About this file
This document is a Justification for Sole Source Simplified Acquisition for Strategic Technology Institute, Inc. to provide system administration support for the Naval Aviation Logistics Command Management Information System (NALCOMIS). The contract is for a one-year period with a delivery date no later than 19 January 2026, supporting the four CNAFR Aviation Support Departments located at Joint Reserve Base New Orleans, Joint Base McGuire-Dix-Lakehurst, Joint Reserve Base Fort Worth, and Naval Air Facility Washington.
NALCOMIS is a unique proprietary system critical for U.S. Navy and Marine Corps aviation maintenance, supply chain management, and logistics operations. The sole source justification is based on Strategic Technology Institute's specialized expertise in NALCOMIS system administration, developed through years of direct support. The procurement is necessitated by a government shutdown that precluded a full recompete, with the goal of maintaining continuous support and avoiding potential disruptions in aircraft maintenance tracking, data integrity, and reporting capabilities. The proposed 12-month contract will allow time for a comprehensive recompete while ensuring uninterrupted administrative support.

NALCOMIS is a unique and proprietary system to US Naval Supply System requiring specialized technical experience with system administration necessitating a comprehensive knowledge of the environment to maintain mission requirements. NALCOMIS is the U.S. Navy and Marine Corps' core automated system for managing aviation maintenance, supply, and logistics. NALCOMIS is essential for aircraft maintenance tracking, supply chain management, flight data recording, and automated reporting, directly contributing to increased aircraft readiness, reduced administrative burden, and improved reporting to the Aviation Data Warehouse, enabling compliance with the Naval Aviation Maintenance Program (NAMP) and improving decision-making for managers. Strategic Technology Institute possesses the unique, specialized expertise in NALCOMIS system administration developed over years of direct support, including in-depth system knowledge, established processes, and embedded personnel integrated with Navy operations.
Due to the Government shutdown and the criticality of continued service, a sole source procurement for twelve months is necessary to maintain continuous support within the limited timeframe that could otherwise result in a critical gap in NALCOMIS support, resulting in reduced aircraft availability, compromised data integrity, inefficient resource allocation, and inaccurate reporting, thereby jeopardizing the Navy’s ability to meet mission requirements. This recent Government shutdown precluded the preparation and submission of a full recompete to provide enough time to avoid a gap in services that would negatively impact mission objectives substantially.
Strategic Technology Institute has demonstrated consistent, high-quality support, and transitioning to a new vendor within existing constraints would introduce unacceptable risks of system disruptions and decreased performance. A new vendor faces a steep learning curve to provide the level of support currently required. The proposed acquisition will allow the necessary time for CNAFR to properly prepare for a needed recompete for five years (base, plus options), while not losing NALCOMIS administrative support.
