About this file

This is a Justification Review Document and Justification for Other than Full and Open Competition submitted by the National Guard Bureau for a single-source procurement action.

The National Guard Bureau (contracting activity W50S7X, requiring activity 284 ASOS) is procuring a Harris Falcon PA Adapter with shock mount, part number 12097-1700-02 or equal, under a new firm fixed-price contract using O&M Air funds. The procurement is justified under 10 USC 2304(a)(1) or 41 USC 3304(a)(1) as implemented in FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The contracting officer certifies the anticipated cost is fair and reasonable. The justification asserts that these adapters are essential for meeting UTC standards for vehicle communication systems and are necessary to upgrade the current L3Harris BASIC system to accommodate current L3Harris radios and new radio technology. The National Guard conducted market research through an RFI posted on GSA and sources sought on SAM.gov but determined no alternative solution exists from any other company or vendor to meet the mission requirements, as the items are specific to the preexisting L3Harris communications system. The document is controlled under CUI//SP-SSEL with SOURCE SELECTION category and FEDCON limited dissemination control. The technical representative approval date is May 12, 2026.
