A. Firm Summary

ASM, a full-service cultural resources firm with more than 40 years of experience, specializes in cultural resource management and compliance needs conducting archaeological, historic, architectural history, and ethnographic studies throughout the western United States. Since incorporation, ASM’s corporate focus has been the administration of archaeological and historical resource studies for federal, state, and local government for compliance with National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA). With the opening of our Eugene, Oregon office in 2020, ASM now provides four offices directly servicing the Pacific Northwest, allowing us to provide rapid project response for projects of any size. Our Eugene office, and staff located throughout eastern Oregon and Washington, is well poised and staffed to complete the required cultural resource studies in support of this project, with a focus on quality control, cost control, client communication and staff safety. Contact information for all ASM’s offices can be found on our website at www.asmaffiliates.com where you will also find additional information regarding the many services ASM offers and other information regarding our company.

ASM has considerable experience completing cultural resource studies in support of natural resource restoration work and related forest management activities throughout the Pacific Northwest, including projects for the National Park Service (NPS), the Bureau of Land Management (BLM), the United States Forest Service (USFS), the Bonneville Power Administration (BPA), Ducks Unlimited, the Coquille Watershed Association, and the Oregon Department of Fish and Wildlife (ODFW) - including upcoming work at the Wickiup Reservoir tentatively slated for Fall 2022. These projects have primarily involved the completion of intensive pedestrian surveys and built environment analysis at locations within private and federal properties across the Pacific Northwest. Under contract to these agencies, ASM has provided compliance services in support of the NHPA, NEPA, Native American Gravies and Repatriation Act (NAGPRA), and Archaeological Resources Protection Act (ARPA) and other relevant state and local regulations. These projects have been completed by proposed personnel who exceed the Secretary of the Interior’s (SOI’s) Professional Qualification Standards (Standards) for Archaeology, Architectural History, and History. ASM’s experience in conducting surveys, testing and evaluation, Native American consultation, built-environment studies, remote sensing, and GIS will provide ODF a comprehensive team capable of providing high-quality services throughout the duration of the contract.

In addition to our full-time staff, we maintain close ties with seasonal/temporary employees across the state. Our temps appreciate working with ASM due to our high rate of pay but even more importantly because we provide the time and materials needed to conduct high-quality investigation and documentation during all project phases and demand integrity when it comes to protection of cultural resources.

ASM’s corporate social responsibility policy is another avenue for our employee-owners to take pride in the company. We have several social justice initiatives that individual staff members promote within their communities. All of ASM’s activities are governed by a highly qualified Board of Directors, an Employee Stock Ownership Plan (ESOP) Trustee, and a very hands-on six-member Management Team. Our Management Team is very discerning with respect to recruiting and hiring operational and administrative staff and focuses not only on qualifications but also on potential for future growth. In addition to the traditional methods (e.g., web postings, relevant organization/association job boards, and use of our social media channels) of identifying and hiring new staff, we actively mentor and promote existing staff to more senior positions. We believe that as our newer hires witness the tangible evidence of this occurring, they feel secure in knowing that ASM is committed to their professional growth within our company. All the above coupled with our more than 40-year history of excellence in cultural resources management makes ASM one of the most sought-after firms in the CRM industry.

Key to our clients’ success is our ability to provide a stable workforce of technical and administrative experts. Under the proposed contract we commit to continuing to make this a top priority.

Most of our vehicles have less than 50,000 miles and all are in excellent condition. Rental vehicles as well as the POVs of our permanent staff are employed as needed.

Project Scheduling

ASM utilizes Deltek Vision Software and Microsoft Office Outlook for the scheduling of staff and resources. This system has been used to manage our work under contracts with various federal, state, and local government agencies and is an integral part of our ability to respond to large-scale projects simultaneously. An overall staff schedule is maintained in the program to allow Project Managers to access the information when making decisions on project staffing. The system also allows ASM to schedule resources for project use, such as subcontractors, 4-wheel-drive vehicles, GPR, and GIS units. As schedules are established or revised, Deltek Vision Software and Microsoft Office Outlook will be utilized to determine our availability and adjust the allocation of staff time and resources to provide an appropriate response to all contract requirements.

Internal Project Coordination

ASM’s business operations have been established over our long history of performing archaeological and historical resource studies. We achieve this business goal by sound management practices combined with attention to our clients’ needs and specifications. Once a contract has been received, a kickoff meeting will be held during which the schedule will be determined for required project tasks. The administrative requirements of the contract will be outlined, and the technical expertise required for the project will be reviewed. The Principal Investigator will review the proposed budget and scope and schedule a prefield kick-off meeting during which the scope of work, schedule, and budget will be discussed with all project personnel. In consultation with the appropriate client contact and with project personnel, our Principal Investigator will oversee the mobilization of field staff and preparation of final deliverables.

B. Qualifications and Experience of Key Personnel

ASM’s proposed team, composed of seasoned cultural resource professionals and technical specialists, possesses wide-ranging and comprehensive capabilities with the ability to conduct the required studies and meaningful research in a timely and cost-effective manner. During this project, he completed background research, conducted and managed archaeological surveys, conducted historic architectural evaluations, performed NRHP evaluations of cultural resources, conducted evaluative and data recovery excavations at 35CL96 and prepared report and site documentation as primary author.

Proposed Senior Archaeologist, Dr. Zoē Rawski, RPA, has extensive experience with relevant projects by working previously as a Cultural Resources Contractor for the United States Department of Agriculture Natural Resources Conservation Service (USDA NRCS), where she completed a backlog of archaeological survey reports and compiled archaeological survey data from NRCS archaeologists and conducted relevant background research utilizing the Oregon Archaeological Records Remote Access (OARRA) database, General Land Office (GLO) maps, Bureau of Land Management (BLM) Land Patent records as well as datasets from Oregon Ecoregions, USDA Soil Survey, and the Oregon Department of Geology and Mineral Industries (DOGAMI). She has conducted all phases of fieldwork, including large- and small-scale pedestrian surveys, testing and evaluation of sites, and data recovery projects.

Proposed Historian, Ms. Sarah Stringer-Bowsher, RPH, is an expert in conducting historic research and developing historic contexts as appropriate. She has extensive experience in the completion of state-specific historic site forms and recommendations for National Register of Historic Places (NRHP) evaluation for built environment historic resources and historic period archaeological sites. Architectural Historian, Ms.

Shannon Davis, M.A., RPH, has worked as a historic preservation professional for the past 22 years and has managed ASM’s Architectural History Group since 2015. Ms. Davis has successfully coordinated, managed, and completed historic preservation studies that comply with NEPA, and NHPA requirements for federal, state, and local agencies. She is well-versed in all aspects of research, historic context development, reconnaissance surveys, evaluating buildings and structures for listing in federal, state, and local registers, and in applying the aspects of integrity to a given property. Ms. Stringer-Bowsher, RPH and Ms. Davis, RPH ASM have a long-standing reputation for high-quality archival research for cultural resources projects. They purposefully gather pertinent primary and secondary sources for the development of historic and ethnographic contexts and site-specific histories that have a myriad of applications from cultural resource surveys to site interpretation. Each has collected primary resources from around the United States and is adept at gathering resources in person and virtually and utilizes a variety of primary sources, including, but not limited to GLO Cadastral Survey maps, notes, and records; water rights documents and maps; USGS maps and survey bulletins; historic maps from numerous federal, state, and local sources;

historic documents that range from ephemera to photographs to state and federal bulletins and reports;

ethnographic notes; and environmental documentation. Specific primary and secondary sources in Oregon include the following repositories: State of Oregon: State Archives - State Archives; Oregon Digital:

Oregon State University, the University of Oregon; Special Collections and Archives Research Center, Oregon State University.

Mr. Montana Long, RPA, will serve as GIS Manager and be responsible for providing project-related maps for use by crews in the field, in addition to producing GIS databases from GPS information collected in the field. The GIS databases can be used to produce required cultural resources inventory forms and report quality maps, including aerial photographs, project plan maps, and USGS maps with pertinent project data containing APE, fieldwork results, archaeological sites, and historic properties.

Proposed staff have considerable experience in the use of GPS units and mapping, photo and map interpretation, archival material research and compilation, and the preparation of logical precontact/historic contexts. ASM personnel have conducted both environmental mapping and archaeological mapping with the aid of GPS technology for projects throughout the Pacific Northwest. Environmental mapping completed by ASM entails the collection of point, line, and polygon spatial features for cartographic delineation of physical elements of the relevant landforms and is useful in the description of site structures, surface artifacts and features, and other relevant data. Archaeological mapping entails the collection of point and polygon spatial features using dedicated Trimble GPS receivers and Pathfinder data dictionary for attaining precise locations of site information and surface boundaries for artifact concentrations and loci. These methods and digital images, notes, illustrations, and additional GPS data provide detailed documentation of the general character of the project, site, and other relevant data. Photo and map interpretation also aids in providing additional project detail and primarily includes review of historical aerials at local repositories (libraries, historical societies, etc.) and USGS Survey information. By interpreting this information ASM’s staff is able to provide specific information regarding the state of development for certain project areas aiding in the evaluation of sites (archaeological and historic) for listing in local, state, and federal registers.

C. Approach to Services

Below is ASM’s methodology and approach for completing the scope of work for this contract, as well as our proposed project schedule. This approach includes background and archival research for the cultural resource identification strategy, acquiring any necessary permits, an intensive field survey, documentation of the results of the survey and recording of findings in accordance with Oregon SHPO standards, and preparation of a letter report with completed site and isolate forms to fully document the results of the survey in accordance with Section 106 of the NHPA and 36 CFR Part 800, in accordance with Oregon SHPO, as well as providing recommendations for monitoring and avoidance of any cultural resources identified during the survey.

Pre-Field & Permitting

Prior to commencement of fieldwork, ASM will conduct records searches of site forms and previous cultural resources reports on file at the Oregon SHPO, as well as archival review of other existing documentation that may be useful to determine cultural resources concerns or historical properties located within a one-mile radius of the APE. This information will guide the preparation of a cultural resource identification strategy for the APE, which will help identify areas of high probability for containing intact and/or disturbed cultural resources, above-ground structures, and modern disturbances. In addition, ASM will obtain a valid Archaeological Investigations Permit from the DNF’s Special Uses program.

A preliminary review of the Oregon Archaeological Records Remote Access (OARRA) database indicated indicates that seven inventories have been previously conducted within the proposed project area.
