About this file
This is a Notice of Intent to Award a Sole Source Contract issued by Clackamas County, Oregon, for the provision of Treatment Court Programs through Bridges to Change. The contract is specifically designated for the Arbor House Clean and Sober Housing program and spans from the notice date through June 30, 2024. Clackamas County determined that Bridges to Change is the sole appropriate vendor due to their unique combination of geographic location within the county, specialized treatment plans, established program infrastructure, and dedicated staffing. The county provided a protest period ending June 30, 2022, at 5:00 PM Pacific Time for any entities contesting this sole source determination, with protests to be submitted to the Procurement Contract Analyst Ryan Rice at rrice@clackamas.us.
The total contract value is $499,380 for the two-year contract period. As a sole source award, no competitive bidding process was conducted, and Bridges to Change was selected without evaluation against other potential vendors. The justification for sole source procurement centered on the special needs and qualifications specific to Bridges to Change's Arbor House Clean and Sober Housing program, indicating that comparable services were not available from alternative providers in the region.
