About this file

This document is a Sole Source (Including Brand Name) Justification form for a SolarWinds Server & Application Monitor procurement. The Air Force's Acquisition Management and Integration Center (AMIC) at Hurlburt Field, FL is seeking to purchase a SolarWinds Server & Application Monitor SAM500 annual subscription (for up to 500 nodes) for the CAOC-X Data Center, with a product part number of 100291. The justification cites continued use of existing technology, noting that replacing the current system would be cost-prohibitive and require extensive retraining of system administrators.

The procurement will be conducted as a simplified acquisition with a funding level between >SAT and ≤$750K. Only one provider was found on GSA Advantage (large business), and no providers were identified on DoD ESI. The contracting activity indicates no alternative options are available due to the proprietary nature of the existing software environment. Vendors interested in providing capabilities statements and quotations must submit by 12:00 PM Eastern Standard Time on 2 August 2025, with price being the determining factor for award. The purchase will be a Firm-Fixed Price order issued to a 2GIT BPA holder, with software licenses due within 30 days after receipt of order.
