About this file
This is a sole source authorization letter from the American Public Human Services Association (APHSA) addressed to the Idaho Department of Health and Welfare, confirming that APHSA is the exclusive provider of the National Electronic Interstate Compact Enterprise (NEICE) program. The NEICE is an electronic case-processing system that supports the administration of the Interstate Compact on the Placement of Children (ICPC) by facilitating secure data exchange across state jurisdictions. The system has been operational since 2013 and currently serves 46 states, the District of Columbia, and the U.S. Virgin Islands. APHSA's authorization as Secretariat to the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC) establishes its singular qualification to provide this service. The Idaho Department of Administration's Division of Purchasing has determined that no other vendor is qualified to provide this property or service, and interested parties have five business days after the closing date of the notice to file a challenge to this sole source procurement in accordance with Idaho Code section 67-9232(4).
The procurement is mandated by the Family First Prevention Act (HR1892-Title VII, SEC. 50722), passed by Congress on February 9, 2018, which requires all states to utilize an electronic interstate case processing system by 2027 for exchanging data and documents related to child placements across state lines. The sole source authorization is justified by NEICE's established operational success, security infrastructure, and compliance with federal legislative requirements that specify its functionality and purpose. No pricing information, contract term details, renewal options, or set-asides are detailed in the sole source authorization letter itself. Inquiries regarding the procurement may be directed to Marci Roth, NEICE Project Director, at MRoth@aphsa.org.

Dear Ms. Decker, This letter serves to confirm that the National Electronic Interstate Compact Enterprise (NEICE) program can only be provided by the American Public Human Services Association (APHSA), as Secretariat to the
Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC). The NEICE has been in operation since 2013 and is licensed by the APHSA as Secretariat to the AAICPC and is operational in 46 states, the District of Columbia and the US Virgin Islands. The NEICE is an electronic case-processing system that supports the administration of the Interstate Compact on the Placement of
Children (ICPC) by exchanging data and documents securely and efficiently across state jurisdictions.
The NEICE is a successful, secure and functioning application that meets the purpose and guidelines defined in HR1892—Title VII Family First Prevention Act SEC. 50722. This legislation, passed by Congress on February 9, 2018, mandates that by 2027 ALL states use an electronic interstate case processing system for the exchange of data and documents to expedite the placements of children in foster, guardianship, or adoptive homes across state lines via the ICPC.
If you have any questions, please do not hesitate to contact Marci Roth, NEICE Project Director, at
MRoth@aphsa.org.
Sincerely, Raymond C. Davidson
