About this file
This Sole Source Justification document details a procurement for the United States Air Force Personnel Parachute Program. The contract is for 50 EC CYPRES-2 Systems, 1 EC CYPRES Data Collector, and 2 EC CYPRES IR Remotes from SSK Military Industries, who is confirmed as the exclusive authorized distributor for Airtec GmbH & CO Safety Systems in the United States. The total estimated value of the order is not fully disclosed, but the procurement is being conducted under a simplified acquisition procedure with a funding level between the Simplified Acquisition Threshold (SAT) and $750,000.
The justification for sole source is based on market research that found no alternative sources for these specific Automatic Activation Devices (AADs). Multiple searches on platforms like GSA Advantage, GSA eLibrary, NASA SEWP, and a Dynamic Small Business Search yielded no alternative suppliers. The procurement is critical for maintaining inventory of parachute safety systems, with the objective of replacing existing systems to avoid potential degradation that could be fatal to personnel. The contract will have a delivery date of approximately 180 days after receipt of order (ARO) and will be a firm-fixed-price (FFP) order.

Review of the USAF PPP AUL MFR dated 26 May 2023 IAW AFI-10-3503.
A search on GSA Advantage was conducted using the term "CYPRES" with 4 results. Of these results, 3 related to the required items but were not the specified parts needed. The third result was not relevant to this requirement. A search was then conducted utilizing the provided part numbers on GSA, which had zero results.
A GSA eLibrary search was conducted under "Parachute System" which was then defined by the Keyword matches falling under Law Enforcement, Firefighting and Rescue Tools, Equipment and Accessories. This specification resulted with 3 contractors with GSA contracts. Each vendor's catalog was search for "CYPRESS." Only 1 vendor, Butler Parachute Systems Inc., provided results. Of the 2 result items, there was only setup for CYPRES ADD and Low Profile Parachute mailto:rachel.copeland.3@us.af.mil

System. Neither are the items required. Utilizing the part number provided for the EC CYPRES-2 from the Statement of Need, yielded no results.
A Dynamic Small Business Search was conducted using the NAICS 31499, which resulted in 2,237 small businesses. To narrow the search, the NAICS and key words "parachute activation" were used which yielded 29 results. It is not confirmed whether these businesses are able to fulfill the need for this requirement.
A search was conducted on NASA SEWP using the part number provided, yielding no results.
SSK Military Industries was contacted to determine if they are the sole manufacturer/reseller for the required items. SSK Military Industries confirmed that they are the sole manufacturer for the EC CYPRES IR Remote. Via a letter provided by SSK Military Industries, Airtec GmbH & CO Safety Systems is the manufacturer of all CYPRES Automatic Activation Devices and holds a patent on this product. With that, SSK Military Industries Inc. is Airtec's exclusive authorized distributor of the Military CYPRES for United States Sales.
