About this file
This document is a sole source posting from the Washington State Patrol (WSP) regarding the planned award of a sole source contract to ThermoFisher/LifeTech/Applied Biosystems to provide 13 ProFlex 96 well thermocyclers and 7 ProFlex 3x32 well thermocyclers. The WSP's acquisition of these instruments is necessary as developmental validation has shown they are compatible with the existing 9700 thermocyclers used across the state's 6 crime laboratories. The contract is estimated at $153,850 and is scheduled to be awarded on or about 09/21/2018. Interested parties must submit capability statements by 09/18/2018 detailing their ability to meet the state's requirements.
The sole source justification is based on the instruments' documented compliance with FBI Scientific Working Group for DNA Analysis Methods validation guidelines and equivalent sensitivity compared to the incumbent 9700 thermocyclers. Additionally, the instruments must demonstrate compatibility with the WSP's existing Life Technology/AB instruments and Promega DNA STR and Y-STR DNA typing kit chemistry, as well as provide successful forensic casework applications, sample throughput capabilities, ease of use, and warranty service.

STATE OF WASHINGTON
Washington State Patrol
SOLE SOURCE POSTING
The Washington State Patrol (WSP) contemplates awarding a sole source contract to ThermoFisher/LifeTech/Applied Biosystems to provide:
13 ProFlex 96 well thermocyclers and 7 ProFlex 3x32 well thermocyclers.
It is necessary to contract non-competitively to purchase these instruments as developmental validation has shown that they are compatible (compliant with FBI Scientific Working Group for DNA Analysis Methods validation guidelines and has documented equivalent sensitivity) with the existing 9700 thermocyclers currently used state-wide in the 6 WSP Crime Laboratories (WSPCL).
The contract will be issued on or about 09/21/2018. The dollar value is estimated at $153,850.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements by 09/18/2018. This contract is for 20 ProFlex (13 - 96 well and 7 - 3x32 well) thermocyclers with documented SWGDAM compliant developmental validation and equivalent forensic amplification kit sensitivity to the 9700 thermocycler.
The following information should be included in the capability statements:
· Description of the SWGDAM compliant developmental validation
· Performance comparison to the 9700 (sensitivity and reliability)
· Successful applications to actual forensic casework where it was shown to be critical to the success of the DNA typing
· Compatibility with Life Technology/AB instruments and Promega DNA STR and Y-STR DNA typing kit chemistry
· Sample throughput capabilities
· Ease of use
· Warranty service and maintenance on the instruments they provide
In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract.
