About this file

This is a Sole Source Notice document from the State of Oregon Department of Environmental Quality (DEQ) regarding the procurement of Docker Desktop License renewals. DEQ intends to purchase 15 Docker licenses for use by the Software Development and Integration (SDI) team to create pre-production development environments for testing agency software applications. The procurement covers a five-year renewal term beginning in February 2022. Docker is identified as the sole source for this service due to specific technical requirements that support the agency's strategic initiative to migrate to Azure cloud services beginning in Q3 2022. The desired requirements include consistent and isolated environments, rapid application deployment, scalability, flexibility, portability, cost-effectiveness, resource efficiency, internal version control, security and reliability, support for Microsoft Windows OS containers, integration with Microsoft Visual Studio and Microsoft Azure, comprehensive training options for Windows environments, and minimal file size. Any affected persons may submit written protests to BIDSDEQ@deq.oregon.gov by the bid opening date published in OregonBuys, referencing Bid Number S-34000-00002119.

The total contract value is $19,000 over the five-year renewal term, with each license requiring annual renewal. The procurement is structured as a sole source acquisition, indicating that DEQ has determined Docker to be the only available source capable of meeting the specified requirements. No set-asides, incumbent information, or alternative funding sources are mentioned in the notice. The protest procedure requires detailed statements of legal and factual grounds, descriptions of resulting harm to the affected person, and specification of relief requested, with all submissions to be received by the published bid opening date.
