About this file

This document is a Sole Source Justification (SSJ) for preventive and corrective maintenance services for STERIS AMSCO 400 Steam Sterilizers used by the 319th Medical Group (MDG) Dental Clinic. The contract will be with Sustainment Technologies, identified as STERIS's only authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) partner. The base period runs from September 1, 2025 to August 31, 2026, with four option periods extending through August 31, 2030, and a potential closeout period through February 28, 2031.

The justification highlights critical operational needs, including maintaining equipment warranty, ensuring patient safety, and meeting Joint Commission accreditation standards. Market research conducted in April 2025 confirmed STERIS as the sole Original Equipment Manufacturer (OEM) with proprietary parts and service, shipping directly to end-users. The contract will cover comprehensive maintenance services including equipment coverage, adherence to OEM maintenance standards, scheduled maintenance, repair services, 24/7 customer support, and detailed service documentation. The anticipated cost is deemed fair and reasonable based on prior pricing analyses, with funding categorized as O&M (Operations and Maintenance).

equipment's warranty and maintain regulatory compliance, and the confirmed status of Sustainment Technologies as STERIS's sole authorized SDVOSB service provider, Sustainment Technologies is the only reasonable and legally compliant source capable of meeting this essential requirement.

6. Efforts to Obtain Competition: Market research was conducted between April 14, 2025, and April 21, 2025. The Government also received a letter from STERIS dated February 25, 2025, asserting their exclusive capability.

Direct OEM Inquiry: Direct inquiry with STERIS confirmed their status as the sole OEM and authorized service provider and identified Sustainment Technologies as their only authorized SDVOSB partner for these services.

Local Search for Technicians: Internal efforts to find alternative technicians capable of servicing STERIS equipment without voiding the warranty were limited to one vendor within the local geographical area, who was confirmed to be a STERIS Field Technician working directly under STERIS authorization. No other independent, certified, and authorized technicians were identified.

Publicizing Intent: In accordance with DFARS 205.205-71, a Sources Sought notice will be posted to the System for Award Management (SAM.gov) to solicit any potential additional sources. Subsequently, a Notice of Intent to Sole Source to Sustainment Technologies will be posted to SAM.gov to fulfill publicizing requirements and allow any interested parties to demonstrate their capabilities to meet this unique requirement. Any responses will be thoroughly evaluated.

7. Fair and Reasonable Cost Determination: The anticipated cost for these services has been determined fair and reasonable based on prior approved pricing for similar services and a comparison of proposed prices received for previous maintenance activities on this equipment (per FAR 15.404- 1(b)(2)(ii)). The detailed breakdown of services (as listed in Section 3) ensures that the pricing correlates directly to the comprehensive and specialized nature of the work being performed by an OEM-authorized entity. [Insert specific details of price analysis if available, e.g., "Historical pricing for the past 10 years demonstrates consistent rates for STERIS services," or "The proposed pricing structure is consistent with commercially available rates for specialized medical equipment maintenance from OEM-authorized providers."]

8. Market Research: (Reiteration and consolidation from Section 5.c and 6): Market research was conducted on April 14-21, 2025. The Government also received a February 25, 2025 letter from STERIS.

This research primarily focused on confirming STERIS's claim as the sole factory-authorized supplier and identifying any authorized partners. Key findings include:

STERIS is the sole OEM with proprietary parts and service.

STERIS does not utilize a distributor model for parts or service, shipping directly to end-users.

STERIS confirmed Sustainment Technologies as their only authorized SDVOSB partner with documented training for STERIS equipment maintenance.

11. Contracting Officer Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based on prior approved pricing for these services and price analysis per FAR 15.404-1(b)(2)(ii). I certify this justification is accurate and complete to the best of my knowledge and belief, and that the proposed sole source procurement is necessary to satisfy the agency's requirements for critical medical equipment maintenance.
