Sole Source Justification ≤ Simplified Acquisition Threshold
1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the following product(s) / service(s) are available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available.
Product(s) / Service(s):
2. This acquisition is restricted to the following source:
Company:
Company Address:
Company Point of Contact (phone number and e-mail):
3. Total Estimated Cost:
4. Required by Date:
5. Justification (check applicable, and provide additional information in the sections below):
Urgent and compelling need exists, following fair opportunity procedures would result in unacceptable delays (explain serious injury, financial or other, to the Government the delay would result in).
Specific Characteristics of the Item or Service
5.1 Urgent and Compelling Need (explain serious injury, financial or other, to the Government if delayed):
The Oceanography Department (OC) at the naval Postgraduate School (NPS) is in need of an Acoustic Doppler Current Profiler (ADCP) which is used for measuring ocean currents, waves, and turbulence and a Single Point Current Meter (Acoustic Doppler Velocimeter(ADV)) used for measuring ocean currents.
This particular ADCP model allows for concurrent measurements with a sampling frequency of up to 16 Hz. It will be used by researchers and students of the OC department in student thesis research of turbulent kinetic energy, nearshore wave processes, nearshore current processes, and surf zone dynamics.
The Single Point Current Meter or ADV will also be used in student thesis research and in research carried out by various professors in the department.

5.2 Specific Characteristics of the Unique or Highly Specialized Item or Service:
6. Check all applicable statements:
The material or service must be compatible in all aspects (form, fit, function) with existing systems presently installed. The new product(s) / service(s) must coordinate, connect, or interface with existing systems.
A patent, copyright, proprietary data, or licensing agreement limits competition.
These are "direct replacement" parts/components for existing equipment.
There are three primary companies that produce Acoustic Doppler Current Profilers (ADCP) and Acoustic Doppler Current (ADC) measuring instruments; Nortek USA, Sontek, and Teledyne/RDI. Quotes were not solicited from Sontek or Teledyne because they did not meet our needs for this system.
For the ADCP: Sontek's systems do not allow for the burst current sampling, wave measurements, or high resolution sampling. Teledyne/RDI instruments are similar to Nortek except the Nortek provides the following important improvements: 1) it has a large operating depth range, 2) has a much faster sampling rate, 3) has smaller bin sizes, and 4) has a more accurate heading/pitch/roll sensor system. All of these are important for getting data near the ocean bottom and getting high resolution turbulence data. In addition the depth range allows for an increase in operational use that will allow us to use these in many different senarios. The Teledyne/RDI instrument's lower depth limitation would require the government to purchase an additional sensor for deep water operations.
For the ADV (single point current meter): The Sontek systems do not allow for the high resolution sampling we require and the Teledyne systems did not provide the high sampling rate we require nor the more accurate heading/pitch/roll sensors needed for high resolution turbulence and flux data. The Sontek and Teledyne systems were also not compatible with existing mounting systems, battery packs, and extensive software that has been developed by the department to process and analyze data from this system.
6.1 Compatibility Statement:
6.2 Copyright / Proprietary Data / Licensing Agreement Statement:
For the ADCP: the OC Department currently owns two Signature 1000 ADCP's. The department has developed extensive software for the processing and analysis of data from the instrument. Data inputs/outputs require a Nortek format consistent with existing software. Plus the OC Department has previously procured and designed/fabricated mounting and deployment systems for the existing Signature 1000's. The new system must have the same size, shape, and weight of the existing systems to be 100% compatible with the existing deployment systems.
For the ADV (single point current meter): The OC Department currently owns several Vector 3D current meters. The department has developed extensive software for the processing and analysis of data from these instruments. Data input/outputs and connections require a Nortek format consistent with existing software. Additionally, the size and shape of the Nortek housing is required for compatibility with existing mounting and deployment systems.
7. Brand Name (if applicable, detail why the procurement is restricted to a specific brand name manufacturer):
