About this file

This is a Sole Source Determination and Justification document executed by the Oregon Department of Early Learning and Care (DELC) on June 18, 2026, for a procurement with Circle of Security International. The procurement seeks access to the Circle of Security training and certification program, specifically including Circle of Security Parenting (COS-P) Facilitator Training and Certification, COS Classroom Coach Training and Certification, official curriculum materials, and access to the Circle of Security training platform. The agency's objective is to build statewide capacity in the Circle of Security model as a key professional development opportunity for Oregon's Infant Toddler Coaches and other infant/toddler-focused technical assistance professionals by September 1, 2026. The determination concludes that Circle of Security International is the sole authorized provider of these trademarked programs and certifications, as no third-party organization is licensed to deliver official Circle of Security training or issue related certifications.

The estimated total contract value is $114,325.00. The sole source determination was justified under Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 137-047-0275, citing the unique design and exclusive authorization of the Circle of Security model, curriculum, materials, trademarks, and certification pathways, which are proprietary and exclusively owned and administered by Circle of Security International. The market research conducted, including an artificial intelligence-assisted search, confirmed that no alternative organizations are qualified to provide the specific trademarked Circle of Security training and certification programs requested. The procurement was approved by DELC Procurement Director Lori Nordlien on June 18, 2026, with procurement specialist Dan Long overseeing the determination.

SOLE-SOURCE DETERMINATION AND JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: DELC Procurement Director

Procurement Specialist: Dan Long

Date: June 18, 2026

Re: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon

Administrative Rule (OAR) 137-047-0275

Part A

1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)

2. Estimated Total Value of Contract: $114,325.00

3. Subject of Contract: Circle of Security International

4. Background:

It is the Agency’s intent to gain access to the specific Circle of Security® training and certification program. The purpose of this procurement is not simply to obtain attachment-based training, but to build statewide capacity in the Circle of Security model and certification pathway that has been identified as a key professional development opportunity for Oregon's Infant Toddler Coaches and other infant/toddler-focused technical assistance professionals by September 1, 2026.

5. Findings:

While there are other organizations that provide parenting education, attachment-focused interventions, or early childhood training, those organizations are not authorized to provide:

• Circle of Security Parenting (COS-P) Facilitator Training and Certification

• COS Classroom Coach Training and Certification

• Official Circle of Security curriculum, materials, videos, graphics, and translations

• Access to the Circle of Security training platform and facilitator resources

The Circle of Security model, curriculum, materials, trademarks, and certification pathways are proprietary and exclusively owned and administered by Circle of Security International. No third-party organization is authorized to deliver official Circle of Security training or issue Circle of Security certifications.

The specific Circle of Security offerings being procured were selected because they align directly with existing statewide professional development frameworks already being utilized in Oregon, including

Practice-Based Coaching and the Pyramid Model as well as Circle of Security classroom through

ORIMHA. The COS Classroom Coach pathway is specifically designed to support reflective coaching practices, relationship-based approaches, and implementation within early childhood settings. This alignment is particularly important as Oregon continues to strengthen coaching capacity and support high-quality infant and toddler care across the state.

While other organizations may offer parenting education, attachment-based interventions, or early childhood professional development, they do not provide the Circle of Security model, certification pathway, intellectual property, or the specific integration with Practice-Based Coaching and Pyramid

Model implementation that is needed for this initiative.

A. Market Research Overall Finding.

After doing an exhaustive search online for other organizations that can offer the specific Circle of

Security Training that is being sought, I broadened the search by utilizing the cumulative power of the internet by asking A/I to search, and provide any alternative programs that can provide the specific services being requested.

The results were:

PROMPT: What organizations are qualified to provide the trademarked Circle of Security
