About this file
This is a Sole Source Determination and Justification Memo issued by the Department of Early Learning and Care (DELC) Procurement Office on June 3, 2026, for the procurement of out-of-school time (OST) intermediary services. The contract is for OregonASK, a statewide organization selected to support coordination, communication, and advancement of Oregon's OST system. DELC intends to partner with OregonASK to work collaboratively with OST providers, community-based organizations, education partners, and other sponsors to strengthen statewide infrastructure, disseminate information and resources, support professional learning opportunities, and promote system alignment. The primary objective is to increase access to high-quality OST opportunities, support the OST workforce, and strengthen outcomes for children, youth, families, and communities throughout Oregon. The contract has an estimated total value of $199,926.00 and was approved by Procurement Director Lori Nordlien on June 8, 2026.
The sole source determination is justified based on OregonASK's unique position as Oregon's only official affiliate of the National Afterschool Association (NAA) and its status as a member of the 50 State Afterschool Network. DELC requires that all work align with NAA standards, practices, and priorities related to the Out-of-School Time profession, which only OregonASK can provide. The market research confirmed that no other Oregon entity holds NAA affiliate status. Additional justifications include OregonASK's two decades of established partnerships with Oregon's afterschool and summer programs, unparalleled expertise in statewide infrastructure, breadth of experience, and national affiliations. The procurement authority derives from OAR 125-246-0170(2)(c)(H) and ORS 279B.075, with findings of fact supporting the conclusion that these specialized services are available from only one source under OAR 125-247-0275(2)(4).

SOLE-SOURCE DETERMINATION AND JUSTIFICATION
FOR SUPPLIES AND SERVICES
To: DELC Procurement Director
Procurement Specialist: Dan Long
Date: June 3, 2026
Re: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon
Administrative Rule (OAR) 137-047-0275
Part A
1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)
2. Estimated Total Value of Contract: $199,926.00
3. Subject of Contract: OregonASK
4. Background:
DELC intends to procure the services of a statewide out-of-school time (OST) intermediary organization to support the coordination, communication, and advancement of Oregon’s OST system. The selected contractor will work in partnership with DELC, OST providers, community-based organizations, education partners, and other sponsors to strengthen statewide infrastructure, disseminate information and resources, support professional learning opportunities, and promote system alignment. This work is intended to increase access to high-quality OST opportunities, support the OST workforce, and strengthen outcomes for children, youth, families, and communities throughout Oregon.
OregonASK is the sole Oregon affiliate of the National Afterschool Association (NAA). DELC requires the work conducted under this Agreement to align with NAA standards, practices, and priorities related to the Out-of-School Time profession. OregonASK’s designation as the official
Oregon NAA affiliate ensures alignment with these national frameworks and expectations.
OregonASK is uniquely positioned as Oregon’s Statewide Afterschool Network, with unparalleled expertise, infrastructure, and partnerships that empower afterschool and summer programs to deliver high-quality learning opportunities. As the state affiliate of the National
Afterschool Association and a member of the 50 State Afterschool Network, OregonASK provides resources and solutions tailored specifically to Oregon’s children, youth, families, and communities. These attributes make OregonASK the sole entity capable of delivering the specialized support required for this contract.
No other organization in Oregon has the breadth of experience, statewide relationships, and national affiliations that OregonASK provides. OregonASK has two decades of partnership and trust with Oregon’s afterschool and summer programs. Transitioning to another provider would result in a loss of institutional knowledge, delayed service delivery, and diminished program quality. OregonASKʼs ability to deliver high-quality, equitable, and sustainable solutions for afterschool and summer programming makes it the sole viable choice for this contract.
5. Findings:
The Program has indicated that they require the work conducted under this Agreement to align with National Afterschool Association (NAA) standards, practices, and priorities related to the
Out-of-School Time profession. OregonASK’s designation as the only official Oregon NAA affiliate ensures alignment with these national frameworks and expectations. As the only listed
Affiliate of the National Afterschool Association, OregonASK is the only entity with the skills and connections do complete the work as needed.
A. Market Research Overall Finding.
The market research for this Procurement was straight forward. The Agency desires to partner with an organization that is affiliated with the NAA, and works to align with NAA standards, practices, and priorities related to the Out-of-School Time profession.
I researched the NAA through their website and found an official Affiliate link. OregonASK is the only Oregon entity listed as an affiliate.
And
B. Findings of Fact pursuant to OAR 125-247-0275(2) must include, at a minimum, one of the following:
4. Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and
Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
OregonASK is the sole Oregon affiliate of the National Afterschool Association (NAA). DELC requires the work conducted under this Agreement to align with NAA standards, practices, and priorities related to the Out-of-School Time profession. OregonASK’s designation as the official Oregon NAA affiliate ensures alignment with these national frameworks and expectations.
