environmental Engineer Technician, Environmental Science Technician, Database Specialist, Environmental Data Management, IT Specialist, and Website Developer.

Technical Editor – Senior and Mid-Level

Technical editing involves reviewing text written on a technical topic, and identifying usage errors and ensuring adherence to a style guide. Technical editors review technical documents, to communicate complex and technical information more easily.

Geographic Information Systems (GIS)/Computer Aided Drafting and Design (CADD)

Analyst – Senior, Mid-Level, and Junior

The GIS Analyst uses EPA-approved software and programs to create and maintain data and/or maps that can be combined with geographically referenced data. Requires a knowledge of innovative data management and evaluation practices.

The CADD Analyst is responsible for performing professional computer aided drafting and design work for environmental remediation technologies. Requires a knowledge of innovative engineering and design practices.

Administrative/Project Support

Performs a variety of administrative, accounting or technical activities in support of the projects.

Provides clerical support, assists with administrative functions, coordinates and maintains efficient work flow and communications, maintains records for the division. Includes data entry, office and computer support personnel.

Requirements:

Generally has a high school diploma or equivalent. No advanced degree or experience requirement.
