RFQ Number: N6227120Q1066 Acoustic Doppler Current Profiler (ADCP) and Acoustic Doppler Velocimeter (ADV)

Solicitation N6227120Q1066 is issued as a request for quotation (RFQ).

This COMBINED SYNOPSIS/SOLICITATION is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This RFQ intends to result in a Firm Fixed Price (FFP) Purchase Order. The award will be evaluated on a technically-acceptable-lowest-price basis.

This is a Sole Source requirement to NortekUSA Inc. The NAICS associated with this purchase is 334516 and Small Business Standard is 1000. Method of payment will be Wide Area Work Flow

(WAWF).

Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Evaluation:

Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors. A combination of price and Minimal Technical Requirements/Salient Characteristics as in the above Statement of Requirements, delivery date, a determination of responsibility, on a technically acceptable lowest price basis.

System for Award Management (SAM). Quoter’s must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

Description of Product / Service:

1.0 Background/Introduction:

The Oceanography Department (OC) at the naval Postgraduate School (NPS) requires an Acoustic Doppler Current Profiler (ADCP) which is used for measuring ocean currents, waves, and turbulence and a Single Point Current Meter used for measuring ocean currents.

This particular ADCP model allows for concurrent measurements with a sampling frequency of up to 16 Hz. It will be used by researchers and students of the OC department in student thesis research of http://www.sam.gov/ turbulent kinetic energy, nearshore wave processes, nearshore current processes, and surf zone dynamics.

The Single Point Current Meter will also be used in student thesis research and in research carried out by various professors in the department.

2.0 Minimal Technical Requirements/Salient Characteristics:

The Naval Postgraduate School requires QTY 2 Acoustic Doppler Current Profiler’s (ADCP) and QTY 1 Single Point Current Meter (Acoustic Doppler Velocimeter (ADV) that meet the following requirements:

QTY 2

• NortekUSA Acoustic Doppler Current Profiler (ADCP) o User selectable sampling frequency of 1 to 16Hz if using 4 beams.

o User selectable sampling frequency of 1 to 8Hz if using 5 beams.

o Transducer acoustic frequency of 1 MHz o User selectable vertical resolution of current profiles of 2 cm to 2 m with a maximum range of 30m o 5-beam head configuration (4 slanted at 25o, 1 vertical) o Velocity measurement resolution of 0.1 cm/s o Up to 128 sampling cells.

o Concurrent measurement capabilities allowing for the measurement of current, wave, and turbulence at the same time.

o Wave height measurement error not to exceed 1% of measured value.

o Wave direction error not to exceed 2o.

o Capability of the center beam to be used as a biological echosounder.

o Solid state system for measuring heading, pitch and roll with 2o heading accuracy and

0.5o pitch and roll accuracy (static).

o Temperature sensor with accuracy/resolution of 0.1oC/0.01oC o Internal data recording capability of 64 GB.

o Real time clock with accuracy of +/- 1 min/year o Internal battery with capability to use external; battery pack as well.

o Input power of 12-48 VDC o Weight of system not to exceed 3.5 kg in air o External diameter of main housing must be 117-118mm to be compatible with existing mounting/deployment systems.

o Height of system not to exceed 225 mm to be compatible with existing mounting/deployment hardware.

o Data input/outputs require a Nortek format consistent with existing processing and analysis software developed by the Oceanography Department at the Naval Postgraduate School.

QTY 1

• NortekUSA Single Point Current Meter (Acoustic Doppler Velocimeter (ADV)) o Capable of measuring ocean currents with speeds of 0.01 to 7m/s with an accuracy of +/- 0.5% in depths up to 300m. using acoustic doppler shift techniques.

o Maximum sampling frequency for current velocity must be 64 hz o Measures ocean temperature, heading, pitch and roll of the sensor o Orientation of sensor can be upright or upside down.

o Communicates via and RS-232 cable for configuration and data download.

o Stores data internally on an SD card (up to 4 GB).

o Can record data from up to 2 external analog devices, supplying 5 or 12 VDC to those devices.

o Unit must be cylindrical with a housing diameter of 7.5 cm and an overall length of 82.4 cm.

o Housing is rated for maximum depth of 300m.

o Powered by an internal or external battery with a voltage of 9-15 VDC with an internal sampling rate of 100-250 Hz.

o Unit must be 100% compatible with existing deployment systems o Unit must be 100% compatible with existing processing and analysis software developed in the oceanography department.
