Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Firm fixed price purchase order to upgrade and configure the replacement systems for UPI and InvoTech to new hardware and current software technology at the Minneapolis VA. The new system will replace the existing UPI Dell computer with a windows 10 Dell computer workstation and will come with a new monitor. We will install and configure the PC with OPC software for communication to the conveyors. The InvoTech server will be replaced and reconfigured along with the other two InvoTech PCs.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Minneapolis already owns the 2 scrub machines and uniform conveyor system purchased from White Conveyor and InvoTech. In order to run this equipment, we can only use White Conveyor and InvoTech hardware, software and training for these items to function. This is the only system that is compatible with the current system, or the entire conveyor system and scrub machines would need to be replaced at a much higher cost.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by researching VetBiz under NAICS code 334111 with 175 results.
Minneapolis VA is currently using InvoTech 2 scrub machines and uniform conveyor system. InvoTech is the only product that is compatible with this current system. If different system of software/server were used, they would need to replace the entire conveyor system and scrub machines at a much higher cost.
White Conveyors, Inc. is a small business and indicated that they are the sole source distributor for this software. Therefore, it is in the best interest of the Government to purchase this product as a sole source from White Conveyors, Inc.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
