Justification for Sole Source Procurement Summary

This is a Justification for Sole Source document submitted by Navy Medicine Training Support Command (NMTSC) for the procurement of cardiovascular fitness equipment from Life Fitness Sales, Inc. The procurement is being pursued under FAR 12.102(a) as a sole source acquisition with CAGE Code 0CMY5, precluding full and open competition due to the unavailability of substitutes.

The government requires the immediate procurement, delivery, assembly, and certified installation of standardized commercial-grade cardiovascular equipment—specifically 12 Aspire Upright Bikes SL, 12 extended warranty packages (parts and labor for 4 years), one Aspire Treadmill SL Model, one extended warranty package for the treadmill, and direct-to-site delivery with assembly and commissioning. Life Fitness Sales, Inc. is identified as the sole responsible source because Navy PRT Guide-5A Protocols mandate distinct testing procedures based on equipment manufacturer, with Life Fitness Inc. models specifically referenced in Section 3.5.e. The Life Fitness Aspire Treadmill SL meets strict Navy requirements including a motor-driven running belt, emergency stop button, speed displays in mph, odometer measurements in miles, and manual incline adjustment locked at exactly 1.0 percent. The justification emphasizes that non-standard equipment would require extensive operational retraining, create procedural error risks, calculate metabolic metrics differently, and cause scoring discrepancies. The equipment serves as direct replacements for aging or unserviceable machines and will establish a standardized testing environment for critical military physical readiness training operations at JBSA Fort Sam Houston. The procurement is administered by NAVSUP Fleet Logistics Center, Norfolk Contracting Department under the BUMED/FM&C Directorate.

Source Selection Information – See FAR 2.101 and 3.104

In conclusion, the requested supplies represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

Life Fitness Sales Inc. is the only responsible source capable of providing equipment that satisfies the Navy’s strict, standardized physical testing and administrative reporting requirements.

Navy PRT Guide-5A Protocols dictates the mandatory procedures for administering alternate cardio events during official Physical Fitness Assessments (PFAs). Section 3, Subsection 5 of Guide-5A explicitly separates alternate cardio testing procedures into distinct protocols based on equipment manufacturer:

(a) Section 3.5.d (Page 16): Stationary Bike (Non-Life Fitness Inc. Models)

(b) Section 3.5.e (Page 17-18): Stationary Bike (Life Fitness Inc. Models)

Treadmills used for official PRTs must feature a motor-driven running belt, an emergency stop button, speed displays in mph, odometer measurements in miles, and a manual incline adjustment capable of being locked at exactly 1.0 percent. The Life Fitness Aspire Treadmill SL Model meets these strict parameters and ensures that Sailors can pause the belt to retie a shoe without pausing the official stopwatch, in strict compliance with Navy safety directives.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Per Section 3.5.b of the PRT Guide-5A Protocols, treadmills used for official PRTs must feature a motor-driven running belt, an emergency stop button, speed displays in mph, odometer measurements in miles, and a manual incline adjustment capable of being locked at exactly 1.0 percent. The Life Fitness Aspire Treadmill SL Model meets these strict parameters and ensures that Sailors can pause the belt to retie a shoe without pausing the official stopwatch, in strict compliance with Navy safety directives. Utilizing a non-standard brand would require extensive operational retraining for testing monitors and increase the risk of procedural errors.

Non-standard equipment calculates metabolic/caloric metrics differently, leading to potential career-ending grading discrepancies for testing personnel. A lack of standardized consoles will confuse students and barracks residents who are accustomed to standard Navy-wide Life Fitness interfaces, degrading physical conditioning efficiency.

These are "direct replacement" parts/components for existing equipment.

This equipment will replace aging, obsolete, or unserviceable fitness machines, establishing an ultra-reliable and standardized testing environment.

Conclusion

Approval of this sole source procurement is critical to maintaining physical readiness testing integrity, training safety, and administrative fairness at Navy Medicine Training Support Command. Purchasing standardized Life Fitness cardiovascular systems eliminates scoring discrepancies, leverages existing command expertise, and ensures immediate, seamless compliance with official Navy Physical Readiness Program instructions.
