About this file

This is a Sole Source Procurement document for the City of Salem, Oregon, related to a "Ready to Read Grant Book Giveaways" initiative. The procurement involves the acquisition of educational reading materials through Scholastic, a vendor located in New York, NY, for distribution within Marion County and specifically the City of Salem. The total anticipated award amount is $7,864.17, with the contract scheduled for award on February 9, 2022. The sole source procurement method was executed under the City's Public Contracting Rules for alternative source selection, which permits direct vendor selection under specific circumstances without competitive bidding.

The procurement is funded through a grant program focused on children's education and community literacy initiatives. Interested parties or potential protestors have seven days from the public notice to submit written objections to the City Manager's office, with protests requiring submission of a $500 certified or cashier's check to cover processing costs. The abbreviated timeline and sole source designation indicate that Scholastic possesses unique characteristics or specifications required for the specific book giveaway materials that cannot be fulfilled by alternative vendors. No specific set-asides or restrictions on respondent organizations were noted in the procurement documentation.
