About this file

This is a Sole Source Justification document submitted by the Oregon Department of Education (ODE) for contracting with the Oregon Association for the Education of Young Children (OAEYC) to provide professional development and technical assistance services related to the CDC Healthy Schools Grant and COVID-19 supplemental funding. The OAEYC, through its OregonASK program, will deliver a minimum of three professional development opportunities, technical assistance, communication dissemination statewide, attendance at relevant trainings and meetings, and monthly evaluation reports. The contract duration is less than one year, expiring on June 29, 2022. OregonASK is designated as the statewide Out-of-School Time network in Oregon and serves as a critical partner in the family and community engagement components of the Whole School, Whole Community, Whole Child (WSCC) framework, working specifically on nutrition, physical activity, and chronic health condition management in schools.

The contract value is $30,000.00 and is issued under the sole source authority of Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275. The justification for sole source procurement is based on OregonASK being the only statewide Out-of-School Time network in Oregon with the necessary reach and capabilities to serve families and out-of-school programs across the state. The contracting officer determined that the sole source contract is unlikely to substantially diminish competition because OregonASK's unique position as the statewide OST network makes it the only compatible provider for this work. Funding derives from Year 4 of a five-year U.S. Department of Health and Human Services, Centers for Disease Control and Prevention award titled "Improving Student Health and Academic Success through Nutrition, Physical Activity, and the Management of Chronic Conditions in School," supplemented by one-year COVID-19 supplemental funds.
