PERFORMANCE WORK STATEMENT (PWS)

FOR

480th ISRW ELECTRONIC INTELLIGENCE (ELINT)

TRAINING AND SUPPORT

INTRODUCTION/BACKGROUND. The 480th Intelligence, Surveillance, and Reconnaissance Wing (ISRW) has a requirement in support of the Air Force Distributed Common Ground System (AF DCGS) intelligence, surveillance and reconnaissance mission. This support consists of Electronic Intelligence (ELINT) Training and Support. This is a non-personal services contract. The Contractor shall notify the Contracting Officer (CO) and/or the Contracting Officer Representative (COR) immediately if they perceive any actions constitute personal services or if the Contractor is asked to perform tasks outside the scope of this PWS.

PERFORMANCE OBJECTIVE. The Contractor shall provide assistance and on-the-job training to exploitation crews and Analysis Exploitation Teams (AET) to improve their use of the associated ELINT sensors, ground components, and databases. Additionally, the Contractor shall assist with real-world sensor analysis to validate the health and performance of the sensor. The Contractor shall also provide support to exploitation crews and AET analysts to ensure the execution, dissemination, and exploitation of real-time and post-mission ELINT products and reports. This may involve sharing recommendations and methodology for tasking, data gathering, research, comprehensive analysis, diagnostics, and fault isolation with associated sensors and ground components. The position will act as continuity for training and support for 480th ISRW ELINT (missions, and requires high levels of familiarization with ELINT analysis tools, data/file management, SIGINT databases, and NSA reporting (writing, QC’ing, disseminating).

TASK REQUIREMENTS. The Contractor shall provide the functional support required to fulfill this contract as described in the following subtasks. The Contractor shall provide Full Time Equivalent (FTE) personnel in accordance with Table 3 to support the subtasks below. All FTEs supporting this contract are considered mission essential personnel.

Program Management. The Contractor shall provide a single point-of-contact for interfacing with the Government CO and COR for resolving personnel, performance, or quality issues that may arise during the performance of this contract.

Electronic Intelligence (ELINT) Analyst Support.

Perform as the ELINT Subject Matter Expert (SME) providing on-the-job training (OJT) to exploitation crews during operations and to AET analysts to introduce the capabilities and limitations of the associated sensors, ground components and signals databases.

Provide operational support to ensure the execution, dissemination, and exploitation of real-time ELINT mission products and reports involving comprehensive analysis, diagnostics and fault isolation for the sensors, and associated ground components. Advise AET analysts and support analysts’ efforts to discover and disseminate collected data from ELINT mission playback, published products and databases (type file, Electronic Order of Battle (EOB), Signals of Interest (SOI), capabilities matrices, boresight).

Provide data screening, signal characterization, signal analysis for sensor tuning to attain optimized performance, signals database management, and control and management of the sensor.

Provide cooperative support with other platforms as part of a data collaboration, sharing and refinement effort. Provide input to the development of national mission databases and other national level databases meant to integrate the DGS Enterprise with national level ELINT centers.

Assist with Critical Intelligence tests, to include the generation of scenarios, and other necessary ELINT playback requirements.

Provide in-depth knowledge of ASIP and RAS-1R sensors and Common ELINT Tasking, Processing, Exploitation and Dissemination System (CETS), Rapid Information Manager and Multi-Source Correlation System.

Provide input in support of the Monthly Status Report (MSR) detailing accomplishments and issues in the performance of tasks.

Collaborate with sensor original equipment manufacturer (OEM) regarding operational use of the sensor as well as system modifications requiring update(s) to training material utilized by the operator(s).

Assist exploitation crews and AET analysts to access ELINT data from ASIP/CETS and manage the movement of ASIP/CETS collected data to NSAnet for further exploitation.

ELINT Trainer Knowledge Skills and Abilities (KSA).

3.2.10.1 Shall have at least four (4) years of ELINT experience in processing, analyzing, exploiting and disseminating ELINT data from tactical/Theater or national assets for DCGS, COCOM, and IC customers.

3.2.10.2 Shall have at a minimum of two (2) years of experience as an AF DCGS ELINT instructor teaching CETS operations and the planning and employment of ASIP and RAS-1R ELINT capabilities preferred.

DELIVERABLES. The Contractor shall provide deliverables in accordance with the CDRLs (Table 1, para 4.9) and Service Summary Performance Threshold (Table 2, para 5.0). The format will be mutually agreed upon by the Government and the Contractor. All deliverables will be reviewed for timeliness, accuracy and format. If a deliverable due date falls on a weekend or holiday, the Contractor shall submit the deliverable on the last workday prior to the due date.

Organizational Conflict of Interest (OCI) Mitigation Plan (A001). The Contractor shall provide a plan that describes the processes and procedures they will implement to avoid or mitigate any actual or perceived OCI. The plan shall outline how the Contractor evaluates, mitigates (where necessary), and re-evaluates any potential or perceived conflicts between this contract and other work performed by the Contractor or team members.

Hiring Status Report (HSR) (A002). The Contractor shall provide an HSR every Friday, starting with the first Friday after contract award, until all positions are filled. The HSR shall contain, at a minimum, the name, security clearance and adjudication date, for each new hire. After all positions are filled the Contractor shall provide the HSR monthly with the Monthly Status Report and when any employee’s status or information changes. The Contractor shall maintain a current listing of employees. The list shall include the employee’s name, position, DoD Identification Number; and the date and level of security clearance and shall identify expiring security clearances. The list shall be validated and signed by the company Facility Security Officer and provided to the COR and 480th ISRW Security Manager.

Notice of Impending Hire: For TS/SCI positions, the contractor shall deliver an electronic notice of impending hire once the decision is made to select an individual to fill an open position. Notice shall be sent to CO to be forwarded to the cognizant requirement owner and security office. The notice will have the following attached:

a. Selectee’s qualification summary for review by the COR to ensure compliance with the PWS.

b. Selectee’s full name, Date of Birth, and Social Security Number.

The contractor shall ensure proper measures are taken to protect Personal Identifiable Information (PII) when transmitting PII information to the government. PII must be protected under the Freedom of Information Act (5 U.S.C. 552) and/or the Privacy Act of 1974 (5 U.S.C. 552a). Unauthorized disclosure or transmission of PII may result in disciplinary action, criminal and/or civil penalties.

Monthly Status Report (A003). The contractor shall provide status reports for the duration of the effort. The report shall summarize accomplishments during the reporting period. The report shall also include planned versus actual task completion, anticipated activity (including anticipated Contract Data Requirements List (CDRL) deliveries) for the next reporting period, lessons learned, risks, significant accomplishments, training completed, certifications, pending or lapsed and mitigation plan, and outstanding issues and recommendations. The monthly status report shall also include the HSR.

Trip Report (A004). Following official travel, the contractor shall prepare a trip report detailing the purpose of the trip, the individuals contacted, any agreements that were reached during the trip or any other significant issues that were identified during the travel. The contractor shall provide this trip report to the COR within five (5) business days after the completion of travel.

Quality Control Plan (QCP) (A005). The contractor shall develop and maintain an effective quality control program to ensure the services of this PWS are being met. The Contractor shall develop a QCP that includes quality control processes and procedures and apply them to meet this requirement. The QCP shall be submitted to the Contracting Officer (CO) for acceptance no later than 30 calendar days after award. The Contractor shall submit updated versions of QCP to the CO for acceptance no later than 10 calendar days of implementation.

Alternate Work Location (AWL) Status (A006). The contractor shall provide an AWL status report when Paragraph 13.5 of this PWS has been implemented and authorized.

Continuation of Essential Contractor Services (A007). In accordance with DFARS 252.237-7032 Continuation of Essential Contractor Services, the Government has determined that all tasks associated with performance of this PWS/Contract are considered essential contractor services in support of mission essential functions. In support of the Continuation of Essential Contractor Services Clause, there may be days when the Government, MAJCOM, and/or Base Commander will direct closure of the installation and/or facilities. The contractor shall provide a Mission Essential Contractor Services Plan, to the Government upon request and shall maintain and update the plan as necessary to provide the identified essential contract requirements identified in Section 3.0. of this PWS.

SERVICE SUMMARY.

The Government reserves the right to inspect or test services that have been tendered for acceptance. The Government may require performance of any nonconforming services at no increase in contract price. If performance will not correct the performance issue or is not possible, the Government may seek any contractual remedies afforded the Government, to include equitable adjustments, or contract termination in part or whole. Performance shall be reported in Contractor Performance Assessment Reporting System annually.

GOVERNMENT FURNISHED PROPERTY.

6.1 Government Furnished Documentation. The Government will provide access to relevant Government organizations’, information, documentation, manuals, texts, briefs and other materials as required and available.

6.2 Government Furnished Equipment / Office. The Government shall provide office space, LAN connections, computer (hardware and software), e-mail and internet access and other standard office equipment necessary to support the Contractor. Laptops may be issued via hand receipt and shall be returned to the Government following completion of requirements for their use.

7.0 DATA RIGHTS. The Government has unlimited rights to all deliverables of this contract to include intellectual property rights/ data rights associated with information generated as a result of performance.

8.0 TRAVEL. The Contractor shall be required to travel to both CONUS and OCONUS in support of tasks listed above to fulfill PWS requirements. All trips will be in accordance with regulatory requirements and actual travel shall be coordinated and routed through site technical point of contact (TPOC) in writing prior to submitting request for trip approval to the COR. The Government will only reimburse allowable costs in accordance with FAR 31.205-46 and the current Joint Travel Regulation. The Contractor shall be required to provide travel receipts to the COR as attachments in WAWF. Travel projections are subject to change based on Government requirements. Travel frequency and locations will be dictated by needs of the mission. Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.

9.0 MATERIALS. The Contractor shall furnish materials, supplies, equipment, training, and certifications necessary to meet the requirements of this PWS. Contractor shall coordinate all materials with the COR prior to the procurement of any materials.

10.0 SECURITY. The Contractor and all Contractor personnel shall abide by all Air Force and local rules, procedures, and standards of conduct. A Department of Defense Contract Security Classification Specification (DD FORM 254) is required for access to classified material at the application Facility Clearance Level. The Contractor shall also perform in accordance with the Compliance with National Industrial Security Program Operating Manual (NISPOM--DoD 5220.22M).

10.1 Visitor Group Security Agreement. AFMAN 16-1406 does not require the Contractor to sign a VGSA. Contractors who operate as an independent visitor group are subject to AFMAN 16-1404 and must identify an on-site security point of contact (POC) to the local Information Protection Office. Upon notification of the presence of the visitor group, the Information Protection Office will contact the Facility Security Officer (FSO) and provide them with the local security policies when classified performance will occur to the contractor in writing (eg: email, electronic media or paper). The contractor shall enter into a long term visitor group security agreement with the host base Information Protection Office if contract performance is on base for 90 days or more. This agreement shall outline how the contractor integrates security requirements for contract operations with the Air Force to ensure effective and economical operation on the installation. The agreement should address:

Security support provided by the Air Force to the Contractor to include storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, security badging, base visitor control, investigation of security incidents, base traffic regulations, the use of security forms, and conducting inspections required by DoD 5220.22-R, Industrial Security Regulation, and AFMAN 16-1406, Air Force Industrial Security Program.

Security support requiring joint Air Force and Contractor coordination including packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks, internal security controls for protection of classified material, and high value pilferable property.

10.2 On base, the long term visitor group security agreement may take the place of a Standard Practice Procedure.

10.3 Security Clearances. All personnel performing on this PWS shall require a TS/SCI security clearance. The Contractor must possess or obtain a facility security clearance at the level of Top Secret prior to performing contract work. If the Contractor does not possess a facility clearance the Government, (Contracting Office) will request one. The Government Defense Counterintelligence Security Agency (DCSA) assumes costs and conducts security investigations for facility security clearances. The Contractor shall request security clearances (Submit Clearance Paperwork through DCSA to the National Background Investigations Bureau (NBIB) for personnel requiring access to classified information within 15 days after receiving a facility clearance or, if the contractor is already cleared, within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements. Contractor personnel shall have appropriate clearances prior to commencing work on any contract unless otherwise approved in writing by the CO. The Contractor shall also complete visit requests for each individual that will be performing work on this contract in the Defense Manpower Data Center, Defense Information System for Security (DISS) prior to performance start unless otherwise approved in writing by the CO. The Prime Contractor shall ensure that any teaming partners or subcontractors have the appropriate clearances prior to beginning performance.

10.4 Notification. The Contractor shall notify the Servicing Security Activity at each location(s) and the local unit through the DISS, 30 days prior to contract performance on base. In the remarks section in the DISS visit request add the contract number and the company Facility Security Officer’s (FSO) name and contact number.

10.5 Security Assistant. The Contractor shall appoint a Security Assistant for the on-base Visitor Group. The Security Assistant and sponsoring agency’s Security Manager shall ensure all Contractor personnel are integrated into sponsoring agency’s Information Protection Program and receive initial and recurring security education training in accordance with DOD 5200.01, DOD Information Security Program Manual, and AFMAN 16-1404, Air Force Information Security Program.

10.6 Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

10.7 Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

10.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Government installations.

10.9 Physical Security. The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for Contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

10.10 Controlled/Restricted Areas. The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where Contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued.

10.11 Lock Combinations. The Contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the Government site Security Office. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

10.12 Automatic Data Processing Equipment (ADPE). The Contractor shall establish and implement procedures to ensure all ADPE, to include laptops and other data processing devices, issued to the Contractor by the Government are not lost or misplaced, are not used by unauthorized persons or are not subjected to unauthorized external devices. The Contractor shall immediately report to the CO or COR any occurrences of lost ADPE within two (2) hours of discovery of occurrence. In the event that ADPE is lost, the Contractor may be required, upon written direction of the CO, to replace the equipment at no additional cost to the Government. The Government may replace the equipment and deduct the cost of such from the monthly payment due the Contractor.

10.13 Controlled Unclassified Information (CUI). The Contractor shall comply with DoDI 5200.48, Controlled Unclassified Information. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding CUI material.

10.14 Reporting Requirements. Contractor personnel shall report to the COR and Government site Security Office any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

11.0 TRANSITION PLAN.

11.1 Transition In and Kickoff Meeting. Prior to the start of the Contract period of performance, the Contractor shall support a fifteen (15) business day transition period to process incoming personnel. Contractor shall attend a kickoff meeting specific to this requirement with the COR and the CO within thirty (30) days of contract award. The Contractor shall provide concurrence with the date, time and location for the meeting via email notification to CO at least three (3) business days prior to the scheduled meeting.

11.2 Transition Out. Prior to the end of the Contract period of performance, the incumbent Contractor shall support a fifteen (15) business day transition period with incoming personnel supporting the installations listed in this PWS. During this period, all programs, information, data, etc. will be passed from the incumbent Contractor to the incoming Contractor so that there is no break in customer or mission support.

12.0 PERIOD OF PERFORMANCE (PoP). The period of performance for the basic contract will be one (1) base year plus four (4) option years and shall support a transition in and transition out timeframe.

13.0 PERFORMANCE LOCATIONS. This PWS may require performance at locations listed as a Designated Operational Area in accordance with US Department of State guidance.

13.1 CONUS Location(s). The Contractor personnel shall be located at the following sites:

a. Beale AFB, California

b. Langley AFB, Virginia

13.2 OCONUS Location(s). The Contractor personnel shall be located at the following OCONUS locations. A classified location/site referred to as DGS-C herein due to the Controlled Unclassified Information (CUI) information classification of this PWS. The DGS-C location will be provided to the Contractor upon request. Requests shall be made verbally to the CO and information shall be provided verbally by the CO to allow Offerors to accurately propose the costs associated with the location. The location of DGS-C shall be “DGS-C” in all written communication.

a. Hickam AFB, Hawaii

b. Ramstein AB, Germany

c. DGS-C

13.3 Defense Base Act Insurance. Defense Base Act (DBA) Insurance coverage is required for employees of all Contractors working outside of the United States, according to the Department of Labor (FAR 28.305). If DBA Insurance is separately obtained, Insurance costs shall not be included in the negotiated fully-loaded labor rates. The Contractor shall include a breakdown of all authorized costs in each applicable invoice in WAWF.

13.4 Alternate Work Location. Alternate work locations shall be permitted for this contract on a case-by-case basis with COR/CO approval. In the event the primary duty location is unavailable to the contractor, (i.e. the installation/facility is closed) then the contractor may be directed to telecommute or work from an alternate, approved location. Working from an alternate location shall not involve working with or transporting classified information.

13.5 Duty Hours. Operating hours are 24 hours a day, 365 (366 in Leap Year) days a year including holidays and weekends however, contractor duty hours will be determined by the work center. Contractor must be able to support missions 24 hours a day, 365 (366 in Leap Year) days per year. All work performed is considered mission essential. Federal holidays will be observed for personnel working at CONUS locations. Personnel working at OCONUS locations may be required to follow the schedule at the local place of performance. Contractor employee will be notified of the hours prior to travel departure. Mission requirements may dictate the need for surge or overtime hours. All surge or overtime must be coordinated with the COR prior to performance.

13.6 Base Shutdown/Inclement Weather. The Contractor will follow guidance of the installation at their place of performance to determine reporting schedules whether due to a base closure or inclement weather. All tasks and FTEs are considered mission essential. Contractor will contact Site Lead/TPOC for reporting instructions.

14.0 CONTRACTOR MANPOWER REPORTING. The Contractor shall report ALL labor hours required for performance of services provided under this contract via the Government’s contractor manpower reporting data collection system. The Contractor is required to completely fill in all required data fields. Reporting inputs shall be for the labor executed during the PoP for each Government fiscal year (FY), which is 1 October through 30 September. While inputs may be reported anytime during the FY, all data shall be reported no later than 31 October of each calendar year; unless otherwise stated by either the CO or the reporting management system. The Prime Contractor shall be responsible to ensure all subcontractor data is reported. Data shall be reported to SAM.gov at beta.sam.gov (or future changes/ updates of the identified data collection system/ new data collection system).

15.0 COR DESIGNATION. The CO will provide the Contractor with a copy of the COR Designation Memorandum upon award of the Contract and with changes thereafter.

15.1 Contractor Performance Evaluation. Contractor performance is subject to Government COR surveillance to ensure PWS compliance. The Contractor shall comply with the following:

15.2 Access. The Contractor shall permit the CO or authorized representative access to all work areas, records, and data used in the performance of the contracted services. The Contractor shall provide support, and not interfere with the CO, CORs, state, federal, and other designated personnel in the performance of their official duties. Access shall be provided as soon as possible, but not to exceed one (1) workday after the request.

15.3 Non-conformances. Identify and control non-conformances through root cause analysis, corrective actions, and preventive actions. Focus on eliminating the cause to prevent reoccurrence. Maintain records of non-conformities and actions taken. Correct and provide response to all Government-identified non-conformances within time frames specified by the CO. This contract identifies two types of non-conformances: Minor and Major.

15.3.1 Minor Non-conformance. A minor non-conformance is a non-conformance, which by itself does not adversely impact mission, safety of personnel and/or equipment, performance (quality), schedule (delivery), or cost. It normally does not increase risk to the Government. Minor non-conformances are typically low risk and are communicated through notices; first notices are issued for any identified non-conformance, second notices are issued for repeat non-conformances or failing to correct issues within a reasonable amount of time. Upon receipt of a non-conformance notification (first or second notice), the Contractor shall complete applicable sections and return it to the CO within time frames directed by the CO in the notice. A formal corrective action plan is not required for notices.

15.3.2 Major Non-conformance. A major non-conformance is a non-conformance that adversely impacts (or has the potential to impact) mission, safety of personnel and/or equipment, performance (quality), schedule (delivery), or cost. This type of non-conformance increases risk to the Government and therefore has a risk assessment rating of moderate or high. An example of increasing risk would be a significant number of recurring non-conformances, which is an indication of inadequate preventive measures/actions and lowers the Government’s confidence that the Contractor can provide quality services on time and within costs. The CO will communicate major non-conformances on a Corrective Action Request form with a suspense date for the Contractor’s corrective action plan. As a minimum, the Contractor’s corrective action plan will address:

a. Action taken to fix the immediate problem

b. Root cause analysis of the problem to determine cause

c. Corrective action on the cause of the problem

d. Actions taken to prevent reoccurrence

16.0 ENVIRONMENTAL SAFETY AND HEALTH.

16.1 Environmental Requirements. The Contractor shall comply with all applicable federal, state and local environmental statutes, instructions, manuals, handbooks, regulations, guidance, policy letters and rules (including all changes and amendments), and all Presidential Executive Orders in effect on the date of issuance of this contract. The Contractor shall comply with the highest degree of environmental protection where any disagreements exist. For OCONUS work, the Contractor shall also comply with all applicable host nation statutes and agreements. In addition, the Contractor shall comply with the following publications: the DoD Overseas Environmental Baseline Guidance Document or the Final Governing Standards, if adopted for a particular location.

16.2 Safety and Health Requirements. The Contractor shall comply with all applicable Occupational Safety and Health Administration and Air Force Occupational Safety and Health standards, technical orders, regulations and referenced publications both within and outside of the United States. The Contractor shall comply with the highest degree of safety protection where any disagreements exist.

17.0 CONTRACTOR MANPOWER LEVEL OF EFFORT.

17.1 Personnel Qualifications. Provide qualified personnel at contract start that meet or exceed the stated KSA’s qualification requirements set forth in this PWS Section 3.0.

17.2 Personnel Maintenance. Maintain minimal personnel turnover throughout the life of the contract. Ensure continuation of services during personnel absences due to sickness, leave, and voluntary or involuntary termination from employment such that impact to the Government is minimal. Once a Contractor knows that an employee is leaving and will no longer support a task, the Contractor shall provide written documentation to the CO and COR in accordance with the requirements of the Hiring Status Report (A002). This written notification shall include the date and time the position will be vacant, the reason the employee will no longer work on the task, anticipated replacement date, and what management corrective action will be taken to ensure task mission completion. Position vacancies shall not exceed 21 calendar days unless approved in writing or otherwise directed in advance by the CO.

17.3 Replacement/Substitution. Prior to replacing/substituting personnel performing on this contract, the Contractor shall provide a sufficiently detailed qualification summary/resume of proposed personnel for Government coordination.

17.4 Removal of Personnel at Government Request. The Government may request removal (permanent or temporary) of personnel on this contract for security, safety or health reasons or when Contractor personnel behave in an unprofessional manner that would be considered unacceptable by a reasonable person.
