About this file

This is a Sole Source Justification and Public Notice Form from the City of Sandy Springs, Georgia, documenting the City's intent to award a sole source contract to Intelligent Transportation Services, Inc. for Sensys Networks FlexMag2 detection sensors and installation epoxy to support the City's SCOOT traffic-signal system. The procurement involves the purchase of 60 Sensys Networks FlexMag2 wireless vehicle-detection sensors (model VSN240-F-2) and 50 tubes of Sensys installation epoxy (model VSN240-EPX-SOT-01), which will serve as maintenance and replacement stock for detection equipment supporting approximately 75 traffic signals. The sole source posting was made on July 31, 2026, with a closing date of August 5, 2026, at 2:00 p.m. Eastern Time. The City is accepting written challenges from any supplier claiming capability to meet the stated requirements, provided such challenges include documentation of their ability to fulfill the specifications.

The estimated contract cost is $37,000.00 plus freight. The sole source justification is based on the requirement for Sensys component compatibility with the City's existing in-pavement detection infrastructure and lane-specific SCOOT data. Sensys Networks' May 26, 2026 authorization letter confirms that Intelligent Transportation Services is the only authorized reseller and support provider for Sensys wireless detection systems in Georgia, Florida, Louisiana, South Carolina, Tennessee, Alabama, and Mississippi. The City's market research found that alternative detection technologies—including Currux Vision, Wavetronix radar, and Iteris Vector—either failed testing, lacked required lane-by-lane capability, or would introduce costlier, incompatible solutions. The former Georgia Sensys representative, Temple, no longer supports the product. Public searches of GDOT, Georgia statewide contracts, Sourcewell, OMNIA, BuyBoard, and federal records found no active contracts with Intelligent Transportation Services that would provide an alternative procurement pathway.

City of Sandy Springs | Sole Source Justification and Public Notice Form

Purchase 60 Sensys Networks FlexMag2 wireless vehicle-detection sensors (VSN240-F-2) and 50 tubes of Sensys installation epoxy (VSN240-EPX-SOT-01). The items will serve as maintenance and replacement stock for Sensys detection equipment supporting the City's SCOOT program at approximately 75 signals.

Exclusive Capabilities

Sensys components are required to maintain compatibility with the City's installed in-pavement detection infrastructure and lane-specific SCOOT data. Sensys Networks' May 26, 2026 letter identifies Intelligent Transportation Services as the only company authorized to resell and support Sensys wireless detection systems in Georgia and confirms the firm's product training.

Market Research / Basis for Sole Source

The City reviewed its field experience with other detection technologies. Currux Vision reportedly failed repeatedly during City testing; Wavetronix radar did not provide required lane-by-lane volumes; and Iteris Vector would introduce a different, comparatively more costly solution. Temple, the former Georgia Sensys representative, no longer supports the product.

Public searches of GDOT, Georgia statewide, Sourcewell, OMNIA, BuyBoard, and federal contract records found no active contract awarded directly to Intelligent Transportation Services. The OEM letter confirms ITS as the only authorized Georgia reseller/support source.
