Synopsis- Notice of Intent to Award Sole Source – Electronic Intelligence (ELINT) Training and Support

The Air Force intends to negotiate and award a non-competitive contract to Lockheed Martin Corporation in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The associated North American Industry Classification System (NAICS) Code is 541611 and the Business Size is $16.5M. The associated Product Service Code (PSC) is R408. This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. ACC AMIC/PKCC, 300 Exploration Way, Suite 420, Hampton, Virginia, 23666 intends to award a sole source contract to acquire services in support of Electronic Intelligence (ELINT) Training and Support.

This action is a follow on to support the following effort. This Advisory and Assistance Services (A&AS) contract is required to provide the 480th Intelligence, Surveillance, and Reconnaissance Wing (480th ISRW) support of the Air Force Distributed Common Ground System (AF DCGS) Intelligence, Surveillance, and Reconnaissance (ISR) mission for specific Lockheed Martin Corporation sensor support for Electronic Intelligence (ELINT) Training and Support. The AF DCGS is the Air Force's primary ISP Processing, Exploitation and Dissemination (PED) system. AF DCGS provides actionable, multi-discipline intelligence derived from multiple ISR platforms to Combatant Commands (COCOMs), Component Numbered Air Forces (C-NAF) and national command authorities across the globe, 24 hours per day, and seven (7) days per week. If there is a lapse in contractual service, there will be a significant degradation to the ability to collect critical ELINT intelligence and the 480th's ability to complete its mission. The DCGS weapon system is a compilation of many components and systems for which ELINT is one. Please see the attached PWS, dated 18 May 2022, for Performance and location information.

o The required period of performance is from 01 March 2023 – 31 August 2028 (base period plus four 12-month option periods/ 6-month extension); if all options are exercised.

o The Government anticipates making contract award on/around 14 November 2022.

This notice of intent is not a request for competitive proposals/quotes; however, all responsible sources who believe that they are capable of meeting the requirement may submit a capability statement to Richard Banks at richard.banks.8@us.af.mil and Erika Chwalik at erika.chwalik.2@us.af.mil for consideration no later than 5:00 pm Eastern Time, 03 June 2022. Late responses will not be considered. Please include clear and convincing evidence that competition of this requirement would be advantageous to the Air Force. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
