About this file
This is a Sole Source Notification template document issued by the State of Oregon's Department of Early Learning and Care (DELC). The template provides standard language for posting sole source notifications in accordance with Oregon Revised Statutes (ORS) 279B.075 and Oregon Administrative Rules (OAR) 137-047-0275. This notification indicates that a contract opportunity will be awarded through a sole source process rather than through competitive bidding, meaning this is not an open opportunity for proposals from interested vendors.
The document establishes a seven-calendar-day protest period following the first date of public notice during which affected persons may formally challenge the sole source approval. Protests must be submitted in writing to the DELC Procurement Director and must include a detailed statement of legal and factual grounds, a description of resulting harm to the protesting party, and the specific relief requested. Protests may be delivered by mail to DELC at 700 Summer Street, Suite 300, Salem, OR 97301, or by email to DELC.Procurement@delc.oregon.gov with the subject line clearly identifying the sole source notification number. The document also identifies egs.pscustomercare@das.oregon.gov as the agency's single point of contact for questions regarding the sole source notification.
