CUI SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3 104
Learning Target LMS needs to be supplemented so that the Learning Target LMS/IDP will conform to the day-to-day business processes of DCAA. The Contractor must provide non-personnel services support as per the Performance Work Statement (PWS).
The estimated value of the proposed action is labor and no travel).
The anticipated period of performance is 08 April 2023 to 07 April 2024.
2. Identify the specific characteristics of the material or service that limit the availability to a single source (unique features, function of the item, licensing agreement, urgency, brand name, etc.). Describe in detail why only this source can furnish the item or service to the exclusion of other sources.
Only one responsible source is qualified to provide continued maintenance, consulting support, and modifications to the Learning Target LMS/IDP (TRAINext LMS/IDP) as PixLit Productions, Inc., developed Learning Target LMS and has all the proprietary data rights (source codes, data, etc.) needed to successfully perform this requirement.
Continued technical Learning Target expertise is required to ensure uniformity, interoperability, and compatibility for instructional training purposes and deployment/upgrades of Learning Target LMS are successfully accomplished to mitigate disruption to DCAA.
PixLit Productions, Inc., is the sole source owner of the Learning Target LMS and for any modification of the Learning Target LMS; they provide the best combination of qualified services, competitive rates, and experience.
PixLit has 13 years of successful past performance experience implementing the Learning Target LMS at DCAA and they have 24 years of experience designing, developing, and implementing this enterprise wide LMS software.
The Learning Target software is not licensed to any other consulting and/or software customized business entity for the purpose of implementing or modifying the code.
PixLit is the only company authorized to design, modify, install, implement, and support the Learning Target LMS.
Because of PixLit’s extensive expertise, past performance, specialized capabilities, and technical knowledge gained over the last 24 years, PixLit is the only company that can modify the LMS/IDP as needed by DCAI in a way that it is both efficient and cost-effective.
This is a logical follow-on request for continued maintenance and consulting support that only PixLit Productions can provide as further detailed in the Contractor Key Personnel Qualifications within the PWS. PixLit Productions was awarded the original contract for purchase in 2010 with follow–on contracts in 2011 through 2022. To date, no vendor has access to or is capable of modifying PixLit Productions, Inc., Learning Target LMS/IDP Proprietary data (i.e., source codes, data, etc.), which was further verified by a Sources Sought posting requesting alternative sources to provide the Learning Target LMS/IDP services.
