SAMPLE PROJECT STATEMENT OF WORK
1. INTRODUCTION:
1.1 General. This sample project is intended to illustrate a simple, straight-forward project to enable the government to evaluate offerors on cost realism.
1.2 Contract This RES sample project utilizes a Cost Plus Fixed Fee task order to perform the activities described in this Sample Project Statement of Work. Assume no bonding will be required for this project. Period of performance for this task is one year.
Applicable Davis Bacon Wage Rates will be provided for each CLIN with the final
RFP.
2. LOCATION
The location of the remedial action project depends on which CLIN the offeror is proposing.
Specific location (city and state) of the project for each CLIN will be provided with the final
RFP. In general, the project is part of a Superfund Site (Site) in an industrial area.
3. SITE HISTORY
The Site was used to manufacture and store pesticides there from 1930 to 1970. High levels of arsenic were found in soil and ground water at the site in 1994 during a city project to revitalize the area. This project will implement the soils remedy which is excavation and off-site disposal of arsenic contaminated soils.
4. SITE CONDITIONS
4.1 Physical Setting and Climate: The site is a vacant property located in an industrial area of a major city. The entire property is surrounded by a fence and access to the site is by an asphalt road. The area requiring excavation activities is 250 feet from the site fence. In order to streamline this project, assume that no significant rainfall will occur for the duration of the project.
4.2 Soil Conditions: Soil to be excavated consists of a variety of materials, from silty sand, to sand. Additionally, other random debris is anticipated to be encountered due to this being a historic fill area. Assume the unit weight of the soil is 1.7 tons/bank cubic yard. Assume the soil has 120% fluff factor when excavated.
4.3 Groundwater: Groundwater is encountered at approximately 20 feet below the ground surface.
5. SITE CHARACTERIZATION
Site characterization indicates the limits of arsenic contaminated soil above the cleanup level of
25 mg/kg is approximately 200 feet by 500 feet with depths varying from 5 ft to 15 ft below ground surface.
6. REMEDIAL ACTION SCOPE OF WORK
In general, this scope of work consists of the excavation and off-site disposal of arsenic contaminated soils greater than 25 mg/kg. Since this is a hypothetical project, there will be no submission of a work plan or write-up. However, the bid schedule attached must be submitted and all supporting cost documentation should be appended.
For purposes of developing a cost estimate, the following activities will need to occur:
6.1. Develop Pre-Work Submittals; (assume cost shown in assumptions)
6.2. General Conditions. Work includes all of the items required by the SOW and base contract that is not explicitly covered under other bid items. Examples many include: contractor’s cost for insurance, fees, permits, and other similar expenses directly related to the work;
project-dedicated supervisory staff and equipment; compliance with specified regulatory requirements; pre-construction and construction period planning, project schedule updates, periodic submittals, reporting, administration; contractor quality control; field preparation and tasks not included under the other bid items; environmental protection and spill control;
project photographs; weather monitoring; weekly inspection during shutdown periods; and maintaining temporary facilities.
6.3. Mobilization and Demobilization. Work shall include labor, materials, and equipment necessary to transport to the site all personnel and equipment; establish work areas and boundaries; and initial setup, including temporary facilities.
6.4. Excavation, Sampling, Stockpiling and Loading of arsenic contaminated soil; Work shall include all labor, materials, and equipment associated with excavation, stockpiling, sampling and loading of the arsenic contaminated soil onto the trucks used to transport the soil to the
Subtitle D or Subtitle C disposal facility. Work shall include confirmation sampling of excavation sidewalls and base, until cleanup levels have been met. Work shall also include sample/analysis and segregation of excavated material.
6.5. Arsenic Contaminated Soil Transportation and Disposal. Work shall include all labor, materials, and equipment associated with transportation and disposal of arsenic contaminated soil as subtitle D and subtitle C, with concentrations as described below in paragraph
Quantities.
6.6.Backfill and Compaction. Work shall include all labor, materials, and equipment associated with purchasing backfill from an off-site source, analyzing backfill to verify it is clean, placing and compacting backfill in 2-foot lifts, compacting with on site equipment, to within
12-inches of the existing grade, subcontractor performing a soil compaction test, before placing 12-inches of top soil.
6.7. Site Restoration. Site restoration with borrow material to original grade, hydro-seeding, and mulching to pre-excavation condition.
7. Estimated Assumptions and Quantities
Below are a list of assumptions and requirements for the offeror to consider in development of their cost estimate. Some subcontract costs have been included for the offeror to use in their cost estimate. This is done to reduce the number of quotes the offeror must receive and minimizes the variables to evaluate in EPA’s cost realism analysis.
Assumptions
1. Pre-work submittals: $40,000
2. One contractor trailer
3. No fence removal
4. HASP allows modified Level D PPE, and personnel air monitoring due to dust suppression.
5. Confirmatory sampling (confirmation samples analyzed using EPA CLP Lab Program)
6. Off site borrow (backfill) delivered - $10/ton. Assume subcontracted
7. Offsite topsoil (2% organics) delivered - $25/ton. Assume subcontracted
8. RA report and Task Order Closeout: $30,000
Quantities
1. Volume estimates:
1.1 Overburden soil, arsenic impacted soils; below 25mg/kg but above backfill criteria, 11,111 Bank CY.
1.2 Excavated arsenic soils: over 25mg/kg; 37,037 Bank CY.
2. Disposal Estimates
2.1 Subtitle D Material: 18,889 TONS
2.2 T&D cost per ton Subtitle D (special waste): $38/ton (includes hauling to compliant facility)
2.3 Subtitle C Material: 62,962 TONS
2.4 T&D cost per ton Subtitle C (failed TCLP): $120/ton (includes hauling to compliant facility)
3. Site restoration
3.1 Subsoil Backfill: 53,334 CY
3.2 Topsoil (1-foot depth): 4,444 CY
3.3 Hydroseed: 150,000 SF

Offeror shall complete the attached Bid Schedule for the Sample Problem. Contractor shall fill in shaded cells. Additional explanatory notes are included below. The Government shall provide an electronic excel spreadsheet of the following table to all offerors to complete, print out and submit with their proposal:

The Government will provide an Excel Spreadsheet for the preceding bid schedule for the offeror’s use.
Note 1: Enter your proposed hourly base labor rates.
Note 2: Utilize second year rates as proposed in Attachment 3 of the solicitation for cost reimbursement work for personnel with proposed labor rates and davis bacon wage rates provided for other site personnel.
Identify all rates applied to the base. For example, if you apply fringe and a separate labor overhead to field office labor, provide the rates used, provide a breakdown of the rates used with a note reference in the far right column.
Provide an example of how markups are applied to direct costs for each category (labor, materials, equipment, subcontracts, ODCs).
Note 3: Identify the major items typically included in Other Direct Costs with a note reference in the far right column. Also, identify any costs other than Labor, Material, Equipment, and Subcontracts that your company charges direct to contracts. Include this information in the Note 3 Column. Provide any other description you believe is necessary to explain your project cost accounting and markup structure.
Note 4: The offeror shall propose a fixed fee for the sample task.
