Sole Source Justification (SSJ) For Simplified Acquisitions (over $10,000 and up to $250,000) pursuant to FAR 13.106, including Brand Name

1. Nature and/or description of the item/service being procured and its intended use (including the anticipated cost):

FEMA requires Conference Rooms to serve as a temporary Joint Field Office (JFO) and Call Center to assist survivors in support of DR-4777-OH. A base 30-day occupancy and two 30-day option was requested.

The anticipated price of this procurement is $108,000.00 base plus options.

2. Sole Source Justification Rationale (Check one and explain below):

On 05/30/2024, the Contracting Officer received an urgent request for a temporary Joint Field Office and Call Center in support of DR-4777-OH. The requirement is for a space to accommodate a temporary JFO and a call center to assist the State of Ohio and Survivors. The State of Ohio requested a location in the Dublin, OH area. An award date of 05/31/2024 was requested to expeditiously continue FEMA’s mission supporting disaster survivors. Not securing a short-term occupancy, that can accommodate both office space and a much-needed call center would negatively impact the mission and survivors’ support.

1. Market Survey. Explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

Our Market Research was first directed at a longer-term mission and was eventually reduced to a shorter duration recovery event, regarding a physical JFO. Because of the limited lease opportunity, conference centers were considered. The Embassy Suites was our primary choice based on the location request from the State of Ohio and only one available source that can fulfill the requirement for a short-term occupancy of conference rooms for a call center and office space.

2. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist, or other. The State of Ohio requested a location in Dublin, OH and there are limited opportunities to secure a building lease via the General Services Administration.

b. The anticipated price will be determined fair and reasonable using standard price analysis techniques described in FAR Part 13. Market research findings will be used as well as comparison to similar contracts found under FEMA’s permanent files.

3. A statement of actions to be taken by the requesting activity to preclude the necessity for future sole source acquisitions of the same supply/service. This is a unique disaster support, and no other or similar events can be predicted at this time.
