SOLE SOURCE JUSTIFICATION AND APPROVAL

Description of Supplies / Services:

Renewal of the digital license to access the JSTOR Electronic Book Account (EBA) Subscriptions at the USMA Library US Military Academy - West Point, NY.

CLIN 001

American History Period of Performance: 06/30/2025 thru 07/01/2026 (Base Year) QTY: 1 each $1,353.48

Estimated Overall Cost:

The total estimated value of the proposed action is $15,338.29

Background:

This procurement is a one‐year membership JSTOR eBook package subscription. This JSTOR eBook package is a subscription that allows access to more than 73,000 eBooks. All titles are backlists, published in 2021 or earlier; in January 2025, titles with a copyright year of 2022 were added to the corpus. There is no additional charge for any titles added during the access period. JSTOR offers high-quality scholarly eBooks presented alongside journals, primary sources, and images on our easy-to-use platform. Researchers can cross-search all types of resources at once; placing eBooks into their existing workflows helps increase discovery and usage of this content. Our eBook chapters are just as easy and intuitive to use as journal articles on JSTOR, with unlimited, DRM-free access; standard PDF files that can be downloaded, saved, and printed; and no need to log in or use special software. This allows users to focus on what’s most important—the research itself. JSTOR has worked with libraries and consortia to develop acquisition models, including EBA, that address common challenges of eBook acquisition and provide outstanding value and a low cost per use. USMA library patrons had access to these collections through our ConnectNY subscription, but ConnectNY no longer exists and we must maintain access to these critical resources.

Purchased August 15, 2024 Contract W911SD-24-P-0113 $21,175.57

Justification:

As part of the teaching and learning environment at USMA, the library is an integral part of providing resources fundamental to all educational and research programs. This commitment is a requirement of the accreditation standards of the Commission on Higher Education of the Middle States Association of Colleges and Schools as well as the academic vision of the institution. As part of this commitment, it is imperative to provide access to current, historical and scholarly information in support of the academic curriculum. The library’s collection through JSTOR contains in excess of 73K titles, but we cannot purchase every item that is required by our users. JSTOR is also offering these titles at a greatly reduced price and we will receive all title at 65% off.

Alternatives:

There are no alternatives to this content. Much of this is proprietary content, and as stated above, no other vendors can provide any of this content to USMA library. Similar or the same content does not exist or is inaccessible to the USMA Library.

Impact:

These resources cover a range of topics valued by many of the academic departments at USMA. The resources will provide inspiration to our cadets, and the depth of materials provided will enable quality research by both cadets and faculty. These resources will be used by and impact the curriculum for all class levels at the US Military Academy. In addition, they will be used for research purposes by the staff and faculty as they write papers, further their study and prepare for instruction in their classes.

If these items were not purchased, access to these materials would not be possible. The students, faculty and staff would not have access to the materials to study, teach and complete their course requirements.
