About this file
This is a Sole Source Justification memorandum for a federal contract opportunity. The Washington Army National Guard's U.S. Property and Fiscal Office for Washington is seeking to procure MindGym, a self-serve immersive training solution with biometric tracking and bio/neural feedback capabilities, from Lumena Mind Gym. The total estimated cost is $231,580. The justification is based on FAR 6.302-1, establishing that only one responsible source exists and no other supplies or services will satisfy agency requirements, citing authority under 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1).
The procurement involves delivery and installation of one MindGym system configured for the lead customer group, with subsequent team training and organization of a Demo Day Launch event to train key leaders on the system's capabilities and integration into their programs and teams. The product utilizes ECG and EEG biosensor technology combined with integrated cognitive tasks to monitor user performance, and includes bio/neural feedback features allowing users to alter their environment by activating key brain networks. The action will be publicized in accordance with FAR 6.305, FAR 5.102(a)(6), and FAR 13.106-1(b), and is funded through the National Guard Integrated Primary Prevention Workforce (IPPW). The contracting officer approved the sole source justification on September 9, 2026, and the vendor point of contact is Brandon Murphy at Lumena Mind Gym, located in Golden, Colorado.
