Justification for Other Than Full and Open Competition
This document is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of State's International Narcotics and Law Enforcement (INL) Bogota office for a non-competitive award to Chainalysis.
Acquisition Details and Rationale: INL Bogota seeks to award a new Firm-Fixed-Price (FFP) contract to Chainalysis for blockchain analytics software and training services to support law enforcement operations with the Colombian National Police (CNP). The statutory authority for this non-competitive procurement is 41 U.S. Code 1901, implemented through FAR 12.000 and FAR 12.102(b). The justification demonstrates that Chainalysis is the only vendor capable of meeting INL's unique technical requirements for cryptocurrency investigation and anti-money laundering (AML) operations. The platform's proprietary heuristic algorithms, exclusive datasets associating cryptocurrency addresses with illicit actors, and ability to integrate with Colombian law enforcement workflows make comparable alternatives unavailable. The CNP has already received training and certification on Chainalysis Reactor software under a prior INL-funded acquisition, and adoption of the same platform will enhance bilateral information sharing and joint investigative capabilities.
Supplies and Services Required: The contract includes 31 Chainalysis Reactor Gold named-user licenses (one-year term), 550 hours of dedicated investigative case support from certified professional investigators, and three private training courses each for 10 students covering Chainalysis Cryptocurrency Fundamentals Certification (CCFC), Reactor Certification (CRC), and Asset Seizure Certification (CASC), all delivered virtually in Spanish. The total estimated contract value for the entire performance period is redacted, with an annual estimated cost also redacted. The contracting officer determined the anticipated price is fair and reasonable based on comparison with substantially similar commercial items and prior federal agency pricing data for comparable Chainalysis licenses.
