About this file
This document is a Sole Source Justification for a simplified acquisition contract. The 911th Airlift Wing has a requirement to obtain diagnostic assessment, repairs, and training for their Veteran Equipment Sales (VES) paint booth, blast booth, and air shower equipment. VES is the original equipment manufacturer (OEM) and the only authorized provider for these services, as their equipment is proprietary in nature. The government intends to procure these services on a sole source basis from VES, a Service-Disabled Veteran-Owned Small Business (SDVOSB) concern, as permitted under FAR 19.1406. The estimated contract value is $0.00. The deadline for SDVOSB concerns to submit capability statements or quotes is Monday, 8/5/2024 at 3 pm EST. The government will review submissions to determine if a competitive SDVOSB set-aside procurement is warranted.

FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFRC 911th Airlift Wing
Project/Program Name: Paint and blasting booth repairs
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
Diagnosis/assessment of Veteran Equipment Sales (VES) Paint Booth, Blast Booth and air shower, repairs to stated equipment and on-going training of Fabrication Shop personnel.
Section C: Justification for Soliciting from a Single Source or Brand Name
Veteran Equipment Systems and Sales (VES), the OEM of the equipment supported in this justification, is the only company authorized to inspect, service, and repair the paint booth, blasting booth, 2 each blasting cabinets, and air shower, due to the proprietary nature of the equipment. VES has provided documentation supporting their assertion that only their personnel and authorized representatives are the only individuals "certified" to install and maintain VES equipment.
Section D: Efforts to Obtain Competition
VES equipment is highly technical and requires certified maintainers to keep it operating at peak performance.
Any repairs, service, maintenance or replacement parts not provided by VES cannot be supported and will void any remaining warranty. VES will not provide any contractors, other than those authorized by VES themselves, technical publications, drawings, specs, or the latest upgraded parts and service bulletins needed for the paint booth, blasting booth, blasting cabinets or air shower. VES has no relationship with any third parties to accomplish this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
(Unable to support this request.) Veteran Equipment Systems and Sales is the only source for replacement parts and factory authorized service and repair. Choosing VES will ensure that you get authentic parts, service and support. Any repairs, service, maintenance or replacement parts not provided by VES cannot be supported and will void any remaining warranty.
