About this file
This is a Sole Source Notice issued by the State of Oregon Department of Early Learning and Care (DELC) for the procurement of out-of-school time (OST) intermediary services under notification number S-58800-00017181. The notice announces the approval of a sole-source determination for services to be provided by OregonASK, with proposals due June 17, 2026. DELC has determined that OregonASK is the only qualified source capable of meeting the project requirements, as it is Oregon's sole official affiliate of the National Afterschool Association (NAA) and the only entity in the state holding NAA affiliate status. The scope of work encompasses coordination, communication, and advancement of Oregon's statewide OST system through collaboration with OST providers, community-based organizations, education partners, and other sponsors. Key deliverables include strengthening statewide infrastructure, disseminating information and resources, supporting professional learning opportunities, and promoting system alignment to increase access to high-quality OST opportunities and improve outcomes for children, youth, families, and communities.
The estimated contract value is $199,926. The sole-source determination was approved by Procurement Director Lori Nordlien on June 8, 2026, under OAR 125-246-0170(2)(c)(H) and ORS 279B.075. OregonASK brings two decades of established partnerships with Oregon's afterschool and summer programs, unparalleled expertise in statewide infrastructure, and national affiliations through the 50 State Afterschool Network. Any affected person may protest the sole-source approval by submitting a written protest to the DELC Procurement Director within seven calendar days of the first publication date. Protests must include detailed legal and factual grounds, a description of resulting harm, and requested relief, and must be delivered by mail or email to the specified DELC Procurement Director address.
