About this file
This document is a letter from the Children's Advocacy Centers of Illinois (CACI) to the Illinois Criminal Justice Information Authority (ICJIA) regarding a sole source contract for CACI to manage, administer, and monitor Victims of Crime Act (VOCA) grant funds for children's advocacy centers across Illinois. CACI has been the sole source vendor for these VOCA funds since 2017 and has developed administrative policies and procedures to distribute the funds and monitor the programs, which has increased the ability of children's advocacy centers to deliver quality services to child victims of abuse. CACI's specialized expertise and experience in the child abuse field make it uniquely qualified to provide the required technical assistance, both programmatic and fiscal, for the children's advocacy centers to comply with VOCA and ICJIA regulations.
The sole source contract will allow CACI to continue providing this essential funding and support for services to child abuse victims and their families in Illinois. The contract is being awarded without a competitive bidding process, as CACI is the sole source vendor qualified to perform these grant management and monitoring services based on its demonstrated expertise and successful track record over the past five years.

Dear Director Adams, The Children’s Advocacy Centers of Illinois (CACI) is the sole source vendor to manage, administer, and monitor Victims of Crime Act (VOCA) grant funds for children’s advocacy centers across Illinois. CACI has been the sole source vendor for VOCA funds since 2017.
During this past five years, CACI has worked diligently to develop and implement administrative policies and procedures that allow for the distribution of funds and the ability to monitor programs which has greatly increased the ability for CACs to deliver quality services to child victims of abuse.

Thank you for your consideration. CACI is grateful for the opportunity to provide funding for the essential work of providing services to child abuse victims and their families. If you have any further questions, please feel free to contact me at (217) 299-3270 or kim@cacionline.org.
