About this file

This is a Justification for Sole Source document supporting a federal contract award using simplified procedures under the Federal Acquisition Regulation (FAR) 12.102(a).

The Navy Clothing & Textile Research Facility (NCTRF) requires Gerber Technology LLC – Lectra (CAGE Code 5K062) as the sole source for AccuMark Computer Aided Design (CAD) Pattern Design Software (PDS) license renewal subscriptions, license upgrades, and Plotter and Cutter Support Maintenance renewal for a base year and two one-year options. The performance period runs from October 1, 2026, through September 30, 2029. The justification establishes that NCTRF currently owns and operates Gerber equipment (MP-1804 Plotter and DCS-2600 Cutter) with corresponding AccuMark software applications, making the Gerber system the existing standard for designing, developing, and prototyping Navy uniforms and equipment. As the Original Equipment Manufacturer (OEM), Gerber Technology LLC – Lectra is the only authorized and qualified provider capable of delivering the requested service, software, and upgrade maintenance support. Market research confirmed that no authorized dealers, distributors, or product maintenance resellers can provide the required equipment support. The supplies are direct replacements for an existing sole source contract (N0015921PG094) expiring September 30, 2026, and proprietary data limits competition as Gerber is the sole copyright owner with exclusive access to proprietary codes. The contracting officer determined that circumstances justifying only one source reasonably apply to this contract action.
